{"id":4630,"date":"2018-07-26T15:00:47","date_gmt":"2018-07-26T05:00:47","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=4630"},"modified":"2018-07-26T15:37:01","modified_gmt":"2018-07-26T05:37:01","slug":"regional-wrap-12","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/regional-wrap-12\/","title":{"rendered":"Regional wrap"},"content":{"rendered":"<p>While the most talked-about development, globally, was the <a href=\"https:\/\/www.vox.com\/conversations\/2018\/7\/19\/17588518\/trump-putin-helsinki-meeting-history-diplomacy-russia-us-syria-ukraine\">Helsinki Summit<\/a> between US President Donald Trump and Russian President Vladimir Putin, the Asia Pacific region witnessed an eventful fortnight as well. One of the biggest stories in our region this fortnight was Australian Prime Minister Malcolm Turnbull\u2019s <a href=\"http:\/\/www.abc.net.au\/news\/2018-07-12\/australia-solomon-islands-png-sign-undersea-cable-deal\/9983102\">decision to sign an agreement<\/a> with the Solomon Islands and Papua New Guinea to build an undersea internet cable network preventing Chinese corporate giant, Huawei, from seizing the project. This development has attracted criticism from Beijing, which accuses Canberra of trying to <a href=\"http:\/\/www.abc.net.au\/news\/2018-07-12\/australia-solomon-islands-png-sign-undersea-cable-deal\/9983102\">\u2018contain its influence\u2019<\/a> in the region. Importantly, the $137 million deal demonstrates Australia\u2019s commitment to its Pacific Island neighbours and exemplifies, in Turnbull\u2019s words, a \u2018very practical way\u2019 of delivering foreign aid.<\/p>\n<p>The Australia-United States Ministerial Consultations <a href=\"http:\/\/dfat.gov.au\/geo\/united-states-of-america\/ausmin\/Pages\/ausmin-australia-united-states-ministerial-consultations.aspx\">(AUSMIN)<\/a>, the annual defence and foreign ministers\u2019 meeting between US and Australia took place this week. Significantly, this year\u2019s iteration of the dialogue took place on the west coast of the US, which Australian foreign minister Julie Bishop <a href=\"https:\/\/foreignminister.gov.au\/releases\/Pages\/2018\/jb_mr_180710.aspx\">regards<\/a> as a \u2018strong acknowledgement of the extensive interests we share in the Indo-Pacific region.\u2019 Just prior to the meeting, a US congressman <a href=\"https:\/\/www.sbs.com.au\/yourlanguage\/mandarin\/en\/article\/2018\/07\/25\/bishop-rebuffed-calls-australia-challenge-beijings-south-china-sea-island-claims\">called on Australia<\/a> to undertake independent freedom of navigation operations (FONOPs) in the South China Sea to check China\u2019s growing adventurism in the contested waters. However, Bishop rejected the suggestion and remarked that it would be <a href=\"https:\/\/www.afr.com\/news\/fresh-calls-for-australia-to-challenge-beijings-south-china-sea-island-claims-20180724-h132r0\">\u2018an extraordinary step\u2019<\/a> for Australia to consider unilateral FONOPs because it hadn\u2019t conducted such exercises anywhere in the world.<\/p>\n<p>Australia unveiled its new <a href=\"http:\/\/dfat.gov.au\/news\/news\/Pages\/india-economic-strategy.aspx\">India Economic Strategy 2035<\/a> \u00a0authored by former foreign secretary and India expert, Peter Varghese, to create a coherent and comprehensive roadmap to tap the immense potential of its relations with India. However, critics <a href=\"https:\/\/t.co\/7tyBIYcRWz\">wondered why<\/a> the report, which had been commissioned last year with great fanfare, was released in such a low-key manner. Some speculated that this was done to prevent further embittering of relations with Beijing, given they are at an all-time low already. Another analyst <a href=\"https:\/\/t.co\/bqQS6kjDOS\">pointed out<\/a> that the section on geopolitical and strategic convergences between Australia and India in the report underestimates the differences in their worldviews and that the so-called shared interests and ideologies aren\u2019t that obvious.<\/p>\n<p>The Narendra Modi-led BJP government faced <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/why-pm-modi-has-confidence-in-failure-of-no-confidence-motion\/articleshow\/65048426.cms\">a vote of no confidence<\/a> in the Indian parliament, over a plethora of domestic issues such as price rise, poor implementation of the GST and farmer distress, among other factors. Nonetheless, the government <a href=\"https:\/\/theprint.in\/politics\/live-narendra-modi-govt-faces-its-first-no-confidence-motion\/85363\/\">won the motion<\/a> comfortably due to its strong majority in the lower house. In other news, India and Iran have <a href=\"https:\/\/www.thehindu.com\/news\/national\/india-iran-pledge-to-maintain-trade-levels\/article24436444.ece\">reiterated their commitment<\/a> to maintain trade levels even in the face of possible US sanctions against India. New Delhi has also taken further steps to acquire the s-400 air missile defence systems from Russia, which is another matter of contention between the US and India. However, there may be some relief in the offing on that front, at least, as the US Congress has passed a motion to allow certain countries, including India, <a href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/waiver-for-india-under-caatsa-set-to-boost-ties-with-us\/articleshow\/65122099.cms\">to be granted waivers<\/a> from the sanctions proposed under the new Countering America\u2019s Adversaries Through Sanctions Act. Interestingly, amidst the ongoing push-and-pull in the US-India relationship, the Indian government <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/india-invites-donald-trump-to-be-chief-guest-for-next-years-republic-day-parade\/articleshow\/64968372.cms\">has invited<\/a> President Donald Trump to be the chief guest at next year\u2019s Republic Day parade, an invitation that was also extended to and accepted by his predecessor. However, <a href=\"https:\/\/www.nst.com.my\/opinion\/columnists\/2018\/07\/392861\/india-two-minds-trump-invite\">recent reports<\/a> suggest that India may be in two minds about the invitation to Trump now, exemplifying the oscillating rhythm of the relationship.<\/p>\n<p>Singapore was hit by its <a href=\"https:\/\/www.thestar.com.my\/business\/business-news\/2018\/07\/23\/singapores-worst-cyberattack-steals-personal-data-of-1dot5-million-including-pm\/\">worst-ever cyber-attack<\/a>, with hackers stealing health records of nearly 1.5 million citizens, including Prime Minister Lee Hsien Loong. State-based professional hackers are being said to be behind these attacks as experts point to the sheer scale and smoothness of the operation. On the other hand, the White House announced its decision to <a href=\"https:\/\/www.nytimes.com\/2018\/05\/15\/technology\/white-house-cybersecurity.html\">terminate the Cyber Security Coordinator role<\/a> on the National Security Council, underscoring this administration misplaced priorities and short-sightedness.<\/p>\n<p>China has stepped up its engagement with Sri Lanka and latest reports suggest that Beijing <a href=\"http:\/\/colombogazette.com\/2018\/07\/23\/china-to-boost-military-ties-with-sri-lanka-and-gift-frigate\/\">plans to gift a frigate<\/a> to the small Indian Ocean island-state. Earlier this week, President Xi Jinping also offered <a href=\"https:\/\/www.reuters.com\/article\/us-sri-lanka-china-grant\/chinas-xi-offers-fresh-295-million-grant-to-sri-lanka-in-push-for-dominance-idUSKBN1KC0D8\">another fresh loan worth $295 million<\/a> to Colombo.<\/p>\n<p>At the time of writing, Pakistan is gearing up for its general elections. There are serious <a href=\"https:\/\/www.firstpost.com\/world\/pakistan-election-pre-poll-engineering-quest-for-right-arithmetic-becomes-clearer-as-military-shows-its-hand-4797061.html\">concerns about the fairness<\/a> of these polls as the military has been found to <a href=\"https:\/\/www.nytimes.com\/2018\/07\/21\/world\/asia\/pakistan-election-military.html\">be wielding undue influence<\/a> in the lead-up to the voting day. Several key leaders, including former prime minister Nawaz Sharif have <a href=\"https:\/\/www.firstpost.com\/world\/pakistan-election-pre-poll-engineering-quest-for-right-arithmetic-becomes-clearer-as-military-shows-its-hand-4797061.html\">been deemed disqualified<\/a> on one charge or another. It is speculated that former cricketer Imran Khan\u2019s Tehrik-e-Insaf party may win the elections but it is widely held that he is the <a href=\"https:\/\/www.theaustralian.com.au\/news\/inquirer\/imran-khan-the-pakistani-armys-puppet\/news-story\/f3354452360ba271a0c1a31bf21f5523\">\u2018army\u2019s puppet\u2019<\/a>, casting a gloomy shadow over the future of the politically troubled nation.<\/p>\n<p>The Royal Australian Air Force is <a href=\"https:\/\/thediplomat.com\/2018\/07\/indias-air-force-to-participate-in-australias-pitch-black-air-combat-exercise\/\">hosting operation Pitch Black<\/a>, a major biennial multinational large force employment exercise from July 27 to August 17 in Darwin and Tindal in the Northern Territory. Participants included, among others, the US, India, Singapore, Malaysia. In other defence-related news, the US, Japanese and Indian navies began the <a href=\"http:\/\/www.navy.mil\/search\/display.asp?story_id=106371\">annual mine countermeasures exercise<\/a>, an important exercise furthering security cooperation and interoperability, near Ominato in Japan.<\/p>\n<h3>Significance for Australia<\/h3>\n<p>The past fortnight was especially remarkable for Australian foreign policy with AUSMIN and the undersea cable deal with the Pacific Islands being signed. Foreign minister Bishop is winning praise for her performance at the ministerial dialogue, advancing <a href=\"http:\/\/www.abc.net.au\/news\/2018-07-25\/donald-trump-pompeo-bishop-us-forces-darwin-ausmin-australia\/10033172\">\u2018a fairly bold and clear-eyed perspective\u2019<\/a> on the state-of-affairs in the bilateral relations. In a steadfast expression of Australian concerns, she called the US out on its perceivably declining commitment to the international rules-based order that it <a href=\"http:\/\/www.abc.net.au\/news\/2018-07-25\/donald-trump-pompeo-bishop-us-forces-darwin-ausmin-australia\/10033172\">\u2018pioneered\u2019 and for \u2018favouring a more disruptive, often unilateral foreign trade policy\u2019<\/a>.<\/p>\n<p>Australia is bound to be worried by the cyber-attacks in Singapore as it is generally considered one of the most technologically advanced nations in the world. Another issue of concern for Canberra is China\u2019s growing debt traps in the Indian Ocean and the long-term repercussions of that.<\/p>\n<p>With the rapidly changing geopolitical realities of the region, Canberra is <a href=\"https:\/\/www.ussc.edu.au\/analysis\/australia-must-refocus-foreign-policy-on-its-own-indo-pacific-region\">being urged to reassess its priorities<\/a> and to align its investments with its interests. In other words, analysts say it is imperative for Australia to advance its goals of a free and open Indo-Pacific regardless of whether the US is on board or not. The deal with the Pacific Islands is a good example of what Australia needs to do to ensure the preservations of its interests in its neighbourhood.
