{"id":10226,"date":"2023-11-01T08:30:00","date_gmt":"2023-10-31T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=10226"},"modified":"2023-10-31T16:26:10","modified_gmt":"2023-10-31T06:26:10","slug":"southeast-asia-snapshot-61","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-61\/","title":{"rendered":"Southeast Asia Snapshot #61"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |   <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Indonesian court ruled on Presidential and Vice-Presidential age limit eligibility<\/strong>&nbsp;<\/h4>\n\n\n\n<p>On 16 October 2023, Indonesia\u2019s Constitutional Court issued <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/indonesias-top-court-rules-lowering-age-limit-presidential-104004235\" target=\"_blank\" rel=\"noreferrer noopener\">a ruling against lowering<\/a> the minimum age of presidential and vice-presidential candidates from <a href=\"https:\/\/www.firstpost.com\/world\/indonesia-court-upholds-minimum-age-for-prez-shuts-a-door-on-joko-widodos-son-13253112.html\" target=\"_blank\" rel=\"noreferrer noopener\">40 to 35 years old<\/a> as the country prepares for the 2024 election.&nbsp;&nbsp;<\/p>\n\n\n\n<p>This ruling was issued after the court had received <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/10\/16\/indonesian-court-rules-on-presidential-candidate-eligibility\" target=\"_blank\" rel=\"noreferrer noopener\">seven judicial review requests<\/a> calling for the age limit to be lowered, including from the Indonesian Solidary Party \u2013 known for its appeal to young voters. Presided by Chief Justice Anwar Usman, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-16\/indonesia-exempts-local-chiefs-from-presidential-age-limit\" target=\"_blank\" rel=\"noreferrer noopener\">brother-in-law of President Widodo<\/a>, the 7\u20132 decision by the nine-judge panel of the court rejected the argument as it wasn\u2019t the court\u2019s role for the matter. However, there is an <a href=\"https:\/\/www.thehindu.com\/news\/international\/indonesias-top-court-rules-against-lowering-age-limit-of-presidential-vice-presidential-candidates\/article67426207.ece\" target=\"_blank\" rel=\"noreferrer noopener\">exception<\/a> that those who served or have been elected as regional leaders such as a lawmakers, governors, or majors will be able to run for the top job despite the age restrictions.&nbsp;<\/p>\n\n\n\n<p>Many believe that this loophole would allow President Widodo\u2019s eldest son \u2013 Gibran Rakabuming Raka \u2013 <a href=\"https:\/\/www.bangkokpost.com\/world\/2665129\/indonesian-court-upholds-minimum-age-for-presidential-candidates\" target=\"_blank\" rel=\"noreferrer noopener\">to run for vice president<\/a>.&nbsp; Some viewed the issue as Widodo\u2019s effort to build a political <a href=\"https:\/\/theprint.in\/world\/indonesia-court-upholds-minimum-age-requirement-for-president-vp-candidates\/1805451\/\" target=\"_blank\" rel=\"noreferrer noopener\">dynasty and retain influence<\/a> after leaving office. However, Jokowi <a href=\"https:\/\/borneobulletin.com.bn\/indonesian-court-paves-way-for-presidents-son-to-run-election-in-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">refuted criticism<\/a> that he was trying to create a dynasty in the world\u2019s third-largest democracy, insisting instead that the choice of leader belongs to the people. In a timely manner, the Defence Minister Prabowo Subianto who is one of the Presidential candidates <a href=\"https:\/\/time.com\/6327243\/gibran-jokowi-vice-president-candidate-prabowo\/\" target=\"_blank\" rel=\"noreferrer noopener\">had also announced<\/a> that President Widodo\u2019s son will be running as his vice-presidential candidate despite the fact that Gibran has not confirmed the nomination yet.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The court decision, along with Widodo\u2019s son running as the vice-presidential candidate, will be under heavy criticism and will be weaponized to deter President Widodo\u2019s popularity in Indonesia.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Southeast Asian leaders attended the 3<\/strong><strong><sup>rd<\/sup><\/strong><strong> Belt and Road Forum&nbsp;<\/strong>&nbsp;<\/h4>\n\n\n\n<p>China held its <a href=\"https:\/\/edition.cnn.com\/2023\/10\/19\/china\/china-bri-forum-key-takeaways-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">third Belt and Road Forum<\/a> from 17 \u2013 18 October 2023 in Beijing with over 130 country\u2019s representatives attending the event. Interestingly, five Southeast Asian leaders \u2013 Cambodia, Indonesia, Laos, Thailand, and Vietnam \u2013 attended the forum while the rest didn\u2019t.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Beijing celebrated the 10<sup>th<\/sup> anniversary of the Belt and Road Initiative (BRI) <a href=\"https:\/\/www.africanews.com\/2023\/10\/18\/xi-jinping-opens-belt-and-road-forum-in-beijing\/\" target=\"_blank\" rel=\"noreferrer noopener\">promising to extend access<\/a> to China\u2019s market for international firms and will pour nearly USD 100 billion for the development of other developing economies. To <a href=\"https:\/\/www.reuters.com\/world\/chinas-xi-lauds-belt-road-smaller-greener-summit-2023-10-18\/\" target=\"_blank\" rel=\"noreferrer noopener\">support the BRI<\/a>, the China Development Bank and Export-Import Bank of China, the country\u2019s two financial lenders, will each set up a financing window of USD 48 billion with the state-run Silk Road Fund adding nearly USD 10 billion to the pool. The forum also <a href=\"https:\/\/www.reuters.com\/world\/chinas-xi-lauds-belt-road-smaller-greener-summit-2023-10-18\/\" target=\"_blank\" rel=\"noreferrer noopener\">concluded<\/a> with over USD 97 billion worth of cooperation projects signed. In a surprise, Russian President Vladimir Putin was also <a href=\"https:\/\/www.cnbc.com\/2023\/10\/18\/russians-vladimir-putin-speaks-at-chinas-belt-and-road-forum-.html\" target=\"_blank\" rel=\"noreferrer noopener\">presented<\/a> at the meeting, signalling China and Russia\u2019s strong and unbreakable ties.&nbsp;<\/p>\n\n\n\n<p>Cambodian Prime Minister (PM) Hun Manet, with <a href=\"https:\/\/www.khmertimeskh.com\/501376549\/pm-leaves-for-china-to-attend-belt-and-road-forum\/\" target=\"_blank\" rel=\"noreferrer noopener\">other high-level officials<\/a>, attended the meeting with many striking deals concluded. Cambodia and China <a href=\"https:\/\/www.phnompenhpost.com\/national-politics\/cambodia-china-promote-people-people-contacts\" target=\"_blank\" rel=\"noreferrer noopener\">have set 2024<\/a> as a year for increased people-to-people exchanges, to promote tourism and connectivity. PM Manet <a href=\"http:\/\/ae.china-embassy.gov.cn\/eng\/zgyw\/202310\/t20231018_11163182.htm\" target=\"_blank\" rel=\"noreferrer noopener\">stressed Phnom Penh\u2019s<\/a> adherence to a friendly policy toward China, upholding the one-China policy, supporting China in safeguarding its core interests, and supporting China-led initiatives. Moreover, China <a href=\"https:\/\/english.news.cn\/20231019\/fd2ddc00a0c649f3ae609f1010309ff8\/c.html\" target=\"_blank\" rel=\"noreferrer noopener\">ensured<\/a> that the \u201cIndustrial Development Corridor\u201d and \u201cFish and Rice Corridor\u201d will be well constructed and China will push for the implementation of more projects to benefit the public. Both countries signed <a href=\"https:\/\/www.khmertimeskh.com\/501377833\/cambodia-and-china-sign-mou-on-eight-important-documents\/\" target=\"_blank\" rel=\"noreferrer noopener\">8 important documents<\/a> to further strengthen their bilateral relations.&nbsp;<\/p>\n\n\n\n<p>In addition, Indonesian President Jokowi and Laos President Sisoulith were also presented at the 3<sup>rd<\/sup> BRI Forum. Having recently <a href=\"https:\/\/time.com\/6319443\/indonesia-high-speed-rail-china-bri\/\" target=\"_blank\" rel=\"noreferrer noopener\">launched<\/a> the first Southeast Asia high-speed rail, President Widodo of Indonesia held talks with President Xi Jinping <a href=\"http:\/\/english.scio.gov.cn\/topnews\/2023-10\/18\/content_116755110.htm\" target=\"_blank\" rel=\"noreferrer noopener\">lauding<\/a> their cooperation as an important example for international cooperation. During his speech, President Widodo called for countries <a href=\"https:\/\/www.thejakartapost.com\/world\/2023\/10\/19\/jokowi-calls-for-countries-not-to-politicize-belt-and-road-projects.html\" target=\"_blank\" rel=\"noreferrer noopener\">not to \u201cpoliticize\u201d<\/a> infrastructure development under the Chinese-led BRI for the initiative to become stronger and more impactful.&nbsp;&nbsp;<\/p>\n\n\n\n<p>China favourably responded by <a href=\"https:\/\/eng.yidaiyilu.gov.cn\/p\/0O8TGOEP.html\" target=\"_blank\" rel=\"noreferrer noopener\">pledging to continue<\/a> to enhance both countries\u2019 support for long-term growth and modernization. Similar to Indonesia, the meeting between Laos\u2019 President and President Xi also spelled a huge benefit for Vientiane. The <a href=\"https:\/\/english.news.cn\/20231020\/ab37aabeede74532b63b414e25a490bf\/c.html\" target=\"_blank\" rel=\"noreferrer noopener\">two leaders inked<\/a> a 2024 \u2013 2028 action plan between the Chinese Communist Party (CCP) and the Lao People\u2019s Revolutionary Party (LPRP) on building a community aiming to enrich the relations between the two countries.&nbsp;<\/p>\n\n\n\n<p>Thailand and Vietnam also reaped advantages from this high-level meeting. Similar to Cambodia, Indonesia, and Laos, the meeting between President Xi Jinping and <a href=\"http:\/\/ae.china-embassy.gov.cn\/eng\/zgyw\/202310\/t20231019_11164298.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Thai Prime Minister Srettha Thavisin<\/a> and Vietnamese <a href=\"http:\/\/se.china-embassy.gov.cn\/eng\/zgxw_0\/202310\/t20231021_11165449.htm#:~:text=Xi%20Jinping%20Meets%20with%20Vietnamese%20President%20V%C3%B5%20V%C4%83n%20Th%C6%B0%E1%BB%9Fng&amp;text=On%20the%20morning%20of%20October,for%20International%20Cooperation%20(BRF).\" target=\"_blank\" rel=\"noreferrer noopener\">President Vo Van Thuong<\/a> signalled Beijing\u2019s readiness to work with the two states to bolster China\u2019s relations with Bangkok and Hanoi. In a surprise demeanour, Thailand and Vietnam also <a href=\"https:\/\/www.barrons.com\/news\/thai-pm-invites-putin-for-official-visit-b4ec6786\" target=\"_blank\" rel=\"noreferrer noopener\">invited<\/a> Russian President Vladimir Putin for state visits despite the Russian leader currently being under an arrest warrant by the International Criminal Court (ICC). Both, Thai and Vietnamese leaders, also <a href=\"https:\/\/www.thestar.com.my\/aseanplus\/aseanplus-news\/2023\/10\/19\/putin-accepts-invites-to-visit-sea-nations#:~:text=Russian%20President%20Vladimir%20Putin%20has,leaving%20him%20with%20few%20allies.\" target=\"_blank\" rel=\"noreferrer noopener\">discussed ways<\/a> to promote economic and trade cooperation on the side-line of the BRI Forum with Russia.&nbsp;&nbsp;<\/p>\n\n\n\n<p>China\u2019s BRI Forum was a success. However, one US senior official viewed that the BRI will be in <a href=\"https:\/\/time.com\/6324207\/xi-jinping-belt-and-road-initiative-anniversary-forum-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">big trouble<\/a> due to the economic impact caused by COVID-19, the Russia \u2013 Ukraine war, and the current China economic slowdown. On the other hand, Southeast Asia\u2019s participating countries, constitute some of the <a href=\"https:\/\/www.icwa.in\/show_content.php?lang=1&amp;level=3&amp;ls_id=4797&amp;lid=2818\" target=\"_blank\" rel=\"noreferrer noopener\">highest recipients<\/a> of Beijing\u2019s BRI investment in Southeast Asia. However, some <a href=\"https:\/\/thediplomat.com\/2023\/10\/which-world-leaders-came-to-chinas-3rd-belt-and-road-forum\/\" target=\"_blank\" rel=\"noreferrer noopener\">believe the absence<\/a> of Myanmar, the Philippines, and Malaysia during the forum has been attributed to various factors, including the ongoing civil conflict and international concern regarding the Myanmar junta, resurfacing diplomatic tensions between Manila and Beijing in the South China Sea, and potential dissatisfaction by Malaysia concerning Beijing\u2019s actions in the same region.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Apart from that, the Russian President had <a href=\"https:\/\/www.barrons.com\/news\/thai-pm-invites-putin-for-official-visit-b4ec6786\" target=\"_blank\" rel=\"noreferrer noopener\">accepted<\/a> Bangkok and Hanoi\u2019s state visit invitation while many viewed Thailand and Vietnam as choosing to maintain ties with Russia for the sake of <a href=\"https:\/\/www.themoscowtimes.com\/2023\/10\/18\/putin-accepts-invites-to-visit-thailand-vietnam-a82805\" target=\"_blank\" rel=\"noreferrer noopener\">economic and trade benefits<\/a>. For some analyst, Thailand \u201cis still <a href=\"https:\/\/www.dw.com\/en\/thailand-russia-relations-remain-strong-but-at-what-cost\/a-67159703\" target=\"_blank\" rel=\"noreferrer noopener\">heavily tourism-dependent<\/a>, and while not as much so as it is on Chinese tourism, Russian attraction and investment in Thailand can\u2019t be ignored.\u201d&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>President Xi\u2019s announcement of the USD 100 billion investment strengthens China\u2019s image in the global south. However, the absence of some ASEAN members reveals differences.
