Late last year in Australia, there was sudden interest shown in ballistic missile defence (BMD). Although the driver was\u00a0North Korea\u2019s missile testing<\/a>, the real issue is China.<\/p>\n

China\u2019s latest ballistic missiles, combined with its\u00a0new island bases<\/a>, are steadily undercutting Australia\u2019s ability to defend itself without relying on foreign combat forces. Our\u00a0four decades<\/a>\u2013<\/a>long<\/a>\u00a0defence policy of self-reliance is in danger. China is altering the local strategic balance, and Australia\u2019s defence force structure may need to change in response.<\/p>\n

Before proceeding, it must be stressed that China is not a threat, which in defence planning is defined as the sum of a nation\u2019s military capabilities\u00a0and its intent. But China is taking deliberate, long-term measures to significantly improve its military capabilities in our region, including by\u00a0building six new islands<\/a>\u00a0in the South China Sea. Intent, of course, can change overnight.<\/div>\n<\/div>\n<\/div>\n<\/div>\n

China\u2019s People\u2019s Liberation Army\u00a0Rocket Force<\/a>\u00a0is the world\u2019s largest, with some 2000 ballistic missiles available for attacking well-defended land and maritime targets. Many are solid-fuelled missiles with road-mobile launchers,\u00a0able to be readily transported by ship.<\/p>\n

Beijing\u2019s new South China Sea bases are some 2\u20133 days\u2019 sailing time from the Chinese mainland. Three of the islands are large and include\u00a0significant airfield and port facilities<\/a>. As incoming US Pacific Commander Admiral Philip Davidson\u00a0recently observed<\/a>:<\/p>\n

Today these forward operating bases appear complete. The only thing lacking are the deployed forces. Once occupied, China will be able to extend its influence thousands of miles to the south and project power deep into Oceania.<\/p><\/blockquote>\n

The main weapons of concern to Australia are the\u00a0DF-21C\/D medium-range<\/a>\u00a0and the\u00a0DF-26 intermediate-range<\/a>\u00a0missiles. Both reportedly have land-attack and anti-ship variants.<\/p>\n
