The biggest development came in the form of US Vice President Mike Pence\u2019s <a href=\"https:\/\/www.bbc.com\/news\/world-asia-46247446\">announcement<\/a> that Washington would join Canberra in upgrading the Lombrum military base on Manus Island in Papua New Guinea. Speaking on the sidelines of the APEC summit in Port Moresby, Pence emphasised Washington\u2019s aim \u2018to protect sovereignty and maritime rights in the Pacific islands\u2019, providing the first tangible enshrinement of the Trump administration\u2019s Indo-Pacific strategy.<\/p>\n<p>Additionally, Australia, New Zealand, Japan and the US <a href=\"https:\/\/www.theaustralian.com.au\/national-affairs\/australia-to-fund-major-electricity-internet-rollout-in-png\/news-story\/9fed74403bf3339651bfd93f8012ac37\">signed a deal<\/a> to fund a massive multi-billion dollar electricity and internet cable rollout initiative in PNG. Both these developments are being seen as part of a US-led pushback against China\u2019s attempts to create debt traps in the Pacific region through its Belt and Road initiative. On another note, Tonga and Vanuatu <a href=\"https:\/\/www.abc.net.au\/news\/2018-11-27\/the-secret-documents-china-and-vanuatu-signed-at-apec\/10557438\">signed<\/a> memorandums of understanding with China to join the BRI, joining ranks with Samoa, Fiji, Niue and PNG.<\/p>\n<p>US-China <a href=\"https:\/\/edition.cnn.com\/2018\/11\/16\/politics\/xi-pence-cold-war-apec-intl\/index.html\">rivalry<\/a> was at full display at the APEC summit, where Chinese President Xi Jinping and Mike Pence outlined \u2018opposing visions\u2019 for the world-order; while Xi spoke of the importance of global cooperation, Pence stated that the US wouldn\u2019t back down on trade negotiations until China \u2018changes it ways\u2019. For the first time in APEC\u2019s history, its members couldn\u2019t agree on a <a href=\"https:\/\/edition.cnn.com\/2018\/11\/18\/world\/apec-summit-us-china-tensions-no-communique\/index.html\">joint statement<\/a> due to Beijing\u2019s objection to the phrase \u2018unfair trade practices\u2019 which it took to be directed to itself. Tensions were also rife after Chinese officials <a href=\"https:\/\/www.abc.net.au\/news\/2018-11-18\/chinese-officials-create-diplomatic-storm-at-apec\/10508812\">barged their way <\/a>\u00a0into PNG\u2019s Foreign Minister Rimbink Pato\u2019s office to negotiate the phrasing the final communique.<\/p>\n<p>In another part of the Indo-Pacific, geopolitical manoeuvring is dictating the course of events. While last month\u2019s elections turned the tide in New Delhi\u2019s favour with the ousting of the pro-China Abdulla Yameen from presidency, Maldives\u2019s new president Ibrahim Mohamed Solih has quickly moved towards a rapprochement with India. At the time of writing, senior Maldivian cabinet ministers <a href=\"https:\/\/www.livemint.com\/Politics\/xG81BnLnOKjYqKpnU7cBsO\/Maldives-says-wont-play-New-Delhi-against-Beijing.html\">are in New Delhi<\/a>, seeking to get India to invest in key infrastructure projects, lend budgetary support and agree to a more favourable currency swap agreement, stressing that the island-nation\u2019s \u2018India-first policy\u2019 is back on track. India <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-Relations\/India-offers-Maldives-1bn-in-loans-to-help-repay-China-debt\">has offered<\/a> a US$1 billion in loans to Maldives and <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/india-will-help-cash-starved-maldives-make-up-its-budget-deficit\/articleshow\/66836334.cms\">has agreed<\/a> to help make up its budget deficit. It\u2019s also reported that Maldives is <a href=\"https:\/\/www.reuters.com\/article\/us-maldives-politics-china-exclusive\/exclusive-maldives-set-to-pull-out-of-china-free-trade-deal-says-senior-lawmaker-idUSKCN1NO0ZC\">likely to pull out<\/a> of its free trade agreement with China. Indian Prime Minister Narendra Modi <a href=\"https:\/\/www.livemint.com\/Politics\/xG81BnLnOKjYqKpnU7cBsO\/Maldives-says-wont-play-New-Delhi-against-Beijing.html\">made his first visit<\/a> to Male earlier in the fortnight, signifying the warming up of bilateral ties. In other news, India and Singapore <a href=\"https:\/\/www.defensenews.com\/training-sim\/2018\/11\/26\/india-singapore-bolster-intel-sharing-in-wake-of-bilateral-naval-exercise\/\">have signed<\/a> an intelligence-sharing agreement to bolster bilateral defence ties.<\/p>\n<p>Closer home, Shinzo Abe <a href=\"https:\/\/www.abc.net.au\/news\/2018-11-16\/japan-shinzo-abe-darwin-bombing-scott-morrison-prime-minister\/10506538\">became<\/a> the first Japanese prime minister to visit Darwin to honour those who died during its bombing in the Second World War. Abe and Australian Prime Minister Scott Morrison are said to have discussed closer defence ties during the Japanese leader\u2019s two-day visit. Calling Darwin the \u2018nexus that connects the Indian and Pacific Oceans\u2019, Abe emphasised that the city was \u2018a crucial place for the stability and the prosperity to the whole of the Indo-Pacific\u2019.<\/p>\n<p>On another note, Indian President Ram Nath Kovind <a href=\"https:\/\/www.abc.net.au\/news\/2018-11-16\/japan-shinzo-abe-darwin-bombing-scott-morrison-prime-minister\/10506538\">became<\/a> New Delhi\u2019s first head of state to visit Australia, signalling an unprecedented momentum in bilateral ties. The presidential visit coincided with the Australian government\u2019s <a href=\"https:\/\/www.sbs.com.au\/yourlanguage\/hindi\/en\/article\/2018\/11\/22\/australian-government-unveils-road-map-boost-economic-ties-india\">release<\/a> of an India economic strategy, based on the recommendations from former DFAT secretary Peter Varghese\u2019s landmark report unveiled earlier this year. The strategy includes a memorandum of understanding between Austrade and Invest India, increasing the number of direct flights between the two nations and deepening cooperation across a number of sectors.<\/p>\n<h3><strong>Significance for Australia<\/strong><\/h3>\n<p>Policy-makers in Canberra are likely to have breathed a sigh of relief after the last fortnight\u2019s developments. More than anything, this month\u2019s events have shown that the US government\u2019s policy is shaped not by its meteoric president but by an informed national security community which appreciates its alliance commitments. Moreover, this administration has a concrete plan to action its national security strategy outlined in December 2017. US\u2019s announcement of joining Australia in expanding the Manus island base is a welcome development and is more significant for what it symbolises- that Washington is here to stay, despite Donald Trump\u2019s go-it-alone proclivities. Canberra recognises the need for a committed US presence in its backyard if it is to prevent the Chinese juggernaut. China\u2019s bullying tactics as evident at APEC are only going to add to Canberra\u2019s resolve to intensify its pivot towards the Pacific nations.<\/p>\n<p>On the other hand, the deepening geopolitical competition between the US and China is cause for real worry in Canberra. Nonetheless, Vice President Pence\u2019s insistence on a free, fair and open Indo-Pacific region and the US resolve to protect it, will be seen favourably Down Under. While some <a href=\"http:\/\/theconversation.com\/after-apec-us-china-tensions-leave-cooperation-in-the-cold-106448\">say<\/a> that a new cold war \u2018isn\u2019t here yet\u2019, they concur that the geopolitical fault lines drawn at the APEC summit signifies \u2018another worrying step toward a serious rift in the global economy and geopolitics.\u2019<\/p>\n<p>On another note, developments between the Maldives and India are also very favourable from Canberra\u2019s perspective as they offer hope for democratic pushbacks against China\u2019s debt traps in vulnerable nations. Tonga and Vanuatu\u2019s caving into Chinese pressure on the BRI are extremely worrisome for Australia.<\/p>\n<p>Finally, policymakers in Canberra would be satisfied with the current pace and trajectory of Australia-India relations.
