|&nbsp;<\/p>\n\n\n\n<p>The US Federalist Papers\u2014published in 1787 and 1788\u2014may seem a world away from the South Pacific nation of Papua New Guinea (PNG).<\/p>\n\n\n\n<p>Drafted under the pseudonym of Publius and penned by John Jay, Alexander Hamilton and James Madison, the 85 essays urged ratification of the US Constitution, which was far from a <a href=\"https:\/\/www.oah.org\/tah\/the-american-republic\/nothing-inevitable-the-struggle-for-ratification\/\">sure outcome<\/a> at the time.<\/p>\n\n\n\n<p>Their work is seen as not only <a href=\"https:\/\/guides.loc.gov\/federalist-papers\/full-text\">essential<\/a> to the adoption of the Constitution but an enduring masterclass in the balance between the darker <a href=\"https:\/\/lawliberty.org\/the-federalist-heart-of-darkness-publius-depravity-madison-hamilton\/\">consistencies<\/a> of human nature and the moderating role of institutions.<\/p>\n\n\n\n<p>And it\u2019s here that we can find contemporary relevance in the papers for PNG\u2019s turbulent politics and state weakness.<\/p>\n\n\n\n<p>James Madison, for example, spent a great deal in his chapters <a href=\"https:\/\/billofrightsinstitute.org\/primary-sources\/federalist-no-10\">acknowledging<\/a> factionalism\u2014certainly not a new concept to PNG with its 1000-plus cultural groupings and 800-plus languages.<\/p>\n\n\n\n<p>Yet Madison would not entirely see this as negative for PNG, despite factionalism holding PNG back in many <a href=\"https:\/\/openresearch-repository.anu.edu.au\/server\/api\/core\/bitstreams\/c8d322ff-4ee2-4bb8-8fef-67e786f2c91b\/content\">respects<\/a>.<\/p>\n\n\n\n<p>He knew that the \u2018the smaller the number of individuals composing a majority, and the smaller the compass within which they are placed, the more easily will they concert and execute their plans of oppression\u2019.<\/p>\n\n\n\n<p>While seemingly dramatic, we mustn\u2019t forget the turbulent era of the late 18<sup>th<\/sup> century\u2014indeed the story of political organisation throughout human history\u2014where tyranny has been the <a href=\"https:\/\/www.staugustine.com\/story\/opinion\/2016\/07\/06\/thomas-sowell-july-fourth-what-did-we-celebrate\/16303772007\/\">rule<\/a> rather than the exception.<\/p>\n\n\n\n<p>\u2018Extend the sphere,\u2019 Madison added, \u2018and you take in a greater variety of parties and interests; you make it less probable that a majority of the whole will have a common motive to invade the rights of other citizens\u2019.<\/p>\n\n\n\n<p>As the horrors of 1990s Rwanda <a href=\"https:\/\/www.un.org\/en\/preventgenocide\/rwanda\/historical-background.shtml\">show<\/a>, or even the <a href=\"https:\/\/www.hrw.org\/legacy\/summaries\/s.bosnia9510.html\">former<\/a> Yugoslavia within the same decade, a lesser probability of one group dominating another is certainly a desirable democratic outcome.<\/p>\n\n\n\n<p>The challenge, however, emerges when finding consensus and concentrating power toward decent ends\u2014delivering <a href=\"https:\/\/www.postcourier.com.pg\/neglected-provincial-hospital\/\">health services<\/a>, for example, or basic <a href=\"https:\/\/www.abc.net.au\/news\/2024-07-25\/papua-new-guinea-deaths-tribal-conflict\/104143002\">law and order<\/a>.<\/p>\n\n\n\n<p>Here PNG is tremendously addled.<\/p>\n\n\n\n<p>This is where the insights of Alexander Hamilton are important and the need, he noted, \u2018for the firmness and efficiency of government\u2019.<\/p>\n\n\n\n<p>Hamilton reminded federalist readers that \u2018the vigor of government is essential to the security of liberty,\u2019 adding that it was a far less likely road to tyranny than political leaders or movements with \u2018zeal for the rights of the people\u2019.<\/p>\n\n\n\n<p>In terms of \u2018men who have overturned the liberties of republics,\u2019 he reflected, \u2018the greatest number have begun their career by paying an obsequious court to the people; commencing demagogues, and ending tyrants.\u2019<\/p>\n\n\n\n<p>As we\u2019ve seen from these small examples, the federalist papers consist largely of the need to constrain power.<\/p>\n\n\n\n<p>Indeed, power dispersion and a clear delineation between levels of government are key in this respect, with the US constitution devolving all kinds of <a href=\"https:\/\/repositories.lib.utexas.edu\/server\/api\/core\/bitstreams\/6113f0fa-e1cf-438c-9dd6-9401f4df3ce8\/content\">levers<\/a> to state governments versus that of the federal government.<\/p>\n\n\n\n<p>While some US critics today would disagree with this arrangement, citing the creeping <a href=\"https:\/\/law.justia.com\/constitution\/us\/article-1\/39-restraint-on-state-powers.html\">overreach<\/a> of the federal government, the overall lesson of US democracy and federalism has been more or less clear in its foundational settings\u2014dispersing appropriate power to as local a level possible.<\/p>\n\n\n\n<p>PNG\u2019s development, by contrast, has in a sense been <em>anti-<\/em>federalist, especially in that so much constitutional power and responsibility <a href=\"https:\/\/www.parliament.gov.pg\/images\/misc\/PNG-CONSTITUTION.pdf\">rests<\/a> with the national government in Port Moresby.<\/p>\n\n\n\n<p>Many will note this is for good reason. When trialed in the early 1990s, for example, political and fiscal devolution to PNG\u2019s 22 provinces delivered very poor\u2014almost astonishing\u2014fiscal management <a href=\"https:\/\/openresearch-repository.anu.edu.au\/server\/api\/core\/bitstreams\/4c4027aa-cd2f-4beb-9198-0df18fff3094\/content\">outcomes<\/a>.<\/p>\n\n\n\n<p>But there is some sense of change in the air.<\/p>\n\n\n\n<p>The concentration of revenue, political oversight and administration in Port Moresby is clearly not working with any significant impact, despite <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.dfat.gov.au\/sites\/default\/files\/png_report.pdf&amp;ved=2ahUKEwisirOY8-eIAxXBrVYBHWRECGgQFnoECBYQAQ&amp;usg=AOvVaw1_2_EFnaUEAgmq4H67YeQd\">long running<\/a> reform initiatives and external <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.dfat.gov.au\/about-us\/publications\/Pages\/papua-new-guinea-aid-program-performance-report-2018-19&amp;ved=2ahUKEwijwqKL8-eIAxWdrlYBHRqyIeUQFnoECBkQAQ&amp;usg=AOvVaw3ElTAlPlM8Wa-g_DS4jXfa\">assistance<\/a> from development partners.<\/p>\n\n\n\n<p>PNG\u2019s runaway <a href=\"https:\/\/png.unfpa.org\/en\/topics\/population-dynamics-1\">population growth<\/a> and <a href=\"https:\/\/www.aspistrategist.org.au\/papua-new-guinea-faces-an-infrastructure-crisis-thanks-to-shoddy-work-and-opaque-deals\/\">brittle infrastructure<\/a>, from <a href=\"https:\/\/www.postcourier.com.pg\/neglected-provincial-hospital\/\">health centres<\/a> to <a href=\"https:\/\/www.postcourier.com.pg\/secondary-school-without-water-for-eight-days\/\">schools<\/a> and <a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/a-practical-way-to-resolve-papua-new-guineas-electricity-crisis\/\">electricity infrastructure<\/a> to <a href=\"https:\/\/www.postcourier.com.pg\/purge-png-roads-potholes\/\">roads<\/a>, point to the need for more creative delivery solutions.<\/p>\n\n\n\n<p>In turn, <a href=\"https:\/\/www.afr.com\/policy\/foreign-affairs\/what-china-gets-right-in-png-and-australia-gets-wrong-20240326-p5ff82\">some<\/a> commentators, and even the <a href=\"https:\/\/www.postcourier.com.pg\/oneill-calls-on-australia-to-help-improve-lives-in-rural-png\/\">former<\/a> Prime Minister Peter O\u2019Neill\u2014<a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/527805\/james-marape-remains-pm-after-no-confidence-vote-against-him-fails\">searching<\/a>&nbsp;&nbsp; for a political return to power\u2014have recently pushed for more local and sub-national interventions by outside governments, namely PNG\u2019s largest <a href=\"https:\/\/www.dfat.gov.au\/sites\/default\/files\/papua-new-guinea-aid-investment-plan-2015-18.pdf\">donor<\/a> Australia.<\/p>\n\n\n\n<p>At present, funding from the national government budget\u2014where Australian funding <a href=\"https:\/\/thediplomat.com\/2024\/09\/papua-new-guinea-is-in-a-governance-crisis-and-australia-helped-put-it-there\/\">enters<\/a>\u2014rarely touches the ground at a provincial and local government level.<\/p>\n\n\n\n<p>Instituting <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.internationalaffairs.org.au\/australianoutlook\/manus-island-deal-highlights-need-for-more-transparency-between-australian-and-papua-new-guinea\/&amp;ved=2ahUKEwityPfz8-eIAxUH4zQHHUDaA6sQFnoECBYQAQ&amp;usg=AOvVaw0Ovhci4AnCEfRSzRNuRCki\">tied aid<\/a> to villages and town centres could be a positive alternative mechanism to deliver more impactful solutions on a range of outcomes, resulting with a more \u2018federalist\u2019 feel to PNG\u2019s democratic arrangements rather than having to reshape PNG\u2019s entire constitutional structure.<\/p>\n\n\n\n<p>Tangible local impacts would importantly improve much-needed trust in PNG\u2019s system of government.<\/p>\n\n\n\n<p>Finally, in terms of an outward versus inward look at democracy, John Jay\u2014the most silent of the Publius trio after suffering illness\u2014notably reminded readers the following:<\/p>\n\n\n\n<p><em>\u2018But the safety of the people of America against dangers from foreign force depends not only on their forbearing to give just causes for war to other nations, but also on their placing and continuing themselves in such a situation as not to invite hostility or insult&#8230;\u2019.<\/em><\/p>\n\n\n\n<p>Here PNG has been quietly gaining positive ground, shoring up its alliances with a range of foreign powers that includes <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/emtv.com.pg\/france-and-png-strengthen-their-ties-in-the-military-field\/&amp;ved=2ahUKEwjT-tvR5eeIAxUnoK8BHQ_mANAQxfQBKAB6BAgREAE&amp;usg=AOvVaw34BJ0ObByyFXmtpWr5D9wR\">France<\/a>, the <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.rfa.org\/english\/news\/pacific\/png-uk-pact-04202023013140.html&amp;ved=2ahUKEwj-hez25eeIAxX9h68BHX_AI5UQxfQBKAB6BAgMEAE&amp;usg=AOvVaw1y8oMlKU1PiPU0iVszxOWt\">UK<\/a>, <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.abc.net.au\/news\/2024-04-21\/wang-yi-visits-papua-new-guinea\/103749806&amp;ved=2ahUKEwjHjdiB5ueIAxU2j68BHU2MGoUQxfQBKAB6BAgSEAE&amp;usg=AOvVaw3Yhkkc2stWwpQmESCnraWG\">China<\/a> and the <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.9news.com.au\/world\/us-png-defence-pact-united-states-and-papua-new-guinea-sign-new-agreement-influence-china\/381cfb2b-0813-42e4-b0eb-43dc0010b8cd&amp;ved=2ahUKEwiH85Hj5eeIAxVQavUHHaVLJ_8QxfQBKAB6BAgPEAE&amp;usg=AOvVaw1v0mdkfgxwBxvtd_B-_6jt\">United States<\/a>.<\/p>\n\n\n\n<p>At the same time, however, and as I have expressed <a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/shared-values-pacific-led-regionalism-in-the-age-of-great-power-competition-part-1\/\">here<\/a>, PNG has been clear about its shared values versus its shared interests. Or, more specifically, its respective fundamental relationship with the United States and Australia, with whom PNG shares values, versus that of China, with whom PNG has strong and vital commercial links.<\/p>\n\n\n\n<p>Amid all of PNG\u2019s challenges, it is a helpful and arguably optimistic reminder on the sum of its potential as a nation\u2014that PNG can call upon shared values \u2018as not to invite hostility or insult\u2019.<\/p>\n\n\n\n<p>PNG will turn 50 years of age next year.
