{"id":10026,"date":"2023-10-04T09:00:00","date_gmt":"2023-10-03T23:00:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=10026"},"modified":"2023-10-17T08:27:07","modified_gmt":"2023-10-16T22:27:07","slug":"southeast-asia-snapshot-59","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-59\/","title":{"rendered":"Southeast Asia snapshot #59"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |   <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Update of Vietnam\u2019s foreign policy<\/h4>\n\n\n\n<p>Despite being a socialist country with a non-democratic form of government, Vietnam has recently made many surprising improvements in relations with different countries.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The visit of the United States (US) President Joe Biden to Vietnam, from <a rel=\"noreferrer noopener\" href=\"https:\/\/edition.cnn.com\/2023\/09\/10\/politics\/g20-summit-india-biden-vietnam-sunday\/index.html\" target=\"_blank\">10<sup>th<\/sup><\/a> \u2013 <a rel=\"noreferrer noopener\" href=\"https:\/\/edition.cnn.com\/2023\/09\/11\/economy\/biden-vietnam-visit-business-ties-intl-hnk\/index.html\" target=\"_blank\">11<sup>th<\/sup><\/a> September 2023, signified a renewed commitment to further forge stronger cooperation between the US and Vietnam. The biggest achievement of the Biden\u2019s trip to Hanoi was the signing of a \u201ccomprehensive strategic partnership\u201d with Vietnam. This symbolized the two countries&#8217; commitment to forge stronger ties. Both countries also released a joint <a rel=\"noreferrer noopener\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/09\/11\/joint-leaders-statement-elevating-united-states-vietnam-relations-to-a-comprehensive-strategic-partnership\/#:~:text=The%20two%20Leaders%20hailed%20a,%2C%20prosperous%2C%20and%20resilient%20Vietnam.\" target=\"_blank\">statement<\/a> pledging to work on key <a rel=\"noreferrer noopener\" href=\"https:\/\/www.viettonkinconsulting.com\/global-business\/leaders-joint-statement-vietnam-u-s-relations-to-become-comprehensive-strategic-partnership-part-1\/\" target=\"_blank\">areas<\/a> ranging from political and diplomatic cooperation, economics, science and technology, education and training, to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.viettonkinconsulting.com\/global-business\/leaders-joint-statement-vietnam-u-s-relations-to-become-comprehensive-strategic-partnership-part-2\/\" target=\"_blank\">climate<\/a> and energy cooperation, defence, and security.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Moreover, both countries were keen to <a href=\"https:\/\/www.reuters.com\/article\/vietnam-usa-biden-remarks-idUSW1N38605B\" target=\"_blank\" rel=\"noreferrer noopener\">deepen<\/a> cooperation on emerging technologies, critical supply chains, and semiconductors in which the US also <a href=\"https:\/\/www.mining-technology.com\/news\/us-vietnam-mineral-semiconductor-deal\/\" target=\"_blank\" rel=\"noreferrer noopener\">secured<\/a> a <a href=\"https:\/\/auto.economictimes.indiatimes.com\/news\/auto-components\/us-vietnam-sign-deal-on-semiconductor-supply-chains\/103571770\" target=\"_blank\" rel=\"noreferrer noopener\">Memorandum of Cooperation on Semiconductor Supply Chains, Workforce, and Ecosystem Development<\/a> deal with Vietnam for the procurement of semiconductors and minerals \u2013 in an attempt to help the US diversify supply chains away from China. The US also plans to announce <a href=\"https:\/\/edition.cnn.com\/2023\/09\/10\/politics\/g20-summit-india-biden-vietnam-sunday\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">steps<\/a> to help Vietnam diversify away from an over-reliance on Russian arms hoping to make the US appear more attractive and a reliable partner.&nbsp;<\/p>\n\n\n\n<p>In addition, despite Vietnam <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/South-China-Sea\/Vietnam-said-to-plan-military-buildup-on-South-China-Sea-footholds\" target=\"_blank\" rel=\"noreferrer noopener\">having maritime territorial issue<\/a>s with China in the South China Sea, Hanoi\u2019s relations with Beijing can also be comparable to its relations with the US. The meeting between Chinese Premier Li Qiang and Vietnamese Prime Minister Pham Minh Chinh on 16 September 2023 <a href=\"https:\/\/english.news.cn\/20230916\/096091d70d504653822b0be07377e906\/c.html\" target=\"_blank\" rel=\"noreferrer noopener\">pledged<\/a> to bring bilateral ties to a new level. China is willing to expand mutually beneficial cooperation with Vietnam and expand import, trade, and supply chain connectivity. Prime Minister Pham also <a href=\"https:\/\/vietnamlawmagazine.vn\/vietnamese-chinese-pms-hold-talks-70487.html\" target=\"_blank\" rel=\"noreferrer noopener\">affirmed<\/a> that the Vietnamese Party and State attach great importance and consider the friendly, stable, and healthy cooperative relationship with China a strategic choice and top priority in Vietnam\u2019s foreign policy.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Apart from the US and China, Vietnam also <a href=\"https:\/\/en.vietnamplus.vn\/vietnamese-foreign-minister-meets-officials-of-brazil-france-ec-canada-in-paris\/254414.vnp\" target=\"_blank\" rel=\"noreferrer noopener\">extended its cooperation<\/a> with Brazil, France, the European Commission (EC), and Canada on the sidelines of the Organization for Economic Cooperation and Development (OECD), on 8 June, in Paris. Seeking to <a href=\"https:\/\/vietnamnews.vn\/politics-laws\/1549584\/vietnamese-foreign-minister-meets-officials-of-brazil-france-ec-canada-in-paris.html\" target=\"_blank\" rel=\"noreferrer noopener\">enhance the comprehensive partnership deal<\/a> with Brazil, <a href=\"https:\/\/vietnamnews.vn\/politics-laws\/1548931\/viet-nam-attaches-importance-to-comprehensive-relations-with-france-fm.html\" target=\"_blank\" rel=\"noreferrer noopener\">promoting the Vietnam \u2013 France comprehensive<\/a> partnership, <a href=\"https:\/\/en.vietnamplus.vn\/vietnamese-foreign-minister-meets-officials-of-brazil-france-ec-canada-in-paris\/254414.vnp\" target=\"_blank\" rel=\"noreferrer noopener\">promoting<\/a> bilateral investment with the EC, and <a href=\"https:\/\/en.nhandan.vn\/vietnamese-foreign-minister-meets-officials-of-brazil-france-ec-canada-in-paris-post126275.html\" target=\"_blank\" rel=\"noreferrer noopener\">fostering Vietnam \u2013 Canada comprehensive partnership<\/a> are the main areas of Vietnam&#8217;s engagement with the old and new non-Asian actors.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Many believe Vietnam is <a href=\"https:\/\/www.cfr.org\/blog\/assessing-bolstered-us-vietnam-relationship\" target=\"_blank\" rel=\"noreferrer noopener\">pursuing<\/a> a \u201cmultidirectional foreign policy\u201d in which Hanoi is engaging and developing diverse and dynamic bilateral relations with all nations. However, despite the security cooperation with the US, Vietnam is viewed as <a href=\"https:\/\/www.business-standard.com\/world-news\/vietnam-chases-secret-russian-arms-deal-even-as-president-biden-flies-in-123091100007_1.html\" target=\"_blank\" rel=\"noreferrer noopener\">making<\/a> plans to buy an arsenal of weapons from Russia, by <a href=\"https:\/\/www.business-standard.com\/world-news\/vietnam-chases-secret-russian-arms-deal-even-as-president-biden-flies-in-123091100007_1.html\" target=\"_blank\" rel=\"noreferrer noopener\">secretly<\/a> paying for defense purchases through transfers at a joint Vietnamese and Russian oil venture in Siberia, a contravention of American sanctions. Some viewed the US relations with Vietnam as a crucial step in the US strategy to <a href=\"https:\/\/www.reuters.com\/world\/us-vietnam-elevate-ties-during-biden-visit-with-eye-china-2023-09-09\/\" target=\"_blank\" rel=\"noreferrer noopener\">contain<\/a> Beijing which could turn Hanoi into a geopolitical battleground for major powers in the near future.&nbsp;<\/p>\n\n\n\n<p>With Vietnam\u2019s multidirectional foreign policy, Vietnam is likely to reap more benefits from major and regional powers. However, Hanoi would need to balance those relations to avoid being turned into an arena for power competition.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Cambodia\u2019s foreign policy under Prime Minister Hun Manet<\/h4>\n\n\n\n<p>After assuming the role as the new Cambodia\u2019s Prime Minister (PM) in August 2023, Hun Manet has already embarked on a journey with many clear messages that are presumably the new era of Phnom Penh\u2019s politics.&nbsp;&nbsp;<\/p>\n\n\n\n<p>China was the first state that PM Hun Manet chose to conduct his bilateral high-profile meeting after becoming the prime minister. The visit, from 14 \u2013 16 September 2023, saw the meeting of PM Hun Manet with President <a href=\"https:\/\/www.channelnewsasia.com\/asia\/cambodian-pm-hun-manet-meets-chinas-xi-beijing-3773226\" target=\"_blank\" rel=\"noreferrer noopener\">Xi Jinping and other Chinese officials<\/a> in Beijing with his plan <a href=\"https:\/\/apnews.com\/article\/cambodia-hun-manet-china-diplomacy-f7156da044cc7ab0f4b216bc2e939b91\" target=\"_blank\" rel=\"noreferrer noopener\">to attend a weekend trade and investment expo<\/a> in Southern China. The prime minister <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/Cambodian-PM-Hun-Manet-pledges-stronger-China-ties-in-Beijing-visit\" target=\"_blank\" rel=\"noreferrer noopener\">expressed Cambodia\u2019s ambition<\/a> to forge stronger ties with China and expressed gratitude for China\u2019s economic support. PM Hun Manet also showed strong support for China\u2019s Belt and Road infrastructure initiative and the \u201cOne China\u201d principle.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Both countries also <a href=\"https:\/\/asianews.network\/hun-manets-first-chinese-mission-brings-nations-closer-together\/\" target=\"_blank\" rel=\"noreferrer noopener\">agreed to deepen strategic synergy<\/a> between Cambodia\u2019s Pentagonal Strategy and China\u2019s Belt and Road Initiative (BRI), with a focus on developing a diamond cooperation in six priority areas, including developing Preah Sihanouk province as a model of the multipurpose Special Economic Zone (SEZ) and expediting the progress of the \u201cFish and Rice Corridor\u201d. The Chinese Defence Ministry <a href=\"https:\/\/abcnews.go.com\/Business\/wireStory\/cambodias-new-prime-minister-hun-manet-heads-close-103175332\" target=\"_blank\" rel=\"noreferrer noopener\">will also hold<\/a> an annual joint exercise in Cambodia from mid-to-late September to enhance their coordinated action and emergency response.&nbsp;<\/p>\n\n\n\n<p>In addition, Cambodia\u2019s relations with the US have gotten a fresh new start with PM Hun Manet in office. The meeting between the prime minister and the visiting US delegation from the Senate Appropriations Committee, <a href=\"https:\/\/www.phnompenhpost.com\/national-politics\/manet-seeks-out-mutual-respect-us-relationship\" target=\"_blank\" rel=\"noreferrer noopener\">led by Alex Carnes<\/a>, who is the staff director of the Subcommittee on the Department of State and Foreign Operations, in August 2023, saw both countries\u2019 desire for better cooperation. Cambodia maintains an open and <a href=\"https:\/\/www.thestar.com.my\/aseanplus\/aseanplus-news\/2023\/08\/31\/new-pm-hun-manet-seeks-out-mutual-respect-in-us-relationship\" target=\"_blank\" rel=\"noreferrer noopener\">welcoming stance<\/a> towards any collaborative endeavors that intend to strengthen the Cambodia \u2013 US relationship. The US also strongly urged Cambodia to <a href=\"https:\/\/cambodianess.com\/article\/us-urges-new-government-to-make-progress-on-democracy\" target=\"_blank\" rel=\"noreferrer noopener\">make progress on human rights<\/a>, independent media, and release political opponents and activists.&nbsp;<\/p>\n\n\n\n<p>In addition to the US and China, in less than three months in office, PM Hun Manet also showed his willingness to <a href=\"https:\/\/www.khmertimeskh.com\/501350469\/eyeing-closer-ties-pm-hun-manet-makes-overtures-to-boost-cooperation-with-eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">forge and aim for better cooperation with the EU<\/a> urging the bloc to continue to support the country in agriculture, education, and the country\u2019s governance.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Prime Minister Hun Manet <a href=\"https:\/\/asia.nikkei.com\/Politics\/Cambodia-s-new-leadership\/New-Cambodia-PM-debuts-at-U.N.-amid-crackdown-on-opponents\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> \u201cCambodia will continue on its present path of independence and neutral foreign policy based on the rule of law, equal mutual respect, and adherence to the principle of the UN Charter\u201d. However, some believed one of the key features of Prime Minister Hun Manet\u2019s foreign policy is <a href=\"https:\/\/www.khmertimeskh.com\/501357916\/cambodias-pragmatic-and-forward-looking-foreign-policy-under-prime-minister-hun-manet\/\" target=\"_blank\" rel=\"noreferrer noopener\">likely to be the art of diplomatic hedging<\/a>, with a strong emphasis on forging equiproximate relations with all key partners.
