{"id":3947,"date":"2018-01-15T09:31:23","date_gmt":"2018-01-14T23:31:23","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=3947"},"modified":"2023-08-08T07:21:21","modified_gmt":"2023-08-07T21:21:21","slug":"dont-assume-north-korea-is-happy-with-the-status-quo","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/dont-assume-north-korea-is-happy-with-the-status-quo\/","title":{"rendered":"Don\u2019t assume North Korea is happy with the status quo"},"content":{"rendered":"<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/michael-heazle\/\">MICHAEL HEAZLE<\/a> |<\/p>\n<p>In an\u00a0<a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/unacceptable-dangers-accepting-nuclear-north-korea\">earlier Interpreter article<\/a>\u00a0I argued the need for policy makers in the US and elsewhere to consider not only the now well-rehearsed and well-founded risks of attempting to compel Pyongyang to give up its nuclear weapons, but also the often overlooked but equally well-founded\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/monkey-cage\/wp\/2014\/07\/09\/how-worried-should-u-s-policymakers-be-about-nuclear-blackmail\/?utm_term=.6258f0229a76\" target=\"_blank\" rel=\"noopener\">risks<\/a>\u00a0of attempting to live with North Korea as a nuclear-armed &#8216;great&#8217; power.<\/p>\n<p>My point was to emphasise not only the terrible dilemma posed by Kim Jong-un&#8217;s nuclear program, but also the importance of openly and honestly debating which of the two evils it presents is the lesser \u2013 living with or thwarting Kim&#8217;s nuclear weapons capability. This debate requires clearly stating and examining the core assumptions of\u00a0<em>both<\/em>\u00a0positions. Robert Kelly&#8217;s\u00a0<a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/north-korea-probably-does-not-seriously-seek-unification\">recent article<\/a>\u00a0makes an important and welcome contribution towards this end.<\/p>\n<p>Those arguing for containment and deterrence of a nuclear-armed Democratic People&#8217;s Republic of Korea, as Kelly and\u00a0<a href=\"http:\/\/nationalinterest.org\/feature\/why-america-must-learn-live-north-koreas-nukes-23508?page=2\" target=\"_blank\" rel=\"noopener\">others<\/a>\u00a0have, assume that doing so can work because the Kim regime is defence-oriented and not expansionist. North Korea is, in Kelly&#8217;s view, a\u00a0status quo\u00a0state. It follows from this assumption that if Kim Jong-un is indeed status quo-oriented in his thinking, the risks of compelling him to give up his nuclear weapons certainly do appear much greater than the risks associated with deterrence and containment, making deterrence\u00a0<a href=\"http:\/\/www.afr.com\/news\/world\/us-has-few-options-to-contain-north-korea-20170704-gx4qb6\" target=\"_blank\" rel=\"noopener\">the least bad option<\/a>.<\/p>\n<p>But is there really a strong, or even plausible, case for making this assumption in the first place?<\/p>\n<p>Please click here to read the full <a
