As of Tuesday morning, <a href=\"https:\/\/www.weatherwatch.co.nz\/content\/tropical-low-90p-has-cyclone-potential-next-week-for-vanuatu\">TC Lola is at Category Five<\/a> and is expected to bring destructive winds to the north of Vanuatu as she heads southwest.<\/p>\n\n\n\n<p>The islands of Santo, Ambae, and Malekula are expected to be significantly affected. This comes as Vanuatu is continuing to recover from the impacts of twin storms Judy and Kevin, which hit the country within a matter of days earlier this year.<\/p>\n\n\n\n<p>The relentless pummelling of Vanuatu by tropical cyclones underlines the importance of measures such as the Loss and Damage mechanism that was agreed to at last year\u2019s Conference of the Parties (COP) meeting. However, making that a reality is proving difficult with the <a href=\"https:\/\/www.reuters.com\/sustainability\/cop\/tensions-soar-over-new-fund-climate-loss-damage-ahead-cop28-2023-10-23\/\">collapse<\/a> of the most recent round of talks.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Rabuka completes his visit to Australia<\/h3>\n\n\n\n<p>Prime Minister Sitiveni Rabuka of Fiji has concluded a State visit to Australia. During the trip he met with the Australian Prime Minister, Anthony Albanese, other ministers, business leaders, and members of Fijian diaspora communities.<\/p>\n\n\n\n<p>The visit highlighted once again Rabuka\u2019s avowed wish to see the relationship between the two countries become warmer and deeper. The \u201cvuvale\u201d partnership between Fiji and Australia was <a href=\"https:\/\/www.abc.net.au\/news\/2023-10-18\/fiji-prime-minister-sitiveni-rabuka-anthony-albanese-canberra\/102991722\">\u2018renewed and elevated\u2019<\/a>.<\/p>\n\n\n\n<p>Rabuka visited Gallipoli barracks in Brisbane where he saw the capabilities of the Bushmaster protected mobility vehicles, further to an announcement that Australia will sell fourteen of these to Fiji for use during peacekeeping missions.<\/p>\n\n\n\n<p>Rabuka caused <a href=\"https:\/\/pasifika.news\/2023\/10\/pacific-civil-society-denounce-fiji-pms-alarming-stance-on-fossil-fuels\/\">much eyebrow raising<\/a> across the region with his remarks that fall a long way short of other calls from the Pacific for Australia to speed up its transition away from economic reliance on fossil fuels.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Other Pacific News:<\/h3>\n\n\n\n<p>The <strong>Pacific Islands Forum<\/strong> has announced that the <a href=\"https:\/\/www.forumsec.org\/2023\/10\/21\/release-foreign-ministers-celebrate-successes-of-the-pacific-humanitarian-pathway-on-covid-19\/\">Pacific Humanitarian Pathway<\/a> on COVID-19 (PHP-C) has been officially closed. It operated for three and a half years to facilitate the movement of critical supplies and personnel across the region during the pandemic.<\/p>\n\n\n\n<p>Authorities in <strong>Papua New Guinea <\/strong>have confirmed that most of the last remaining refugees and asylum seekers in Port Moresby will be <a href=\"https:\/\/www.theguardian.com\/australia-news\/2023\/oct\/23\/papua-new-guinea-refugees-begin-leaving-png-australia\">resettled elsewhere<\/a>. This comes after the money provided by the government of Australia ran out leaving the men deprived of vital services.<\/p>\n\n\n\n<p>Dr Saia Ma\u2019u Piuluka from <strong>Tonga <\/strong>has been nominated to be the next World Health Organization (WHO) <a href=\"https:\/\/www.who.int\/westernpacific\/news\/item\/17-10-2023-Dr-Saia-Mau-Piukala-nominated-to-lead-WHO-Western-Pacific-Region\">Regional Director for the Western Pacific<\/a>. Dr Piuluka is currently his country\u2019s Minister of Health and will be the first Pacific person to hold this position.<\/p>\n\n\n\n<p>After many months of negotiations and some setbacks, the <strong>Marshall Islands <\/strong>and the USA have <a href=\"https:\/\/www.state.gov\/the-united-states-and-the-republic-of-the-marshall-islands-sign-three-compact-of-free-association-related-agreement\/\">signed three agreements<\/a> to facilitate continued support via the Compact of Free Association. The agreements need to be ratified by the Nitjela and Congress to come into force.<\/p>\n\n\n\n<p>The failure of the referendum on the Voice to Parliament in <strong>Australia<\/strong> has been met with <a href=\"https:\/\/www.abc.net.au\/pacific\/programs\/pacificbeat\/pacific-leader-reaction-voice-referendum\/102984932\">disappointment<\/a> by Pacific leaders and communities.
