{"id":3587,"date":"2017-09-11T06:04:19","date_gmt":"2017-09-10T20:04:19","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=3587"},"modified":"2023-08-06T20:29:57","modified_gmt":"2023-08-06T10:29:57","slug":"doklam-the-diplomacy-of-anger-and-the-sino-indian-standoff","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/doklam-the-diplomacy-of-anger-and-the-sino-indian-standoff\/","title":{"rendered":"Doklam, the diplomacy of anger, and the Sino-Indian standoff"},"content":{"rendered":"<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/ian-hall\/\">IAN HALL<\/a> |<\/p>\n<p>The ten-week\u00a0<a href=\"https:\/\/iapsdialogue.org\/2017\/07\/08\/deadlock-over-doklam-the-sino-indian-standoff-in-bhutan\/\">standoff<\/a>\u00a0between Chinese and Indian troops in Doklam, in territory disputed by the People\u2019s Republic of China (PRC) and Bhutan, was finally concluded on 28 August, with the withdrawal of Indian troops and the cessation of road building by the Chinese.<\/p>\n<blockquote><p>New Delhi did not back down in the face of Beijing\u2019s orchestrated anger, pulling its troops out only once China agreed to cease the road construction activities that prompted India\u2019s initial intervention.<\/p><\/blockquote>\n<p>One of the extraordinary aspects of this episode in the so-called \u201ctri-junction\u201d area, where the borders of Bhutan, China, and India meet, was the war of words waged by Beijing, by both Chinese officials and the state-run media. Throughout the standoff, a steady stream of statements and articles appeared in English language outlets \u2013 those primarily designed for foreign consumption \u2013 voiced anger at India\u2019s actions, issued dire threats of punishment if India did not unilaterally withdraw, and launched pointed critiques on all aspects of India, including its political system and economic track-record.<\/p>\n<p>Over the two and a half month of the standoff, Chinese officials progressively ratcheted up their rhetoric. In the first ten days, Beijing made no official comment. But then on 26 June, Foreign Ministry spokesperson Geng Shuang\u00a0<a href=\"http:\/\/www.fmprc.gov.cn\/mfa_eng\/xwfw_665399\/s2510_665401\/2535_665405\/t1473280.shtml\">acknowledged<\/a>\u00a0the standoff was on-going and called on India to withdraw its troops from what he argued was Chinese territory. Geng upped the ante ten days later,\u00a0<a href=\"http:\/\/www.fmprc.gov.cn\/mfa_eng\/xwfw_665399\/s2510_665401\/t1475680.shtml\">declaring<\/a>\u00a0India had \u201cviolated the purposes and principles of the UN Charter and trampled on international law and the norms governing international relations\u201d. On 3 August, his\u00a0<a href=\"http:\/\/www.fmprc.gov.cn\/mfa_eng\/xwfw_665399\/s2510_665401\/2535_665405\/t1482345.shtml\">language was stronger still<\/a>, as Geng called India\u2019s actions \u201cillegal\u201d and \u201cflagrant\u201d, demonstrating its \u201cirresponsibility and recklessness\u201d, and its disregard for both China\u2019s sovereignty and the UN Charter.<\/p>\n<p>In parallel, in the Chinese media, the hyper-nationalist\u00a0<em>Global Times<\/em>\u00a0predictably led the way. \u00a0<a href=\"http:\/\/www.globaltimes.cn\/content\/1053801.shtml\">On 27 June<\/a>\u00a0\u2013 the day after the first MOFA statement \u2013\u00a0<em>Global Times<\/em>\u00a0denounced India\u2019s \u201cunruly provocations\u201d and \u201carrogance\u201d, and called for it \u201cto be taught the rules\u201d. And as the official line hardened,\u00a0<em>GT<\/em>broadened and deepened its attacks, evoking\u00a0<a href=\"http:\/\/www.globaltimes.cn\/content\/1054925.shtml\">memories of India\u2019s defeat<\/a>\u00a0by the People\u2019s Liberation Army in 1962,\u00a0<a href=\"http:\/\/www.globaltimes.cn\/content\/1055105.shtml\">mocking India\u2019s military<\/a><u>,<\/u>\u00a0criticising\u00a0<a href=\"http:\/\/www.globaltimes.cn\/content\/1056107.shtml\">Narendra Modi\u2019s \u201cMake in India\u201d push<\/a>, accusing India of\u00a0<a href=\"http:\/\/www.globaltimes.cn\/content\/1056234.shtml\">manipulating Bhutan<\/a>\u00a0and even\u00a0<a href=\"http:\/\/www.globaltimes.cn\/content\/1053903.shtml\">questioning the health benefits of yoga<\/a>. At the same time, the Chinese Communist Party\u2019s mouthpiece\u00a0<em>People\u2019s Daily<\/em>\u00a0also weighed in, warning that an\u00a0<a href=\"http:\/\/en.people.cn\/n3\/2017\/0725\/c90883-9246188.html\">opportunist and adventurist<\/a>\u00a0India is \u201c<a href=\"http:\/\/en.people.cn\/n3\/2017\/0810\/c90000-9253612.html\">flirt[ing] with disaster<\/a>\u201d and \u201c<a href=\"http:\/\/en.people.cn\/n3\/2017\/0808\/c90780-9252655.html\">playing with fire<\/a>\u201d. So too did\u00a0<em>China Daily<\/em>, pointing to (among other things) the risk of \u201c<a href=\"http:\/\/europe.chinadaily.com.cn\/opinion\/2017-07\/24\/content_30219441.htm\">dangerous miscalculation<\/a>\u201d.
