There are calls for\u00a0<a href=\"https:\/\/www.aspistrategist.org.au\/why-we-need-a-radically-new-defence-policy\/\" target=\"_blank\" rel=\"noopener\">radically new defence<\/a>\u00a0policies, a defence\u00a0<a href=\"https:\/\/www.aspistrategist.org.au\/australias-plan-b-time-for-some-tough-realism\/\" target=\"_blank\" rel=\"noopener\">Plan B<\/a>, a\u00a0<a href=\"https:\/\/www.aspistrategist.org.au\/australia-must-double-defence-spending-to-address-worsening-strategic-outlook\/\" target=\"_blank\" rel=\"noopener\">doubling of defence<\/a>\u00a0spending,\u00a0<a href=\"https:\/\/www.aspistrategist.org.au\/should-australia-develop-its-own-nuclear-deterrent\/\" target=\"_blank\" rel=\"noopener\">a nuclear deterrent<\/a>,\u00a0<a href=\"https:\/\/www.theaustralian.com.au\/national-affairs\/defence\/adf-gap-to-fill-for-deterring-powerful-foes\/news-story\/837969b50ed66d437553f904c0c3d150\" target=\"_blank\" rel=\"noopener\">a conventional one<\/a>\u00a0and, most recently, a\u00a0<a href=\"https:\/\/www.aspistrategist.org.au\/australia-needs-a-clear-national-security-strategy\/\" target=\"_blank\" rel=\"noopener\">national security strategy<\/a>. However, before jumping to a solution, let\u2019s think for a moment.<\/p>\n<p>In recent decades, Australia\u2019s defence policies have been\u00a0<a href=\"https:\/\/www.regionalsecurity.org.au\/Resources\/Files\/vol8no3Layton.pdf\" target=\"_blank\" rel=\"noopener\">driven more by risk management<\/a> than by strategies. The defence budget has been conceived in\u00a0<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/14702436.2014.1002286\" target=\"_blank\" rel=\"noopener\">insurance policy terms<\/a>: the ADF will be developed to ensure that if a bad event occurs the losses Australia suffers will be minimised\u2014or at least kept to a tolerable level\u2014through ADF defensive operations. There\u2019s a clear logic in that approach, but now it might be time to change and embrace strategy.<\/p>\n<p>Strategy\u00a0<a href=\"http:\/\/www.au.af.mil\/au\/awc\/awcgate\/army-usawc\/stratpap.htm\" target=\"_blank\" rel=\"noopener\">can be thought of<\/a>\u00a0algebraically as\u00a0<em>ends = ways + means<\/em>\u2014or, in words, strategy is the\u00a0<em>way<\/em>\u00a0in which the\u00a0<em>means<\/em>\u00a0(for example, the ADF) are used to achieve the desired\u00a0<em>ends<\/em>. A good strategy can increase the power of Australia\u2019s defence capabilities, and, as the formula hints, a bad strategy can reduce them. Getting more bang for the buck is appealing, but successful strategies are intellectually hard to devise.
