Perhaps the most important\ndevelopment was the re-internationalisation of the Kashmir problem, which was <a href=\"https:\/\/news.un.org\/en\/story\/2019\/08\/1044401\">discussed<\/a> at the UN\nSecurity Council after more than five decades as a result of India\u2019s revocation\nof the special status of Indian-administered Jammu and Kashmir earlier this\nmonth. While the China-led call for a formal UNSC statement on Kashmir fell\nflat with the majority of the powers calling it a bilateral dispute between\nIndia and Pakistan, New Delhi has <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/any-talks-with-pak-now-will-only-be-on-pok-rajnath-singh\/articleshow\/70729841.cms\">made\nit clear<\/a> that any negotiations with Islamabad henceforth will only relate\nto the parts of Kashmir under Pakistani administration. The erstwhile Indian\nstate continues to be under an almost complete lockdown and the situation on\nthe ground is sombre. Pakistan has downgraded relations with India and the\nPakistani Prime Minister Imran Khan has resorted to nuclear blackmail, warning\nworld leaders of the consequences of an India-Pakistan war. <\/p>\n\n\n\n<p>This year\u2019s Pacific Islands Forum in Tuvalu at the beginning\nof this fortnight didn\u2019t end too well for Australia, with a great deal of\ndisappointment expressed by Canberra\u2019s Pacific neighbours over its watering\ndown of the climate issue in the final communique. In an unusual <a href=\"https:\/\/theconversation.com\/pacific-island-nations-will-no-longer-stand-for-australias-inaction-on-climate-change-121976\">show\nof dissent<\/a>, Pacific island leaders issued an alternative statement, the\nKainaki II Declaration, highlighting their climate concerns and detailing the\nways to mitigate the climate crisis. It calls for all nations to stop using\ncoal in ten years\u2019 time. Australia hasn\u2019t endorsed this declaration as coal is\none of the bedrocks of the Australian economy. The Pacific island countries\nweren\u2019t mollified by Prime Minister Scott Morrison\u2019s announcement of a $500\nmillion package to address climate change in the Pacific, which as analysts <a href=\"https:\/\/theconversation.com\/pacific-island-nations-will-no-longer-stand-for-australias-inaction-on-climate-change-121976\">say<\/a>,\nreveals the simple fact that \u2018Canberra cannot buy off the Pacific\u2019. Of course,\nthe other player in the region is China, which is emerging as an attractive\npartner to these nations, despite the fact that it has the world\u2019s largest\ncarbon footprint. <\/p>\n\n\n\n<p>Canberra has <a href=\"https:\/\/www.abc.net.au\/news\/2019-08-28\/concerns-chinese-communist-party-infiltration-university-review\/11455588\">launched<\/a>\nan investigation into foreign interference at Australian universities, after\nthe past few weeks witnessed violent clashes across Australia between\npro-democracy and pro-China protesters over the democracy movement in Hong Kong.\nThis announcement comes amid rising concerns regarding the Chinese government\u2019s\nopen support to those opposing the pro-democracy demonstrations and amid more\ngeneral worries surrounding China\u2019s interference at universities and its\nattempts to hack into university servers. The newly created taskforce will be\nresponsible for looking into foreign interference in the education sector,\ncyber security and investigating theft of research and intellectual property.\nOn a related note, China <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-08-19\/china-lashes-out-at-taiwan-over-hong-kong-asylum-offer\">slammed<\/a>\nTaiwan over its offer of asylum to Hong Kong protesters last week.<\/p>\n\n\n\n<p>Speaking of Australia\u2019s rising concerns vis-\u00e0-vis China, Australian\ncitizen and writer Yang Hengjun, who has been under Chinese detention for\nmonths, has <a href=\"https:\/\/www.abc.net.au\/news\/2019-08-28\/china-warns-australia-not-to-interfere-in-yang-hengjun-case\/11455804\">been\ncharged<\/a> with committing espionage by Beijing. Australian Foreign Minister\nMarise Payne clarified this week that Yang was not a spy and has urged China to\nrelease him. China, on the other hand, has warned Australia to stay away from\nthe matter. Experts have asked the Australian government to consider issuing an\nappropriate travel advisory to Australian citizens travelling to China in light\nof the growing risks of arbitrary detention. <\/p>\n\n\n\n<p>Prime Minister Morrison <a href=\"https:\/\/www.aspistrategist.org.au\/morrison-bolsters-bilateral-ties-while-avoiding-china-rhetoric-in-vietnam\/\">visited<\/a>\nVietnam this fortnight, where both sides reviewed their strategic partnership\nand agreed to focus on three priority areas: economic engagements, strategic\nand defence ties, and knowledge and innovation partnerships. The visit was also\nsignificant as it came amid Vietnam\u2019s rising tensions with China and immediately\nfollowed this month\u2019s US-Australia-Japan joint statement criticising China for\nits aggression in the South China Sea. However, Morrison refrained from making\nany strong statements on China during his visit even in the face of China\u2019s <a href=\"https:\/\/www.scmp.com\/news\/china\/military\/article\/3021680\/beijing-starts-military-exercise-disputed-south-china-sea\">military\nexercises<\/a> in the disputed waters a week earlier. Meanwhile, the US has <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/US-and-ASEAN-to-hold-first-joint-naval-drills-near-South-China-Sea\">announced<\/a>\nits decision to conduct military drills with ASEAN in the Gulf of Thailand in\nearly September. <\/p>\n\n\n\n<p>This fortnight also witnessed a further <a href=\"https:\/\/www.nytimes.com\/2019\/08\/28\/business\/japan-south-korea-trade.html\">worsening<\/a>\nof Japan-South Korea relations, which began earlier this month with both\nnations downgrading bilateral trade ties. This week, Seoul has announced its <a href=\"https:\/\/www.nytimes.com\/2019\/08\/22\/world\/asia\/south-korea-japan-intelligence.html\">decision\nto end<\/a> its intelligence-sharing agreement with Tokyo, a move likely to have\na disastrous impact on the US\u2019s hub-and-spokes security framework in the\nIndo-Pacific. This decision has attracted <a href=\"https:\/\/www.ft.com\/content\/13514146-c9af-11e9-a1f4-3669401ba76f\">strong\ncriticism<\/a> from the Pentagon, emphasising that \u2018the only winners in the\nJapan and Korea feud are our competitors.\u2019 <\/p>\n\n\n\n<p>India has <a href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/appointment-of-cds-will-boost-indias-national-security-and-power-projection-capabilities\/articleshow\/70718489.cms\">announced<\/a>\nthe creation of the post of the Chief of Defence Staff, acting upon a long-held\nrecommendation by policy analysts and practitioners. Though the exact nature of\nthe role is yet to be determined, it marks a step in the right direction,\naccording to most observers. <\/p>\n\n\n\n<p><strong>Significance for Australia<\/strong><\/p>\n\n\n\n<p>The most significant outcome of the UNSC discussion of\nKashmir, from an Australian strategic perspective, is China\u2019s almost\ndisproportionate reaction to what is at best a bilateral matter between India\nand Pakistan. It shows that Beijing is extremely sensitive to even a remote\npossibility of Indian assertiveness vis-\u00e0-vis its boundary disputes, even in\nthe face of Indian reassurance that the recent constitutional changes do not\nhave a bearing upon Chinese-administered Kashmir. Moreover, the entire episode\nreeks of Chinese hypocrisy where Beijing complains about other countries\neffecting constitutional changes in their own territories whereas China\u2019s doing\nthe same to challenge other countries\u2019 sovereignty rights in the South China\nSea. Furthermore, an autocratic China admonishing a democracy for human rights\nviolations peaks in irony. &nbsp;<\/p>\n\n\n\n<p>Australia\u2019s spat with Pacific island leaders at the recently\nconcluded PIF augurs badly for Morrison\u2019s signature policy of the Pacific Step\nUp. The Pacific island countries\u2019 issuance of an alternative statement is\nreflective of palpable displeasure at what they perceive as Australia\u2019s\ndominance in the region. As an analyst <a href=\"https:\/\/theconversation.com\/pacific-island-nations-will-no-longer-stand-for-australias-inaction-on-climate-change-121976\">puts<\/a>\nit, \u2018\u2026open dissent is a very un-Pacific outcome\u2026\u2019. Clearly, Canberra needs to\ndo a lot more than offer cash to its Pacific neighbours, if it intends to win\ntheir hearts and minds. <\/p>\n\n\n\n<p>On another note, the Australian government\u2019s foray into\ncountering foreign interference within the education sector has generated mixed\nresponses from the security and academic communities. While many in the\nsecurity field welcome the decision citing real worries owing to Chinese\ninterference, academics fear their loss of autonomy. Many say that the\ngovernment\u2019s decisions are warranted but the general climate surrounding such an\nenquiry into university life is bitter, not helped by allusions to this being\ndriven by White Australia sentiments. <\/p>\n\n\n\n<p>Morrison\u2019s visit to Vietnam was also watched with great\ninterest in the region. As analysts point out, Australia\u2019s reticence at calling\nChina out for its poor behaviour has the obvious implication of normalising\nChinese actions in the South China Sea. In the <a href=\"https:\/\/www.aspistrategist.org.au\/morrison-bolsters-bilateral-ties-while-avoiding-china-rhetoric-in-vietnam\/\">words<\/a>\nof Huong Le Thu, \u2018Effective diplomacy includes speaking up when necessary.\u2019 <\/p>\n\n\n\n<p>Also, the dip in Japan and South Korea\u2019s relations present a\nreal worry to Australia as it signifies the weakening of the American alliance\nsystem in the region.
