Last week, US Secretary of State Mike Pompeo, in a <a href=\"https:\/\/www.state.gov\/secretary\/remarks\/2018\/07\/284722.htm\">major policy speech<\/a> outlining the economic pillar of the Trump administration\u2019s Indo-Pacific strategy, allocated a sum of $113 million towards technology, energy and infrastructure initiatives in the region.<\/p>\n<p>Analysts <a href=\"https:\/\/thediplomat.com\/2018\/07\/pompeos-indo-pacific-speech-geoeconomics-on-a-shoestring\/\">expressed disappointment<\/a> with the figure, comparing it to China\u2019s trillion-dollar investment in the Belt and Road Initiative. Others argued that <a href=\"https:\/\/edition.cnn.com\/2018\/07\/30\/opinions\/pompeos-indo-pacific-strategy-opinion-ayres\/index.html\">this was just the beginning<\/a> and that the US needed to sustain its commitment to the region in the long term. Furthermore, experts <a href=\"https:\/\/edition.cnn.com\/2018\/07\/30\/opinions\/pompeos-indo-pacific-strategy-opinion-ayres\/index.html\">remarked that<\/a> along with the money, the US \u2018needs to articulate a specific strategy for US economic statecraft\u2019. A major part of the economic strategy is a trilateral infrastructure initiative that the US has entered with Australia and Japan. Commentators were quick to point out <a href=\"https:\/\/www.afr.com\/news\/australia-to-team-up-with-us-japan-in-regional-infrastructure-rival-to-china-20180730-h13cqx\">India\u2019s absence from the venture<\/a>, given that New Delhi had earlier indicated its willingness to enhance connectivity initiatives through the framework of the Quadrilateral Security Dialogue.<\/p>\n<p>This speech was followed, a few days later, with <a href=\"https:\/\/www.straitstimes.com\/politics\/us-pledges-nearly-us300-million-security-funding-for-south-east-asia\">another announcement<\/a>, made by Pompeo at the ASEAN Regional Forum, <a href=\"https:\/\/www.state.gov\/r\/pa\/prs\/ps\/2018\/08\/284927.htm\">committing $300 million<\/a> to enhance security cooperation among Indo-Pacific countries. This would be used to advance \u2018shared priorities\u2019, in the words of the Secretary of State, in spheres like \u2018maritime security, humanitarian assistance and peacekeeping capabilities, and countering transnational threats.\u2019 Projects in countries like Bangladesh, Indonesia, Mongolia, Nepal, the Pacific Islands, the Philippines, Sri Lanka, Vietnam, among others will be funded under this initiative. Analysts <a href=\"http:\/\/usa.chinadaily.com.cn\/a\/201808\/08\/WS5b6a2c98a310add14f3847a0.html\">highlight<\/a> that the initiative focuses on those countries where Chinese investment is considered problematic. It\u2019s reported that Pompeo\u2019s Indo-Pacific pitch to ASEAN is receiving a <a href=\"http:\/\/www.atimes.com\/article\/indo-pacific-pitch-gets-lukewarm-reception-in-se-asia\/\">\u2018lukewarm response\u2019<\/a> because the general perception is that the concept of the \u2018free and open Indo-Pacific\u2019 <a href=\"https:\/\/theaseanpost.com\/index.php\/article\/pompeo-tries-win-southeast-asia\">is more beneficial<\/a> to the US than to any other country.<\/p>\n<p>Australian Prime Minister Malcolm Turnbull is reported to have <a href=\"https:\/\/www.afr.com\/news\/malcolm-turnbull-hits-reset-button-over-china-20180806-h13mq7\">hit the \u2018reset\u2019 button<\/a> to mend ties with China, after the last few months witnessed unprecedented souring of bilateral relations due to Beijing\u2019s increasing adventurism in the South China Sea and attempts to interfere in Australian domestic politics. Addressing the University of New South Wales in Sydney, Turnbull adopted a conciliatory tone towards the PRC and said that its rapid rise \u2018need not be perceived as a threat so long as everybody played by the rules.\u2019 He also added that Australia wouldn\u2019t be averse on cooperating with China on projects, <a href=\"https:\/\/www.afr.com\/news\/malcolm-turnbull-moves-to-ease-chinese-pain-but-is-it-enough-20180807-h13o81\">\u2018subject to our due diligence\u2019<\/a>. While some see this speech as a \u2018step change in rhetoric\u2019, others <a href=\"https:\/\/www.afr.com\/opinion\/columnists\/malcolm-turnbull-speech-places-china-in-multipolar-system-20180808-h13ppk\">argue<\/a> that rather than symbolising a reset, \u2018it consolidates a new message not only about Australia\u2019s view of China, but about our own evolving and independent role in a contested Indo-Pacific region and an uncertain world.\u2019<\/p>\n<p>China and ASEAN <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/asean-china-must-quickly-conclude-code-of-conduct-in-south-china-sea-for-stability-ng\">have agreed on a single text to negotiate a code of conduct<\/a> for the South China Sea which although considered a breakthrough, is warranting words of caution from Southeast Asian leaders who stress on the importance of ASEAN remaining <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/asean-china-must-quickly-conclude-code-of-conduct-in-south-china-sea-for-stability-ng\">\u2018neutral, inclusive and open.\u2019<\/a> It\u2019s important to stress also that <a href=\"https:\/\/www.scmp.com\/comment\/insight-opinion\/united-states\/article\/2158455\/south-china-sea-progress-between-china-and\">consensus on a final document<\/a> is a long way away and there are several hurdles to clear. The US fears that China may try to manipulate the wording of the draft to wrest control over the contested South China Sea and may try to limit Washington\u2019s influence in the region.<\/p>\n<p>The US has <a href=\"https:\/\/indianexpress.com\/article\/world\/india-third-asian-nation-to-get-sta-1-status-from-us-nsg-donald-trump-5291155\/\">granted the Strategic Trade Authorisation 1<\/a> (STA 1) status to India, making it the third Asian nation, after Japan and South Korea, to be eligible to access high-technology product sales, particularly in space and defence sectors, from the US. Significantly, India\u2019s entry in this category is exceptional because it is yet to become a member of the Nuclear Suppliers\u2019 Group. This announcement reflects the importance that the US attaches to its defence and security ties to India. Shortly before this decision, India was included in the list of countries being <a href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/waiver-for-india-under-caatsa-set-to-boost-ties-with-us\/articleshow\/65122099.cms\">granted a waiver<\/a> under the Countering American Adversaries Through Sanctions Act, due to its purchase of the s-400 air missile defence system from Russia. It\u2019s also reported that <a href=\"https:\/\/indianexpress.com\/article\/india\/india-us-military-communications-pact-us-team-in-delhi-next-week-india-demands-five-assurances-5285528\/\">India is set to sign COMCASA<\/a>, the secure military communications pact with the US at the upcoming \u20182+2\u2019 defence and foreign ministers\u2019 meeting to be held in New Delhi on the 6<sup>th<\/sup> of September. Keeping an eye on increasing US-India closeness in relations, Moscow has proposed to sign a <a href=\"https:\/\/theprint.in\/security\/russia-wants-similar-military-facilities-deal-as-america-has-with-india\/91694\/\">similar mutual logistics support agreement<\/a> with New Delhi that the latter has with Washington.<\/p>\n<p>Former cricketer-turned-politician, Imran Khan, became the prime minister of Pakistan as his Tehreek-e-Insaaf party <a href=\"https:\/\/www.business-standard.com\/article\/international\/set-to-become-pakistan-pm-can-pti-s-imran-khan-deliver-on-his-promises-118080700136_1.html\">won the general elections<\/a> in the country last fortnight. Khan has previously been criticised for allegedly being <a href=\"https:\/\/www.telegraph.co.uk\/news\/2018\/02\/04\/imran-khan-defends-taliban-against-western-liberals-third-blood\/\">sympathetic to the Pakistani Taliban<\/a>. On assuming office, Khan <a href=\"https:\/\/www.hindustantimes.com\/world-news\/pakistan-elections-victorious-imran-khan-sends-peace-overture-to-india\/story-bGGm77kWobmbGun4GnPKgJ.html\">expressed his wish to create harmonious relations<\/a> with India, including reaching an understanding on Kashmir, the intractable conflict that has plagued the subcontinent for seven decades now. India and the world remain <a href=\"https:\/\/www.indiatoday.in\/magazine\/cover-story\/story\/20180813-rules-of-the-new-game-can-india-do-business-with-an-imran-khan-led-pakistan-1303339-2018-08-04\">circumspect<\/a> about any real improvements in Pakistan\u2019s notorious support to terrorist outfits and militant factions. Khan\u2019s biggest challenge would be to rescue the Pakistani economy which is facing a <a href=\"https:\/\/www.nytimes.com\/2018\/08\/04\/world\/asia\/pakistan-economy-imran-khan.html\">current account deficit<\/a> of around $18 billion. His government is <a href=\"https:\/\/www.reuters.com\/article\/us-imf-pakistan\/u-s-pompeo-warns-against-imf-bailout-for-pakistan-that-aids-china-idUSKBN1KK2G5\">reportedly planning to seek an IMF bailout<\/a> to the tune of $12 billion to mitigate the currency crisis. It\u2019s feared that this bailout may be used <a href=\"https:\/\/www.wsj.com\/articles\/u-s-seeks-to-avoid-a-pakistan-bailout-that-would-repay-china-1533056638\">to repay Chinese loans<\/a> that Islamabad has accumulated to fund the multi-billion dollar <a href=\"https:\/\/warontherocks.com\/2018\/07\/buyers-remorse-pakistans-elections-and-the-precarious-future-of-the-china-pakistan-economic-corridor\/\">China Pakistan Economic Corridor<\/a>.<\/p>\n<p>Australian Foreign Minister Julie Bishop visited East Timor,<a href=\"http:\/\/www.abc.net.au\/news\/2018-07-30\/julie-bishop-arrives-in-east-timor-ending-diplomatic-drought\/10049560\"> the first Australian leader to do so in five years<\/a>, signalling the easing of diplomatic tensions over a protracted maritime boundary dispute. The discord was amicably resolved earlier this year, with Canberra agreeing to allow most of the gas from the contested Sunrise field to go to Dili. Although a few niggles remain, it\u2019s widely believed that Bishop\u2019s visit has begun <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/julie-bishops-new-timor-leste-chapter\">\u2018a new chapter<\/a>\u2019 in Australia\u2019s relations with the Southeast Asian nation. Dili was the first stop for Bishop as she visited <a href=\"https:\/\/foreignminister.gov.au\/releases\/Pages\/2018\/jb_mr_180729.aspx\">Malaysia, Singapore and Indonesia next<\/a>.<\/p>\n<p>Lombok Island in Indonesia <a href=\"http:\/\/www.abc.net.au\/news\/2018-08-09\/indonesia-earthquake-death-toll-jumps-to-347\/10092082\">suffered two major earthquakes<\/a> recently with a reported 347 people dead and hundreds injured. The National Disaster Mitigation Agency faces an uphill task and <a href=\"https:\/\/www.express.co.uk\/news\/world\/999399\/Lombok-earthquake-Bali-updates-LIVE-today-after-shocks-gili-island-map-news\">has appealed for volunteers to<\/a> help as several people are still trapped in the wreckage. Rescuers face problems accessing most areas due to road blockages, power outages and collapsed bridges. Thousands of people have been rendered homeless. Large numbers of tourists from Gili Islands and Bali have begun leaving amid fears that there could be another earthquake soon.<\/p>\n<p>India drew up its <a href=\"https:\/\/thediplomat.com\/2018\/08\/indias-national-register-of-citizens-and-assams-dilemma\/\">second National Register of Citizens<\/a> and has excluded four million Bangladeshi refugees living in the country since the Bangladesh war of 1971. These people, mostly Muslims, have been rendered stateless and are forced to face an uncertain future in their battle to determine their identity. The right-wing, conservative BJP government at the centre is accused of its bias against Muslims and the decision has <a href=\"https:\/\/www.aljazeera.com\/indepth\/opinion\/time-listened-plight-assam-foreigners-180803143309823.html\">caused a national outrage<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h3>Significance for Australia<\/h3>\n<p>The announcement of <a href=\"http:\/\/dfat.gov.au\/news\/news\/Pages\/australia-us-and-japan-announce-trilateral-partnership-for-infrastructure-investment-in-the-indo-pacific.aspx\">the trilateral infrastructure initiative<\/a> between Australia, Japan and the US is a welcome prospect for Canberra, as it builds on the consensus reached at the Manila meeting of the Quad nations last year to enhance connectivity initiatives in the region. It\u2019s reported that the discussions on this venture took place during the \u20182+2\u2019 defence and foreign ministers\u2019 meeting in Washington last month.<\/p>\n<p>Although the three nations are keen to distance the project from China\u2019s BRI, veiled references to China\u2019s mega infrastructure venture are <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/the-new-us%E2%80%93japan%E2%80%93australia-infrastructure-fund\">easily decipherable<\/a> in the statements announcing the initiative. Given that the details of <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/emerging-indo-pacific-infrastructure-strategy\">the initiative are not yet clear<\/a>, Canberra would be assessing its options and priorities carefully. India\u2019s decision to opt out of the venture, given its <a href=\"https:\/\/www.reuters.com\/article\/us-china-beltandroad-quad\/australia-u-s-india-and-japan-in-talks-to-establish-belt-and-road-alternative-report-idUSKCN1G20WG\">initial involvement<\/a>, would be disappointing to Australia. New Delhi cites its <a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/india-not-to-join-us-led-counter-to-chinas-bri\/articleshow\/65300729.cms\">\u2018emphasis on multipolarity and nonbloc security architecture\u2019<\/a> which is emblematic of its default foreign policy position of maintaining its strategic autonomy.<\/p>\n<p>US\u2019 announcements of its economic strategy for the Indo-Pacific are positive developments for Australia, as it strengthens the foundations of a rules-based order in the region. On another note, it may be safe to assume that Canberra would be wary of the risk of ASEAN nations binding themselves in a code of conduct detrimental to their interests in the South China Sea, which would include the deterioration of American influence in the region.<\/p>\n<p>The consolidation of US-India relations, on the other hand, would be viewed most favourably as Australia seeks to build closer ties with New Delhi.
