The purchase appears cautious, well-timed, and cost-effective.<\/p>\n<p>Cautious, in that development remains ongoing with a\u00a0<a href=\"https:\/\/www.defensenews.com\/2018\/12\/07\/after-a-couple-months-delay-the-f-35-moves-into-operational-tests\/\" target=\"_blank\" rel=\"noopener noreferrer\">full rate production decision<\/a>\u00a0not likely until late 2019. Singapore\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-singapore-defense-lockheed\/singapore-to-buy-a-few-f-35-jets-eyes-fleet-replacement-idUSKCN1PC2L4\" target=\"_blank\" rel=\"noopener noreferrer\">plans to sign<\/a>\u00a0a contract about then.<\/p>\n<p>Well-timed, in that\u00a0it means Singapore will buy the\u00a0<a href=\"https:\/\/www.dote.osd.mil\/pub\/reports\/FY2018\/pdf\/dod\/2018f35jsf.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">fully-developed<\/a>\u00a0F-35 version, the Lot 15, Block 4 Standard. Any F-35s bought before then will need upgrading to that standard; most of Australia\u2019s F-35s, those delivered and on order,\u00a0<a href=\"http:\/\/www.defense-aerospace.com\/articles-view\/feature\/5\/194043\/fully-74-of-export-f_35s-delivered-until-2024-are-obsolete.html\" target=\"_blank\" rel=\"noopener noreferrer\">will need upgrading<\/a>.<\/p>\n<p>And cost-effective, as Singapore will be buying as US annual\u00a0<a href=\"https:\/\/www.everycrsreport.com\/files\/20180423_RL30563_1156a27683086f2b263f11843b14a5de7d407be6.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">production rate peaks<\/a>, usefully pushing acquisition costs down.<\/p>\n<p>The limited numbers and the F-35\u2019s attributes suggest that Singapore will use its new F-35s in combination with\u00a0<a href=\"https:\/\/www.ainonline.com\/aviation-news\/defense\/2015-12-02\/upgrade-singapores-f-16-fleet-goes-ahead\" target=\"_blank\" rel=\"noopener noreferrer\">its F-16<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.defensenews.com\/air\/2017\/07\/12\/boeing-completes-deliveries-of-f-15sg-jets-to-singapore\/\" target=\"_blank\" rel=\"noopener noreferrer\">F-15 fleets<\/a>.
