One of the most significant developments this fortnight, nonetheless, is the renewed call for US President Donald Trump\u2019s <a href=\"https:\/\/www.nytimes.com\/2019\/09\/25\/us\/politics\/ukraine-transcript-trump.html?action=click&amp;module=Spotlight&amp;pgtype=Homepage\">impeachment<\/a>, after it was revealed that he asked Ukrainian President Volodymyr Zelensky to investigate alleged corruption charges against former US Vice-President and Democratic presidential rival Joe Biden and his son Hunter in return for additional American aid, among other requests. The White House has released the transcript of the phone call between Trump and Zelensky, which reveals that Trump did make those requests, and which analysts say lays solid grounds for impeachment, <a href=\"https:\/\/foreignpolicy.com\/2019\/09\/25\/why-ukrainegate-is-nothing-like-russiagate-trump\/\">unlike<\/a> the Mueller investigation into the Trump campaign\u2019s collusion with Russia in 2016. The prospects of an impeachment casts a shadow over Trump\u2019s engagements at the UNGA and on the sidelines.&nbsp; <\/p>\n\n\n\n<p>In his speech at the UN, Trump <a href=\"https:\/\/www.smh.com.au\/world\/north-america\/donald-trump-and-scott-morrison-in-lockstep-on-need-to-rein-in-china-on-trade-20190925-p52ulm.html\">called<\/a> for an overhauling of China\u2019s status as a \u2018developing\u2019 country, a day after Australian Prime Minister Scott Morrison made that call while addressing the Chicago Institute of Global Affairs. Morrison, <a href=\"https:\/\/www.theguardian.com\/australia-news\/2019\/sep\/24\/australian-pm-says-china-must-step-up-on-climate-change-as-newly-developed-nation\">referring<\/a> to China as a newly developed nation, also called for it to do more on climate issues by reducing emissions. He remarked, \u2018Having achieved this status, it is important that China\u2019s trade arrangements [and] participation in addressing important global environmental challenges, with transparency in their partnerships and support for developing nations, reflect this new status and the responsibilities that go with it as a world power\u2019. Morrison met Trump at the White House earlier in the week and was best <a href=\"https:\/\/www.smh.com.au\/world\/north-america\/scott-morrison-grins-and-bares-it-as-donald-trump-goes-rogue-20190921-p52tin.html\">described<\/a> by a journalist from the <em>Sydney Morning Herald<\/em> as \u2018looking like a hostage on happy pills\u2019.<\/p>\n\n\n\n<p>Another important <a href=\"https:\/\/www.ndtv.com\/india-news\/pm-modi-trump-bilateral-meeting-pm-modi-us-president-donald-trumps-joint-statement-highlights-2106589\">bilateral meeting<\/a> in New York this week, was that\nwhich took place between Trump and Indian Prime Minister Narendra Modi. An\nexpected trade deal between the US and India could not materialise, adding a\ndampener to Modi\u2019s visit, along with Trump making further albeit qualified\noffers of mediation on Kashmir. The <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-49788492\">\u2018Howdy, Modi!\u2019<\/a> event organised by the Indian diaspora in\nHouston, which Trump and many other politicians attended last week, was a\nhighlight nonetheless and will go down as a high watermark in the history of\nUS-India ties. <\/p>\n\n\n\n<p>Another critically <a href=\"https:\/\/indianexpress.com\/article\/world\/quad-to-meet-foreign-ministers-of-india-us-japan-and-australia-6019411\/\">important development<\/a>, taking place at the time of writing, is the meeting of the Quad nations, the US, Japan, India and Australia, at the foreign ministerial level, which is a remarkable elevation of its status given that even until late last year, India had been reluctant to go beyond joint secretary level talks. \u2018This proves the Quad\u2019s many naysayers wrong, and [holds up] the validity of a bottom-up slowly-slowly approach, second time around\u2026\u2019as Euan Graham <a href=\"https:\/\/www.afr.com\/world\/asia\/quad-talks-on-indo-pacific-future-given-greater-status-in-new-york-20190922-p52tpq\">puts<\/a> it. Ian Hall believes that it\u2019s a reflection of deepening US-India ties. <\/p>\n\n\n\n<p>Moving away from the goings on in the US for a moment, the Solomon\nIslands and Kiribati switched their diplomatic ties from Taiwan to the People\u2019s\nRepublic of China, in what\u2019s being seen as a major victory for Beijing. Beijing\n<a href=\"https:\/\/www.abc.net.au\/news\/2019-09-18\/solomon-islands-cuts-ties-with-taiwan-in-favour-of-china\/11524118\">promised<\/a> $730 million in aid to the Solomon Islands in\nexchange for the recognition. As Michael Shoebridge <a href=\"https:\/\/www.aspistrategist.org.au\/solomon-islands-and-kiribati-switching-sides-isnt-just-about-taiwan\/\">points<\/a> out, the switchover is much more than just\nabout China-Taiwan rivalry and signifies China\u2019s growing reach in the South\nPacific, motivated by geo-economic and strategic calculations. <\/p>\n\n\n\n<p>On a side note, India <a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/india-announces-12-million-grant-for-pacific-island-states\/articleshow\/71286204.cms?from=mdr\">has promised<\/a> $12 million to Pacific island\nstates to be used for development projects, pointing to a desire to build\ninfluence and aligning with Canberra\u2019s vision of more Indian involvement in the\nSouth Pacific. <\/p>\n\n\n\n<p>Meanwhile, in another corner of the Indo-Pacific, the navies of India,\nSingapore and Thailand held a <a href=\"https:\/\/theprint.in\/opinion\/india-singapore-thailand-navy-exercise-is-delhis-chance-to-one-up-china-in-bay-of-bengal\/294152\/\">trilateral exercise<\/a> in the Andaman sea, signalling\nIndia\u2019s multi-pronged approach and strategy to build its strategic heft in the\nIndo-Pacific. <\/p>\n\n\n\n<p><strong>Significance for Australia<\/strong><\/p>\n\n\n\n<p>Prime Minister Morrison\u2019s visit to the US has been largely positive. His\nremarks on China elicited approval and praise from Trump. At the time,\nCanberra\u2019s <a href=\"https:\/\/www.sbs.com.au\/news\/australia-accused-of-global-anti-china-campaign-as-scott-morrison-tours-the-us\">been branded<\/a> as the country leading an\nanti-China global campaign, by a \u2018high level\u2019 Chinese delegation touring\nAustralia. At the same time, Shadow Foreign Minister Penny Wong, in <a href=\"https:\/\/www.abc.net.au\/radio\/programs\/pm\/penny-wong-questions-australias-role-in-the-us-china-trade-war\/11543854\">a speech<\/a> in Indonesia, has urged Australia to do more\nto prevent the ongoing US-China trade war from causing harm to the region. She\nsaid that Canberra must not be <a href=\"https:\/\/www.smh.com.au\/world\/asia\/penny-wong-says-australia-must-not-be-a-spectator-in-us-china-contest-20190923-p52u3m.html\">\u2018a spectator in US-China contest\u2019<\/a> and should prevent the region from\nbecoming a theatre for great power rivalry, striving to build a multipolar\nworld instead. <\/p>\n\n\n\n<p>Reflecting on the Morrison-Trump camaraderie, few can match the\neloquence of Graeme Dobell who <a href=\"https:\/\/www.aspistrategist.org.au\/morrison-pulls-the-macarthur-manoeuvre-on-the-donald\/\">writes<\/a>, \u2018The trick for Morrison is to embrace Trump\nbut not the Trump worldview; no easy feat when basking in the ceremonial hoopla\nWashington is so good at.\u2019<\/p>\n\n\n\n<p>The Quad is well and truly alive. The unexpected elevation of ties among\nQuad nations is an extremely important and positive step in fulfilling\nAustralia\u2019s vision of a free and open Indo-Pacific built on partnerships among\nlike-minded countries. It signifies a growth in trust among these four\ndemocracies as well as growing convergence on matters of common interest. <\/p>\n\n\n\n<p>On the other hand, Canberra will take a bleak view of the Solomon Islands and Kiribati\u2019s switching of allegiances and the way in which China appears to be buying their recognition. Marshall Islands is <a href=\"https:\/\/www.reuters.com\/article\/us-taiwan-diplomacy-marshall\/marshall-islands-shows-support-for-taiwan-after-neighbors-favor-china-idUSKBN1WA0YT\">said to be next<\/a> to hop onto the bandwagon, leaving Taiwan with very few friends in the region. As Shoebridge remarks, perhaps it\u2019s time for Australia to think about building direct working links between Australian and Taiwanese defence and security officials.
