The location and the target \u2013 paramilitary police deployed in Kashmir as part of an on-going effort to quell unrest that has\u00a0<a href=\"https:\/\/www.economist.com\/asia\/2017\/05\/25\/indias-kashmir-problem-is-getting-worse\" target=\"_blank\" rel=\"noopener noreferrer\">flared repeatedly<\/a>\u00a0during Modi\u2019s time in office \u2013 were carefully chosen. So too was the bomber,\u00a022-year-old Kashmiri, Adil Ahmad Dar, a young local man\u00a0<a href=\"http:\/\/www.newindianexpress.com\/thesundaystandard\/2019\/feb\/17\/adil-ahmad-dar-diehard-dhoni-fan-turned-pulwama-suicide-bomber-1939908.html\" target=\"_blank\" rel=\"noopener noreferrer\">Indian media say<\/a>\u00a0was harassed and humiliated by Indian security forces during an earlier upsurge of violence in 2016.<\/p>\n<div class=\"article-inner__quote--right\">\n<blockquote><p>&#8220;If Modi acts too rashly, there could also be very serious consequences, up to and including war with Pakistan involving a nuclear exchange.&#8221;<\/p><\/blockquote>\n<\/div>\n<p>Above all, the suicide bombing was intended to undercut Modi\u2019s claim to have successfully deterred Pakistani-based groups \u2013 and their alleged handlers in the Pakistani state \u2013 from carrying out such attacks in India. Soon after 14 February attack, militant group Jaish-e-Mohammed (JeM) \u2013 a group\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-india-kashmir-group-explainer\/explainer-jaish-e-mohammad-the-pakistan-based-militants-at-heart-of-tension-with-india-idUSKCN1Q41IV\" target=\"_blank\" rel=\"noopener noreferrer\">widely thought<\/a>\u00a0to be based in Pakistan and sponsored by elements within the Pakistani state \u2013 claimed responsibility.
