{"id":4692,"date":"2018-08-13T08:30:08","date_gmt":"2018-08-12T22:30:08","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=4692"},"modified":"2023-08-08T08:31:39","modified_gmt":"2023-08-07T22:31:39","slug":"considering-the-indo-pacific-and-the-blue-pacific","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/considering-the-indo-pacific-and-the-blue-pacific\/","title":{"rendered":"Considering the Indo-Pacific and the Blue Pacific"},"content":{"rendered":"<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/wesley-morgan\/\">WESLEY MORGAN<\/a> |<\/p>\n<p>Recent months have seen an <a href=\"https:\/\/www.usp.ac.fj\/fileadmin\/files\/faculties\/business\/SGDIA\/SGDIA_WORKING_PAPER_SERIES_-_No._5_-_Complete.pdf\">intensification of diplomatic activity<\/a> in the Pacific Ocean, as traditional powers and new friends alike have redoubled their courtship of island administrations. Much of this activity has been driven by geostrategic anxieties, as the distribution of power in the world shifts.<\/p>\n<p>Most pointedly, rapid economic growth in China has seen an expansion of that country\u2019s power and influence, fueling speculation China will seek a greater say in regional and global affairs.\u00a0 In response, traditional powers on the Pacific-rim are looking to shore up commitment to the rules and norms of the existing international order. Competition between the United States and China (and dramatic points of contention, such as the dispute over territorial claims in the South China Sea) form a backdrop to renewed interest in the Pacific Ocean.<\/p>\n<p>However it is far from certain that Pacific island countries share the same geostrategic anxieties, and diplomatic agendas, of traditional powers on the Pacific-rim. Indeed some island leaders are uncomfortable being <a href=\"https:\/\/www.nzipr.ac.nz\/2018\/07\/24\/otago-foreign-policy-school-2018\/\">\u2018relegated to the status of pawns in a power play-off by larger states\u2019<\/a>.<\/p>\n<p>Two distinct <em>frames<\/em> have emerged for considering the international affairs of the Pacific islands: the <a href=\"https:\/\/www.defense.gov\/News\/Article\/Article\/1596903\/us-allies-aim-to-maintain-free-open-indo-pacific-region\/\">\u2018Indo-Pacific\u2019<\/a> (a geostrategic concept largely defined by Pacific-rim powers), and the \u2018<a href=\"http:\/\/www.forumsec.org\/remarks-by-hon-tuilaepa-lupesoliai-sailele-malielegaoi-prime-minister-of-the-independent-state-of-samoa-at-the-high-level-pacific-regional-side-event-by-pifs-on-our-values-and-identity-as-stewards\/\">Blue Pacific\u2019<\/a> (a collective diplomacy strategy adopted by island states themselves). These are considered in turn below.<\/p>\n<p><strong>US-led maritime security in the \u2018Indo-Pacific\u2019<\/strong><\/p>\n<p>Pacific island countries increasingly find themselves viewed by Pacific-rim powers as a sub-set of a broader region; the <a href=\"https:\/\/www.defense.gov\/News\/Special-Reports\/0118_the-indo-pacific\/\">\u2018Indo-Pacific\u2019<\/a>.\u00a0 This framing \u2013 used particularly by strategic thinkers in Washington, Tokyo and Canberra \u2013 alludes to a recast role for <a href=\"https:\/\/www.fpwhitepaper.gov.au\/foreign-policy-white-paper\/chapter-three-stable-and-prosperous-indo-pacific\/indo-pacific\">maritime democracies in the Indian and Pacific Oceans<\/a>; as states that will maintain balance in the regional order and reaffirm the \u2018<a href=\"https:\/\/www.fpwhitepaper.gov.au\/foreign-policy-white-paper\/chapter-two-contested-world\/power-shifts-indo-pacific\">principles and values on which the regional order should be based<\/a>\u2019.\u00a0 As a sign of the times, the US military\u2019s \u2018Pacific Command\u2019, based in Hawaii, has been <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/05\/30\/indo-pacom-it-is-pacific-command-gets-renamed\/\">re-named the \u2018Indo-Pacific Command\u2019<\/a>.<\/p>\n<p>Much of the recent diplomatic engagement with Pacific island countries is focused on security issues. At this year\u2019s Pacific Islands Forum for example, leaders will consider a regional declaration to deal with <a href=\"https:\/\/vanuatuindependent.com\/2018\/08\/08\/regional-security-fore-pacific-summit\/\">\u2018new and emerging security threats\u2019<\/a>.\u00a0 Canberra will establish a new Australia Pacific Security College to <a href=\"http:\/\/dfat.gov.au\/geo\/pacific\/engagement\/Pages\/stepping-up-australias-pacific-engagement.aspx\">\u2018complement\u2019<\/a> this security declaration. The US has already indicated it <a href=\"https:\/\/foreignminister.gov.au\/releases\/Pages\/2018\/jb_mr_180724a.aspx\">will support the College<\/a>.\u00a0 Australia has also launched a new $2billion Pacific Maritime Security Program, which will see <a href=\"https:\/\/www.minister.defence.gov.au\/minister\/marise-payne\/media-releases\/commencement-aerial-surveillance-pacific-maritime-security\">increased aerial \u00a0surveillance in the Pacific Ocean<\/a>, and <a href=\"http:\/\/www.fijitimes.com\/austal-launches-first-of-21-guardian-patrol-boat-gifts-for-australias-pacific-neighbours\/\">21 new military patrol boats donated to Pacific island states<\/a>.<\/p>\n<p>Security cooperation in the Pacific generally occurs in the broader context of US leadership.\u00a0 In June this year, US marines were embedded on Australian warships visiting island ports as part of operation <a href=\"http:\/\/www.abc.net.au\/news\/2018-05-04\/us-marines-join-australian-warship-pacific-china-anxiety-grows\/9729652\">\u2018Indo-Pacific Endeavour 2018\u2019<\/a>. In the same month, a new <a href=\"https:\/\/www.state.gov\/r\/pa\/prs\/ps\/2018\/06\/283056.htm\">\u2018Pacific Security Cooperation Dialogue\u2019<\/a> was held in Washington between officials from Australia, New Zealand and the United States.\u00a0 At ministerial consultations in Washington in July, both Australia and the US emphasised the importance of <a href=\"https:\/\/au.usembassy.gov\/joint-statement-australia-u-s-ministerial-consultations-2018\/\">information sharing, maritime security and domain awareness<\/a> in the Pacific islands.<\/p>\n<p><strong>Collective diplomacy of Large Ocean States in the \u2018Blue Pacific\u2019<\/strong><\/p>\n<p>Renewed maritime \u2018awareness\u2019 is important for Pacific island states too. In recent times they have repositioned themselves as <a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/watch-this-space-the-pacifics-great-ocean-states\/\">large ocean states<\/a>, rather than \u2018small island states\u2019.\u00a0 This re-framing is <a href=\"http:\/\/www.devpolicy.org\/why-the-pacific-matters-20180605\/\">no ambit claim either<\/a>.\u00a0 Fourteen independent Pacific island states are custodians of a huge swathe of the world\u2019s ocean and have exclusive economic control of significant marine resources, notably the <a href=\"http:\/\/pacifictuna.org\/impacts-of-2018-tuna-commission-measures-on-pacific-island-fisheries\/\">world\u2019s largest tuna fishery<\/a>.\u00a0 They also control access to seabed minerals that are sought after by many.\u00a0 Pacific islands also have <a href=\"https:\/\/press.anu.edu.au\/publications\/series\/pacific-series\/new-pacific-diplomacy\">interests and agendas that differ from neighbouring metropolitan powers<\/a>.\u00a0 And they have agency.<\/p>\n<p>Island leaders have endorsed a <a href=\"http:\/\/www.samoaobserver.ws\/en\/07_09_2017\/columns\/24048\/Let-us-recapture-the-essence-of-Our-Blue-Pacific.htm\">\u2018Blue Pacific\u2019<\/a> strategy that calls for inspired leadership and a long term foreign policy commitment <a href=\"https:\/\/www.forumsec.org\/wp-content\/uploads\/2018\/02\/Final_48-PIF-Communique_2017_14Sep17.pdf\">to act as one \u201cBlue Continent\u201d<\/a>.\u00a0 Island nations have demonstrated they are <a href=\"https:\/\/press.anu.edu.au\/publications\/series\/pacific-series\/new-pacific-diplomacy\">prepared to leverage their collective oceanic presence<\/a> \u2013 and UN votes \u2013 to shape multilateral initiatives that have implications for all of humanity.\u00a0 As former US President Barack Obama has pointed out, <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2016\/09\/01\/remarks-president-leaders-pacific-island-conference-leaders-and\">\u201cwe could not have gotten a Paris agreement without the incredible efforts and hard work of the island nations\u201d<\/a>.\u00a0 Fiji is currently <a href=\"https:\/\/cop23.com.fj\/\">president of climate talks<\/a> at the UN.\u00a0 Likewise, Pacific island countries are demanding action to protect the world\u2019s Oceans. In 2017 the inaugural <a href=\"https:\/\/oceanconference.un.org\/\">UN Ocean Conference<\/a> \u2013 held in New York \u2013 was co-hosted by Fiji and Sweden. Fijian ambassador Peter Thomson is currently the <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/personnel-appointments\/2017-09-12\/mr-peter-thomson-fiji-special-envoy-ocean\">UN Special Envoy for the Ocean<\/a>.<\/p>\n<p>If traditional powers want Pacific islands to endorse their vision for a free and open \u2018Indo-Pacific\u2019 they will need to take the concerns of island states seriously.\u00a0 Here a key challenge will continue to be climate policy.\u00a0 The US has withdrawn from the Paris climate treaty; Australia is the <a href=\"http:\/\/www.minerals.org.au\/news\/robust-asian-thermal-coal-demand-creates-opportunities-australia\">world\u2019s largest coal exporter<\/a>, and is planning to increase coal exports; Japan is <a href=\"http:\/\/climateanalytics.org\/latest\/japans-coal-renaissance-poses-serious-risks-to-businesses-and-investors\">promoting coal-fired power<\/a>.\u00a0 These policies undercut shared efforts to limit global warming and ultimately <a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2018\/04\/25\/climate-change-could-make-thousands-of-tropical-islands-uninhabitable-in-coming-decades-new-study-says\/?noredirect=on&amp;utm_term=.84a002e2df64\">threaten the physical security of Pacific island countries.<\/a>\u00a0 A <a href=\"https:\/\/www.usp.ac.fj\/fileadmin\/files\/Institutes\/piasdg\/SGDIA\/SGDIA_WP_Series_2017\/SGDIA_WORKING_PAPER_SERIES_-_No._6_-_Simon_Bradshaw.pdf\">failure to seriously address climate change<\/a> may prove an ongoing stumbling block to alignment between the \u2018Blue Pacific\u2019 and any broader vision for the \u2018Indo-Pacific\u2019.<\/p>\n<p>This blog is based on a recent <a href=\"https:\/\/www.usp.ac.fj\/fileadmin\/files\/faculties\/business\/SGDIA\/SGDIA_WORKING_PAPER_SERIES_-_No._5_-_Complete.pdf\">Working Paper<\/a> published by the School of Government, Development and International Affairs at the University of the South Pacific.\u00a0 Wesley Morgan is a Lecturer in International Affairs at the University of the South Pacific.\u00a0 He is also an Adjunct Research Fellow with the Griffith Asia Institute.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>WESLEY MORGAN | Recent months have seen an intensification of diplomatic activity in the Pacific Ocean, as traditional powers and new friends alike have redoubled their courtship of island administrations.
