{"id":5204,"date":"2018-12-14T08:00:47","date_gmt":"2018-12-13T22:00:47","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=5204"},"modified":"2018-12-14T09:37:55","modified_gmt":"2018-12-13T23:37:55","slug":"regional-wrap-20","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/regional-wrap-20\/","title":{"rendered":"Regional wrap"},"content":{"rendered":"<p>As talks of a new Cold War between the US and China intensified in the lead up to the G20 summit in Argentina this fortnight, countries in the Indo-Pacific region, as elsewhere, ruminated on how they should strategise for this era of great power competition and more importantly, on where they stand in the grand scheme of things.<\/p>\n<p>The <a href=\"https:\/\/www.theguardian.com\/world\/2018\/dec\/02\/donald-trump-and-xi-jinping-declare-trade-truce-at-g20\">biggest takeaway<\/a> from the summit was the thawing of the trade disputes between China and the US following a dinner between its leaders. The US announced a moratorium on raising tariffs from 10% to 25% for a period of 90 days to allow China time to correct the trade imbalance. In return, China agreed to purchase \u2018a very substantial\u2026 amount of agricultural, energy, industrial, and other product from the United States.\u2019 However, analysts <a href=\"https:\/\/theconversation.com\/g20-summit-bring-a-truce-in-us-china-trade-relations-but-its-likely-to-be-temporary-108017\">see<\/a> little hope for a sustained truce between the two powers, pointing out that tensions in the South China Sea and other areas could lead to a flare up.<\/p>\n<p>In a major development that threatens to derail the thaw in relations already, Canada <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-canada-has-arrested-huaweis-global-chief-financial-officer-in\/?utm_medium=Referrer:+Social+Network+\/+Media&amp;utm_campaign=Shared+Web+Article+Links\">arrested<\/a> the chief financial officer of Chinese telecom giant Huawei, Meng Wanzhou and could possibly extradite her to the US on charges of suspected violation of Iran sanctions. In retaliation, China has detained former Canadian diplomat and senior International Crisis Group advisor Michael Kovrig, and Canadian entrepreneur Michael Spavor. At the time of writing, it\u2019s reported that Wanzhou <a href=\"https:\/\/www.abc.net.au\/news\/2018-12-12\/huawei-cfo-meng-wanzhou-granted-bail-by-canadian-court\/10609240\">has been granted bail<\/a> but the fate of the Canadian nationals remains unclear. Experts <a href=\"https:\/\/www.abc.net.au\/news\/2018-12-13\/second-canadian-missing-in-china-following-arrest-meng-wanzhou\/10615136\">highlight<\/a> that these detentions point to a more assertive Chinese approach to dealing with international disputes under Xi Jinping.<\/p>\n<p>In a first, Japan, India and the US <a href=\"https:\/\/www.japantimes.co.jp\/news\/2018\/12\/01\/national\/politics-diplomacy\/countering-china-japan-india-u-s-leaders-meet-push-open-asia-pacific\/#.XBJRMmgzY2w\">held<\/a> their first trilateral summit meeting at the sidelines of the G20 and called for a free and open regional order in the Indo-Pacific. The meeting was more symbolic than substantive and appeared to send a signal to Beijing as the three leaders reaffirmed their commitment to deepen trilateral cooperation, especially maritime security in the region. Indian prime minister Narendra Modi <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/in-first-ever-trilateral-summit-india-japan-us-focus-on-inclusive-indo-pacific\/articleshow\/66889722.cms\">outlined<\/a> five action points for the grouping- \u2018connectivity, sustainable development, maritime security, disaster relief and freedom of navigation.\u2019 Modi also <a href=\"https:\/\/www.reuters.com\/article\/us-g20-argentina-india-china\/indias-modi-and-chinas-xi-aim-to-build-on-thaw-in-ties-at-g20-meeting-idUSKCN1NX0Q3?feedType=RSS&amp;feedName=topNews&amp;utm_source=twitter&amp;utm_medium=Social\">held<\/a> a bilateral meeting with Xi Jinping, to follow up on the \u2018reset\u2019 momentum of the Wuhan summit earlier this year.<\/p>\n<p>US Defense Secretary James Mattis <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/well-work-everything-out-trust-me-mattis-on-indias-russia-defence-deal\/articleshow\/66945180.cms?from=mdr\">held<\/a> his fourth meeting this year with his Indian counterpart Nirmala Sitharaman to iron out a few pending issues such as India\u2019s purchase of S-400 air missile defence systems from Russia. Mattis remarked that the two sides will \u2018work everything out\u2019 when asked about the possibility of US sanctions on India. He also highlighted India\u2019s crucial role in ensuring peace in Afghanistan.<\/p>\n<p>Interestingly, barely a week after that meeting, Russian defence minister Sergei Shoigu <a href=\"https:\/\/www.mynation.com\/news\/mig-29k-issues-india-discusses-problems-with-russia-defence-minister-pjnw7h\">is in India<\/a> to finalise the S-400 deal and other defence matters. Also, while the Indian air force is <a href=\"https:\/\/www.indiatoday.in\/india\/story\/indian-us-air-force-learn-from-each-other-at-cope-india-2018-1408338-2018-12-13\">currently<\/a> conducting bilateral military exercises with the US airforce, the Indian navy is <a href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/russian-navy-ships-arrive-in-vizag-for-indra-navy-2018-drills\/articleshow\/67071861.cms\">hosting<\/a> its Russian counterpart for naval drills. Significantly, the Indian and Chinese armies\u2019 annual \u2018hand-in-hand\u2019 goodwill military exercises <a href=\"https:\/\/thediplomat.com\/2018\/12\/india-china-resume-annual-hand-in-hand-military-exercise-after-one-year-gap\/\">have resumed<\/a> after a year\u2019s hiatus and are currently underway.<\/p>\n<p>As I write this, Australian foreign minister Marise Payne <a href=\"https:\/\/www.sbs.com.au\/news\/foreign-minister-marise-payne-meets-myanmar-leader-aung-san-suu-kyi\">is in Myanmar<\/a>, where her meeting with its leader Aung San Suu Kyi is under the spotlight. Payne <a href=\"https:\/\/www.sbs.com.au\/news\/marise-payne-urged-to-step-up-at-aung-san-suu-kyi-meeting-in-myanmar\">has been urged<\/a> to assertively take up the Rohingya issue with Suu Kyi and to \u2018step up and show leadership\u2019. In her statement this week, Payne remarked that Australia \u2018is committed to working with Myanmar and regional and other partners towards a long-term and durable solution to the crisis in Rakhine state.\u2019<\/p>\n<p>The US <a href=\"https:\/\/www.adb.org\/news\/united-states-joins-pacific-region-infrastructure-facility?preview=FoAB3eggglcqaIi6covYs00B9rNplCDT11Rf4mrhqB0\">has joined<\/a> the Asian Development Bank\u2019s Pacific Region Infrastructure Facility (PRIF) initiative, joining ranks with Australia, New Zealand, Japan, the European Union and the European Investment Bank and the World Bank Group. It\u2019s <a href=\"https:\/\/postcourier.com.pg\/us-joins-pacific-region-infrastructure-facility\/\">reported<\/a> that the US is going to focus closely on Papua New Guinea and prioritise infrastructure development with aims to electrify almost 70% of rural PNG.<\/p>\n<p>The Sri Lankan constitutional crisis <a href=\"https:\/\/www.bbc.com\/news\/world-asia-46480973\">has worsened<\/a> in the past fortnight. Former prime minister Mahinda Rajapaksa\u2019s abrupt reappointment as the country\u2019s leader last month was met with resistance and he faced two no-confidence motions in the parliament which led President Maithripala Sirisena to dissolve the parliament. Sri Lanka\u2019s supreme court has now passed a ruling declaring the dissolution to be unconstitutional. This week, sacked prime minister Ranil Wickremesinghe won a confidence vote in the parliament; however, president Sirisena is yet to concede to the top court\u2019s decision leading to a possibility of an impeachment proceeding against him.<\/p>\n<p>Closer home, the Australian government <a href=\"https:\/\/www.afr.com\/news\/politics\/australia-to-recognise-jerusalem-as-the-capital-of-israel-20181212-h190nr\">has decided<\/a> to move its Israel embassy from Jerusalem to Tel Aviv, following Washington\u2019s lead. The Morrison government is \u2018cautiously optimistic\u2019 that the move wouldn\u2019t have an impact on the free trade deal in the offing with the Indonesian government, even though Jakarta <a href=\"https:\/\/www.afr.com\/news\/economy\/jerusalem-embassy-how-a-great-fta-deal-became-a-pariah-20181119-h181nv\">has refused<\/a> to sign any deal if Australia moved its embassy to Jerusalem.<\/p>\n<h3><strong>Significance for Australia<\/strong><\/h3>\n<p>Policy-makers, strategic analysts and academics in Australia have been debating Australia\u2019s stakes in this new era of great power rivalry for quite some time now. This fortnight\u2019s events have <a href=\"https:\/\/www.aspistrategist.org.au\/the-new-era-of-great-power-competition%ef%bb%bf\/\">intensified these debates<\/a> and led analysts to realistically ponder the cost of a conflict between the US and China for Australia.<\/p>\n<p>The thaw in US-China trade dispute has brought some much-needed respite to Australian businesses. However, there\u2019s clear recognition Down Under <a href=\"https:\/\/www.afr.com\/opinion\/editorials\/australia-must-manage-its-big-power-relations-20181204-h18oum\">that<\/a> \u2018the deep structural trade tensions between the United States and China cannot be resolved in three months.\u2019 Experts contend that Australia shouldn\u2019t seek to contain China\u2019s legitimate interests in the region but encourage its participation and co-optation within the rules-based order. Ultimately, there is a greater need for Canberra to assume a more pro-active role in regional leadership, symbolised in Australia\u2019s new Pacific pivot.<\/p>\n<p>China\u2019s detention of Canadian nationals is cause for real worry in Canberra as it\u2019s reflective of a more confrontational foreign policy from Beijing and doesn\u2019t bode well for China-US relations. Australia should lobby China to secure the release of the Canadians and facilitate a mutually agreeable compromise between Washington and Beijing to defuse the crisis.<\/p>\n<p>On another note, greater synergies among Australia\u2019s \u2018Quad\u2019 partners is welcome development and Canberra would hope to capitalise on the current momentum in consolidating the four-way arrangement.<\/p>\n<p>Canberra would be hoping for a favourable outcome from Marise Payne\u2019s Myanmar visit in terms of facilitating the safe return and rehabilitation of the Rohingyas currently seeking refuge in Bangladesh.<\/p>\n<p>Washington\u2019s involvement in the PRIF initiative is a positive development from Canberra\u2019s perspective as it reaffirms America\u2019s recently expressed commitment to invest and \u2018stay&#8217; in the region. On the other hand, moving the embassy to Jerusalem, in spite of strategic advice to the contrary, is detrimental to Australian interests.
