Australia was at the front and centre of most of the news-worthy activity and multilateral forums like APEC and East Asia Summit, not to mention the Quad, stole the spotlight.<\/p>\n<p>This week, <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/with-trump-absent-china-and-russia-to-take-center-stage-at-asia-pacific-summits\/2018\/11\/12\/45f9b2c2-e378-11e8-ba30-a7ded04d8fac_story.html?noredirect=on&amp;utm_term=.6454d02ca5d0\">summit season<\/a> kicked off in Asia with the East Asia Summit (EAS) taking place in Singapore on 14-15 November. Meanwhile, the 21 members of the Asia Pacific Economic Cooperation (APEC) bloc are due to convene their annual meeting in Port Moresby, Papua New Guinea on 17-18 November. While President Donald Trump\u2019s absence from both summits is conspicuous, Russian President Vladimir Putin and his Chinese counterpart Xi Jinping\u2019s attendance at the regional dialogues is significant. The draft <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-Relations\/East-Asia-Summit-statement-seeks-to-balance-US-and-China\">statement<\/a> released ahead of the conclusion of the EAS highlighted the need for \u2018an open, transparent, comprehensive and rules-based approach in the Indo-Pacific\u2019, which would allow ASEAN to play a central role in regional affairs.<\/p>\n<p>US Vice President Mike Pence, the US representative at these summits, has <a href=\"https:\/\/www.washingtonpost.com\/opinions\/mike-pence-the-united-states-seeks-collaboration-not-control-in-the-indo-pacific\/2018\/11\/09\/1a0c330a-e45a-11e8-b759-3d88a5ce9e19_story.html?utm_term=.b5b399bafdbe\">reiterated<\/a> his call for a free and open Indo-Pacific and assured the region that the US \u2018is here to stay\u2019. In an interview this week, Pence <a href=\"https:\/\/www.washingtonpost.com\/news\/josh-rogin\/wp\/2018\/11\/13\/pence-its-up-to-china-to-avoid-a-cold-war\/?utm_term=.12e89393ea41\">remarked<\/a> that it was up to China to avoid \u2018an all-out cold war\u2019 and that it needed to \u2018fundamentally change its behaviour\u2019 for that to happen.<\/p>\n<p>Arguably the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-11-14\/u-s-backed-quad-quietly-gains-steam-as-way-to-balance-china\">most important meeting<\/a> of this fortnight, even though it doesn\u2019t feature any leaders directly, is the joint-secretary level meeting of the Quadrilateral Security Dialogue, commonly known as the Quad, comprising US, Australia, Japan and India. This is the third meeting of the Quad, a year after it was revived. It\u2019s being seen as another step towards consolidating the four-way arrangement among \u2018like-minded democracies\u2019 working to preserve a rules-based order in the Indo-Pacific. It\u2019s apparent that the US is very enthusiastic to elevate this engagement to a ministerial or even a foreign-secretary level; however, India, is intent on keeping things low-key for now. At the time of writing, it\u2019s unclear what was discussed at the meeting although it was said to <a href=\"https:\/\/www.thehindu.com\/news\/international\/quad-to-meet-next-week-in-singapore\/article25473104.ece\">focus<\/a> on increasing maritime cooperation and infrastructure projects and development.<\/p>\n<p>On another note, sixteen Asia-Pacific nations <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-Relations\/Asian-leaders-reaffirm-commitment-to-RCEP-trade-talks\">also committed<\/a> to move towards finalising the Regional Comprehensive Economic Partnership agreement, seen as a <a href=\"https:\/\/www.scmp.com\/week-asia\/economics\/article\/2173092\/asia-pacific-leaders-hail-significant-progress-rcep-trade-pact\">\u2018major step down\u2019<\/a> from expectations of it being concluded by year end. Analysts <a href=\"https:\/\/www.japantimes.co.jp\/news\/2018\/11\/14\/business\/16-asia-pacific-nations-eye-2019-conclusion-rcep-trade-deal-delay\/#.W-yUl-gzaUk\">cite<\/a> the difficulty of negotiating a free trading arrangement among the diverse economies of the region in an era of rising protectionism and \u2018tit-for-tat exchanges of higher tariffs\u2019 between the US and China.<\/p>\n<p>Victoria became the first Australian state to <a href=\"https:\/\/www.theaustralian.com.au\/national-affairs\/state-politics\/victorias-bri-deal-with-the-chinese-government-stays-secret\/news-story\/ea3114a4f2aab27ab42fafc8b9adc735\">sign a memorandum of understanding<\/a> to join China\u2019s Belt and Road Initiative, in many ways going against Canberra\u2019s stand on the mega infrastructure project. While the federal government hasn\u2019t welcomed the deal, its <a href=\"https:\/\/www.aspistrategist.org.au\/victoria-signs-up-to-the-bri-what-didnt-they-know-and-when-didnt-they-know-it\/\">criticism has been \u2018low-key\u2019<\/a>; opposition leader Bill Shorten, on the other hand, <a href=\"https:\/\/www.theaustralian.com.au\/national-affairs\/state-politics\/bill-shorten-defends-vic-labors-china-belt-and-road-initiative-deal\/news-story\/af83ac53b511a424d50fb0cba5bbf050\">defended<\/a> the Victorian government\u2019s decision, arguing that the deal wasn\u2019t out of the ordinary. Astonishingly, the Victorian government has refused to divulge the details of the agreement.<\/p>\n<p>Meanwhile, Australian Prime Minister Scott Morrison has, <a href=\"https:\/\/www.afr.com\/opinion\/columnists\/australias-own-pacific-debt-diplomacy-20181111-h17rfk\">according to experts<\/a>, \u2018made one of the most significant Australian policy announcements on the Pacific region in recent history.\u2019 Apart from announcing five new diplomatic missions, expanding defence cooperation and increasing Australian media presence in the region, Morrison <a href=\"https:\/\/www.theaustralian.com.au\/national-affairs\/pm-to-ramp-up-pacific-spend\/news-story\/56664a2856d11629a4e836474f5b7581\">unveiled<\/a> his plan to establish a $2 billion infrastructure finance bank to invest in the development of the Pacific island nations. He also allocated $1 billion to fund Australian businesses in the South Pacific.<\/p>\n<p>Australian Foreign Minister Marise Payne and Trade Minister Simon Birmingham <a href=\"https:\/\/www.smh.com.au\/world\/asia\/revealed-marise-payne-to-visit-china-20181105-p50e5f.html\">visited<\/a> China last week, ending months of diplomatic travel freeze, signifying a thaw in relations between Canberra and Beijing. More importantly, Payne <a href=\"https:\/\/www.sbs.com.au\/news\/marise-payne-raised-uighur-concerns-during-china-meeting\">raised<\/a> the Australian government\u2019s concerns regarding the illegal confinement and human rights abuses of millions of Uighurs in internment camps in Xinjiang with Beijing.<\/p>\n<p>On another note, Jakarta has <a href=\"https:\/\/www.afr.com\/news\/asean-2018-indonesia-fta-could-be-delayed-beyond-election-20181112-h17trf.\">severely objected<\/a> to Canberra\u2019s contemplation of moving the Israeli embassy from Tel Aviv to Jerusalem and has indicated its unwillingness to sign a free trade deal with Australia unless it backtracked from the decision. At the time of writing, Australian Prime Minister Scott Morrison is expected to pursue the matter with Indonesian President Joko Widodo at the EAS.<\/p>\n<p>The White House has <a href=\"https:\/\/www.theguardian.com\/australia-news\/2018\/nov\/06\/trump-names-arthur-b-culvahouse-jr-as-us-ambassador-to-australia\">finally appointed<\/a> Arthur B. Culvahouse Jr. as the top US envoy to Australia, after the position was unprecedentedly kept vacant for two years. Trump\u2019s nominee has largely been welcomed by the political and strategic community in Canberra and has been <a href=\"https:\/\/www.aspistrategist.org.au\/trumps-pick-a-good-fit-for-us-australia-alliance\/\">described<\/a> as a candidate who meets all the attribute requirements from Australia\u2019s perspective.<\/p>\n<p>In other news, the US has <a href=\"https:\/\/economictimes.indiatimes.com\/industry\/energy\/oil-gas\/us-agrees-to-grant-india-waiver-from-iran-sanctions\/articleshow\/66454042.cms\">waived off<\/a> sanctioning India over its import of Iranian oil, even as it re-imposed sanctions on Tehran to pressurise it to end its nuclear program following Trump\u2019s withdrawal from the Joint Comprehensive Plan of Action earlier this year. India has deep economic, strategic and civilizational linkages with Iran and is developing the crucial Chahbahar port, which would enable it to have a critical monitoring station in the eastern Indian Ocean Region. Moreover, it would provide India with another route to Afghanistan, bypassing Pakistan completely and would go a long way in expanding its ties in Central Asia.<\/p>\n<p>On another note, India <a href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/ins-arihant-completes-indias-nuclear-triad-pm-modi-felicitates-crew\/articleshow\/66509959.cms\">successfully trialled<\/a> its first nuclear ballistic missile submarine, INS Arihant, achieving a triad of land, air and sea-based nuclear weapons. However, some experts <a href=\"https:\/\/www.orfonline.org\/expert-speak\/ins-arihant-a-step-closer-to-a-credible-triad-but-not-quite-there-yet-45449\/\">contend<\/a> that India\u2019s lone SSBN did not give it credible deterrent status and thus, the nuclear triad was still some distance away from being truly completed. In an interesting development, India and Indonesia held their <a href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/india-indonesia-launch-their-maiden-naval-exercise\/articleshow\/66607406.cms?utm_source%3Dtwitter_wap%26utm_medium%3Dsocial%26utm_campaign%3Dsocialsharebuttons&amp;from=mdr\">first bilateral naval exercise<\/a>, <em>Samudra Shakti<\/em>, in the Java Sea this week, giving further ballast to their strategic partnership.<\/p>\n<p>An unprecedented <a href=\"https:\/\/www.theguardian.com\/world\/2018\/nov\/14\/sri-lanka-parliament-no-confidence-pm-mahinda-rajapaksa\">constitutional crisis<\/a> in currently underway in Sri Lanka, where Prime Minister Ranil Wikremasinghe was forced out of power by President Maithripala Sirisena last month and replaced by former prime minister, Mahinda Rajapaksa. However, the new prime minister failed to win a confidence motion in the parliament which led Sirisena to call for an election. This week, the country\u2019s supreme court overturned Sirisena\u2019s election announcement and ordered the parliament to resume though it\u2019s unclear how the chaos would be resolved given the deeply fractured polity.<\/p>\n<h3><strong>Significance for Australia<\/strong><\/h3>\n<p>The last fortnight has given Australian policy-makers plenty to think about, particularly about the way in which Canberra should approach Beijing\u2019s dealings with Australian state governments and the apparent disconnect between federal and state imperatives on matters of international engagement. Victoria\u2019s decision to unilaterally sign up to China\u2019s mega infrastructure initiative puts Australia in an awkward position internationally as Canberra\u2019s opposition to the BRI is based on its principled stance on transparency and sustainability. As analysts point out, it\u2019s <a href=\"https:\/\/www.aspistrategist.org.au\/victoria-signs-up-to-the-bri-what-didnt-they-know-and-when-didnt-they-know-it\/\">ironic<\/a> that the details of the Victorian deal are being kept secret from the public.<\/p>\n<p>The Morrison government, in announcing the Pacific investment, has made an unequivocal declaration of its intent to preserve its status as the Pacific nations\u2019 primary friend and supporter, in order to prevent China from taking its spot. In the last few months, the Australian government has made important decisions like proposing to build naval bases at <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/australia-outbids-china-fund-fiji-military-base\">Fiji<\/a> and <a href=\"https:\/\/www.afr.com\/news\/australia-to-build-miltary-base-in-png-20181024-h1716j\">PNG<\/a>, among others, highlighting its very real concerns about Chinese encroachment in Canberra\u2019s backyard.<\/p>\n<p>The latest Quad meeting and ongoing momentum in US-India-Japan ties, offers hope that the arrangement will consolidate into a meaningful forum for these nations to work towards achieving their shared interest of a free, stable, secure and rules-based order in the Indo-Pacific region. Scott Morrison\u2019s <a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/pm-narendra-modi-meets-australian-counterpart-scott-morrison-in-singapore\/articleshow\/66618869.cms\">first meeting<\/a> with Indian Prime Minister Narendra Modi also generated much interest and policy-makers on both ends would be hoping for an increased momentum in bilateral and multilateral cooperation between both countries.<\/p>\n<p>The Sri Lankan constitutional crisis is a matter of great concern for Canberra given the island-nation\u2019s highly strategic location in the Indian Ocean Region. Australia would hope for a speedy and peaceful resolution of the crisis.<\/p>\n<p>Marise Payne and Simon Birmingham\u2019s successful visit to China and a thaw in bilateral relations between Canberra and Beijing are welcome developments from Canberra\u2019s perspective. It was important for Australia to raise its voice on the Uighur issue and now even more important to follow up on it with Beijing.
