Allies were presented as costing America a considerable amount and giving little in return. The title of an article in <em>Foreign Affairs<\/em> <a href=\"https:\/\/www.foreignaffairs.com\/print\/1118262\" target=\"_blank\" rel=\"noopener\">summed<\/a> up this perception: \u201cRipped Off: What Donald Trump gets Right about U.S. Alliances.\u201d<\/p>\n<p>This election platform is now being translated into action. Secretary of Defense James Mattis <a href=\"http:\/\/www.breitbart.com\/national-security\/2017\/02\/15\/mattis-nato-us-moderate-commitment\/\" target=\"_blank\" rel=\"noopener\">declared<\/a> that \u201cthe political reality in the United States .\u00a0.\u00a0. the fair demand from my country&#8217;s people in concrete terms\u201d is that American allies must increase defense spending by year\u2019s end towards a 2 percent GDP target. If they don\u2019t, the United States will \u201cmoderate its commitment\u201d to them. Mattis elaborated, \u201cNo longer can the American taxpayer carry a disproportionate share of the defense of western values. Americans cannot care more for your children\u2019s security than you do.\u201d<\/p>\n<p>Mattis\u2019s comments were <a href=\"https:\/\/www.theguardian.com\/us-news\/2017\/feb\/15\/nato-bedrock-of-us-defence-policy-says-general-james-mattis-defence-secretary-trump\" target=\"_blank\" rel=\"noopener\">directed<\/a> to NATO but also address concerns about all of America\u2019s allies. It must be noted, however, that NATO members <a href=\"http:\/\/www.nbcnews.com\/news\/world\/five-reasons-why-nato-nations-don-t-always-pay-their-n619966\" target=\"_blank\" rel=\"noopener\">agreed<\/a> in 2014 to work towards a 2 percent GDP objective over the next decade. Such pronouncements have been <a href=\"https:\/\/www.cato.org\/publications\/commentary\/nato-european-spending-us-grievances\" target=\"_blank\" rel=\"noopener\">made<\/a> before\u2014at least about NATO. What is different this time is the public perception of America being \u201c<a href=\"https:\/\/www.foreignaffairs.com\/print\/1118262\" target=\"_blank\" rel=\"noopener\">ripped off<\/a>\u201d by all its allies, in addition to the election of a president determined to place \u201cAmerica First.\u201d America\u2019s allies are now believed to have <a href=\"http:\/\/foreignpolicy.com\/2017\/01\/31\/trumps-grand-strategic-train-wreck\/\" target=\"_blank\" rel=\"noopener\">made<\/a> the country weaker and less secure. As President Trump <a href=\"http:\/\/www.vox.com\/a\/president-trump-inauguration-speech-transcript-annotations\" target=\"_blank\" rel=\"noopener\">declared<\/a> at his inauguration, America has \u201csubsidized the armies of other countries while allowing for the very sad depletion of our military.\u201d<\/p>\n<p>The 2 percent benchmark has the virtue of simplicity. While it is easy to judge countries against a simple quantitative measure, it also significantly misleading. American security may not necessarily be improved even if allies do as Mattis requests.
