{"id":10031,"date":"2023-10-10T14:30:00","date_gmt":"2023-10-10T04:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=10031"},"modified":"2023-10-17T15:48:14","modified_gmt":"2023-10-17T05:48:14","slug":"bigger-moves-bigger-expectations-bidens-us-pacific-island-forum-summit","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/bigger-moves-bigger-expectations-bidens-us-pacific-island-forum-summit\/","title":{"rendered":"Bigger moves, bigger expectations: Biden\u2019s US-Pacific Island Forum Summit"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sean-jacobs\/\">SEAN JACOBS<\/a>&nbsp; |&nbsp;<\/p>\n\n\n\n<p>President Biden has <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/09\/25\/u-s-pacific-islands-forum-leaders-statement-on-reaffirming-u-s-pacific-partnership\/\">hosted<\/a> the leaders of 18 South Pacific nations at the second US-Pacific Island Forum Summit.<\/p>\n\n\n\n<p>Such continued interest from the White House is unprecedented, at least since World War II, maintaining its pace on last year\u2019s release of the South Pacific Strategy\u2014the <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/09\/29\/fact-sheet-president-biden-unveils-first-ever-pacific-partnership-strategy\/\">first<\/a> of its kind\u2014and other penetrating bilateral <a href=\"https:\/\/www.state.gov\/the-united-states-and-papua-new-guinea-sign-new-defense-cooperation-agreement-and-an-agreement-concerning-counter-illicit-transnational-maritime-activity-operations\/\">agreements<\/a> such as the US-PNG Defence Cooperation Agreement.<\/p>\n\n\n\n<p>Beijing\u2019s <a href=\"https:\/\/www.theguardian.com\/world\/2022\/may\/25\/china-is-pursuing-a-pacific-wide-pact-with-10-island-nations-on-security-policing-and-data-report\">renewed<\/a> &nbsp;Pacific interest has unquestionably driven the Biden-Harris Administration\u2019s energetic response. And yet, while some may be critical of such raw strategic motivations, it does offer equally unprecedented opportunities for both Pacific political leaders and citizens of the 18 Pacific island countries (PICs).<\/p>\n\n\n\n<p>Two broad observations have emerged from the Summit.<\/p>\n\n\n\n<p>The first is the notable absence of Solomon Islands Prime Minister Manasseh Sogavare, who has ties with Beijing. Sogavare departed the US after addressing the United Nations General Assembly versus travelling to Washington.<\/p>\n\n\n\n<p>As <a href=\"https:\/\/www.theaustralian.com.au\/commentary\/beijingtimor-ties-signal-critical-moment-in-our-regions-security\/news-story\/ccb0c7866266b59ace2ed686a8479e56\">noted<\/a> by commentator Peter Jennings, Sogavare\u2019s absence \u201ctakes some chutzpah,\u201d given that \u201cthe US reopened its embassy in the Solomons only last February and is lining up to be a donor.\u201d This is not to mention the deep historic ties\u2014formed for example in the Battle of Guadalcanal\u2014that Sogavare pushed back on in his UN <a href=\"https:\/\/www.youtube.com\/watch?v=_JhG27kHH0Y\">address<\/a>.<\/p>\n\n\n\n<p>The second observation is what development experts have <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/us-pacific-islands-partnership-one-year\">warned<\/a> is a balance between managing Washington\u2019s security concerns with the development priorities of PICs, with climate change being the centre-piece issue for Pacific leaders.<\/p>\n\n\n\n<p>PIC nations and leaders\u2014understandably\u2014do not want to be forced into bidding wars and to pick sides. To use Papua New Guinea\u2019s long-standing foreign <a href=\"https:\/\/www.thenational.com.pg\/friends-to-all-and-enemies-to-none\/\">posture<\/a> as regional shorthand\u2014it\u2019s reasonable to be \u2018friends to all, enemies to none\u2019.<\/p>\n\n\n\n<p>Nothing in Biden\u2019s <a href=\"https:\/\/www.pbs.org\/newshour\/world\/biden-tells-pacific-islands-leaders-he-hears-their-warnings-about-climate-change-and-is-committed-to-act\">rhetoric<\/a> or his administration\u2019s <a href=\"https:\/\/www.theaustralian.com.au\/nation\/us-launches-its-mission-pacific-with-aid-diplomacy\/news-story\/b5674f5e07d98e2677820679f5dfabdc\">actions<\/a> reflects otherwise. The Summit\u2019s roster of commitment <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/09\/25\/u-s-pacific-islands-forum-leaders-statement-on-reaffirming-u-s-pacific-partnership\/\">items<\/a> from the White House says all the right things that encourage Pacific leaders to supply domestic audiences, from climate change to the importance of genuine enduring partnerships and infrastructure investment.<\/p>\n\n\n\n<p>Indeed, Secretary of State Anthony Blinken, who helped lay US Strategy groundwork in early 2022, <a href=\"https:\/\/smallwarsjournal.com\/jrnl\/art\/what-does-united-states-need-its-south-pacific-strategy#_edn2\">spoke<\/a> at the very start of this process about \u201cauthentic engagement that speaks to the real needs of the islanders,\u201d and for the \u201cUS to include on the agenda items that Pacific countries have identified as priorities for them.\u201d<\/p>\n\n\n\n<p>A key next step for Biden \u2013 and equally for Pacific leaders\u2014will be to sustain domestic support. Congressional approval is still <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/9\/25\/us-to-open-embassies-in-the-cook-islands-niue\">required<\/a> for some of the US commitments that have been made.<\/p>\n\n\n\n<p>Among Pacific leaders, the story is slightly trickier.<\/p>\n\n\n\n<p>To use Sogavare as an example, the Beijing link is serving <a href=\"https:\/\/www.cis.org.au\/publication\/state-capture-behind-sogavares-marriage-of-convenience-with-china\/\">domestically<\/a> \u201cas a lightning rod for renewed ethnic tensions\u201d and, while tapping fault lines that long pre-date events of the last two years, the wisdom of exacerbating these at the expense of traditional partnerships is questionable. As Australians are all too aware, the implications of state collapse in the Solomons are more than theoretical.<\/p>\n\n\n\n<p>The situation is different in other Pacific states, yet the consistent elevation of climate change as a principal security concern by Pacific leaders\u2014at least rhetorically\u2014will inevitably be met by citizens that face continual localised environmental and climate-change-related issues that rest on local government capabilities and not international agreements. The management of these will have a great deal to do with local Pacific stewardship and not Washington DC.<\/p>\n\n\n\n<p>The great advantage the US has is two-fold\u2014it is a new player, in relative terms, and it has a values base on which to build its Pacific relationships.
