US President Donald Trump\u2019s in\nfresh trouble after it was <a href=\"https:\/\/www.nytimes.com\/2019\/09\/30\/us\/politics\/trump-australia-barr-mueller.html\">revealed<\/a>\nthat he asked Ukrainian President Volodymyr Zelensky to launch an investigation\ninto his potential 2020 Democratic presidential rival Joe Biden in return for\nadditional aid. The controversy ultimately <a href=\"https:\/\/www.washingtonpost.com\/world\/2019\/10\/03\/foreign-allies-who-gambled-trump-face-big-losses\/\">ballooned<\/a>\nto involve other nations, including Australia, with revelations that Trump\nasked their leaders to dig up dirt on his adversaries. <\/p>\n\n\n\n<p>The Chinese Communist Party\ncelebrated the 70<sup>th<\/sup> anniversary of its rule last week, with a grand\nmilitaristic display and parade, leading analysts to draw <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/china-rolls-out-its-military-firepower-with-emphasis-on-cold-war-style-nuclear-might\/2019\/10\/01\/243d5302-e168-11e9-be7f-4cc85017c36f_story.html\">Cold\nWar analogies<\/a> again. As Rory Medcalf <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/china-rolls-out-its-military-firepower-with-emphasis-on-cold-war-style-nuclear-might\/2019\/10\/01\/243d5302-e168-11e9-be7f-4cc85017c36f_story.html\">points<\/a>\nout, \u2018China accuses others of Cold War thinking. But this is Cold War acting\u2026\u2019 Meanwhile,\npro-democracy protests in Hong Kong to mark the 70<sup>th<\/sup> anniversary\nturned violent and were met with police fire in which at least one person got\ninjured. Hong Kong leader Carrie Lam <a href=\"https:\/\/apnews.com\/ec4972c4c35a486e89acb12586cb62ef?utm_campaign=SocialFlow&amp;utm_source=Twitter&amp;utm_medium=AP\">has\nwarned<\/a> that China could be forced to take a military option to suppress the\npro-democracy protests in the city unless the situation improves. &nbsp;<\/p>\n\n\n\n<p>In a surprising but welcome\ndevelopment, the US Secretary of State Mike Pompeo has <a href=\"https:\/\/twitter.com\/SecPompeo\/status\/1181654413913534464?s=20\">&nbsp;announced<\/a> visa restrictions on Chinese\ngovernment and members of the Chinese Communist Party believed to be involved\nin the repression of Uighurs and other Muslim minorities in Xinjiang. The US <a href=\"https:\/\/timesofindia.indiatimes.com\/world\/china\/us-blacklists-28-chinese-entities-over-abuses-in-xinjiang\/articleshow\/71486017.cms\">has\nalso blacklisted<\/a> 28 entities accused of perpetrating human rights\nviolations and abuse in Xinjiang. The blacklisted companies include tech\ncompanies and other businesses, 18 public security bureaus and a police college.\n&nbsp;<\/p>\n\n\n\n<p>China-India relations have been on\nan especially rocky footing in recent months. This fortnight began with India <a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/india-objects-to-chinas-reference-to-jk-and-ladakh-at-unga\/articleshow\/71347273.cms\">objecting\n<\/a>to Chinese Foreign Minister Wang Yi\u2019s statements on Jammu and Kashmir and\nLadakh at the United Nations General Assembly. Even as India prepares to\nwelcome Chinese President Xi Jinping for an <a href=\"https:\/\/www.thehindu.com\/news\/national\/chinese-presidents-india-visit-on-track-confirms-official\/article29614733.ece\">\u2018informal\u2019\nsummit<\/a> with Prime Minister Narendra Modi in Mamallapuram on 11<sup>th<\/sup>\nOctober, the Chinese government issued a <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/sino-indian-defence-row-ahead-of-modi-xi-summit\/articleshow\/71448620.cms\">strong\nobjection<\/a> against India\u2019s Him-Vijay military drills in Arunachal Pradesh (which\nChina claims as its own). New Delhi, on the other hand, <a href=\"https:\/\/indianexpress.com\/article\/india\/china-on-kashmir-lockdown-india-pakistan-6055722\/\">protested\nagainst<\/a> a statement made by the Chinese ambassador to Pakistan, in which he\naffirmed China\u2019s backing of Pakistan on Kashmir (which goes against Beijing\u2019s\nformal position). No surprises then that, the summit <a href=\"https:\/\/twitter.com\/China_Amb_India\/status\/1181792208011198464?s=20\">was\nconfirmed<\/a> at the very last minute. <\/p>\n\n\n\n<p>Nitin Pai <a href=\"https:\/\/theprint.in\/opinion\/xi-jinping-narendra-modi-mamallapuram-indian-army-him-vijay-military-exercise\/302541\/\">notes<\/a> that Xi has little tangible benefit to derive from\nhis visit: India has refused to join the Belt and Road Initiative, has not been\nforthcoming on allowing Chinese companies to build its 5G equipment and\nnetwork, and has been resisting participation in the Regional Comprehensive\nEconomic Partnership (RCEP). <\/p>\n\n\n\n<p>This week Xi has meetings with the\nleaders of Pakistan, India and Nepal and analysts <a href=\"https:\/\/foreignpolicy.com\/2019\/10\/08\/one-belt-one-south-asia-xi-jinping-china-pakistan-india-nepal-belt-and-road-cpec-kashmir-imran-khan\/\">say<\/a>\nthat it indicates the growing importance of South Asia to the Chinese\npresident\u2019s signature BRI plans. <\/p>\n\n\n\n<p>Amid the ongoing rift in\nSino-Indian ties, there are <a href=\"https:\/\/t.co\/8C6jXZl8U2?amp=1\">reports<\/a>\nthat Bhutan may be close to formalising a boundary settlement with China, which\nwould recognise the \u2018holding line\u2019 as the international border, thereby\nenabling Beijing to consolidate disputed territories it had illegally occupied.\nHowever, these rumours have been <a href=\"https:\/\/twitter.com\/TenzingLamsang\/status\/1181170306154520576?s=20\">rubbished<\/a>\nby a leading Bhutanese journalist, who claims that \u2018Bhutan will not make any\nmoves to hamper Indian security\u2019 and that any negotiation that Thimphu enters\ninto with Beijing will be done in <a href=\"https:\/\/twitter.com\/TenzingLamsang\/status\/1181397520410267648?s=20\">close\nconsultation<\/a> with New Delhi. <\/p>\n\n\n\n<p>Bangladesh\u2019s Prime Minister Sheikh\nHasina visited India last week to further consolidate bilateral ties. In what\nturned out to be a very successful four-day visit, India and Bangladesh <a href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/india-bangladesh-sign-mou-to-set-up-a-coastal-surveillance-system-radar-in-bangladesh\/articleshow\/71457316.cms\">concluded<\/a>,\namong other agreements, a Memorandum of Understanding allowing New Delhi to set\nup a coastal surveillance system radar in Bangladesh. India has built such\nsurveillance systems in island states of Maldives, Seychelles and Mauritius and\nis planning one in Myanmar. <\/p>\n\n\n\n<p>Moving on to another part of the\nIndo-Pacific, North Korea <a href=\"https:\/\/www.nytimes.com\/2019\/10\/06\/world\/asia\/north-korea-us-nuclear-talks.html\">has\nrefused<\/a> a US offer for another round of negotiations later this month after\nthe latest talks, which took place last weekend in Stockholm, <a href=\"https:\/\/www.nytimes.com\/2019\/10\/05\/us\/politics\/trump-north-korea-nuclear.html?module=inline\">stalled<\/a>\nwithin a few hours. Last weekend, officials from the US and North Korea met in\nthe Swedish capital after more than 8months to discuss the ending of\nPyongyang\u2019s nuclear program. But the North Korean representatives complained\nthat their US counterparts had come \u2018empty-handed\u2019 and didn\u2019t have anything\nsubstantial to offer. Analysts are nonetheless, <a href=\"https:\/\/www.aspistrategist.org.au\/a-partial-north-korean-nuclear-agreement-is-better-than-none-at-all\/\">hopeful<\/a>\nof \u2018some sort of limited accord emerging in the coming months.\u2019 <\/p>\n\n\n\n<p>Closer to home, Australian Prime\nMinister Scott Morrison <a href=\"https:\/\/www.lowyinstitute.org\/publications\/2019-lowy-lecture-prime-minister-scott-morrison\">addressed<\/a>\na gathering at the Lowy Institute in Sydney last week in which he, in the <a href=\"https:\/\/www.abc.net.au\/news\/2019-10-08\/scott-morrisons-trump-alliance-signals-foreign-policy-shift\/11579578\">words<\/a>\nof Tony Walker, \u2018redefined Australian policy in a way that represented a\ndistinct contrast with that of his predecessors\u2026 (and)\u2026brought Australia\u2019s\nworldview home with a thud\u2026\u2019 Morrison used <a href=\"https:\/\/www.abc.net.au\/news\/2019-10-04\/scott-morrison-takes-jab-at-united-nations-during-lowy-lecture\/11572804\">the\nveiled reference<\/a> of \u2018negative globalism\u2019 to attack the UN for its criticism\nof Australia\u2019s climate change policy, adding that he didn\u2019t want to see an\n\u2018unaccountable international bureaucracy\u2019 dictate terms to independent\ngovernments, including Australia\u2019s. <\/p>\n\n\n\n<p>Commentators and members of the\nOpposition criticised the vision outlined in Morrison\u2019s speech as \u2018inward-looking\u2019\nand that of a <a href=\"https:\/\/www.afr.com\/policy\/foreign-affairs\/do-we-want-to-be-a-little-australia-20191007-p52y9q\">\u2018little\nAustralia\u2019<\/a>, and steeped in nationalism of the Donald Trump-sort. <\/p>\n\n\n\n<p>Morrison also reiterated a\nstatement he\u2019d made at the UNGA last month about China being a developed\neconomy, adding that he meant it as a compliment and not criticism. On keeping\na balance between Canberra\u2019s ties to Washington and Beijing, Morrison remarked,\n\u2018By rejecting the binary narrative of their strategic competition and instead\nvaluing and nurturing the unconflicted benefit that can arise from our close\nassociation with both, we don\u2019t have to choose.\u2019 <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Significance for Australia<\/strong><\/h3>\n\n\n\n<p>Plenty of takeaways for\npolicymakers this fortnight. The overarching one though, is the fact that this\nis a well and truly an age of disruption and uncertainty. Donald Trump may or\nmay not be impeached, but the ongoing controversy as well as Trump\u2019s <a href=\"https:\/\/www.nytimes.com\/2019\/10\/07\/us\/politics\/trump-turkey-syria.html?module=inline\">decision<\/a>\nto allow Turkish forces to a free rein in north-eastern Syria (betraying the\nKurdish militia) doesn\u2019t augur well for global confidence in America\u2019s power\nand credibility.<\/p>\n\n\n\n<p>&nbsp;And since Australia\u2019s relations with the US is\nmore than just about \u2018a hundred&nbsp; years of\nmateship\u2019, what the world thinks of America matters to us. Juxtapose that against\na growingly revisionist Chinese state which acts in ways contrary to\nAustralia\u2019s values and vision for a free and open region, and we\u2019re in trouble.\nThat\u2019s why Prime Minister Morrison\u2019s <a href=\"https:\/\/www.afr.com\/policy\/foreign-affairs\/morrison-s-high-praise-for-india-is-a-hedge-against-china-20191004-p52xl6\">invocation<\/a>\nof the value of building close relationships with countries such as Japan and\nIndia in his Lowy speech is significant. Canberra realises that we need\nlike-minded friends with common interests in the region. <\/p>\n\n\n\n<p>The recent worsening of Sino-Indian\nties is prominent. But Canberra would be aware that problems between China and\nIndia aren\u2019t new- they\u2019re embedded in the relationship. The upcoming Xi-Modi\nvisit would be keenly watched from Down Under- because India\u2019s stance on the\nBRI, 5G and RCEP all matter to Australia. Perhaps the RCEP is one issue on\nwhich Canberra shares ground with Beijing but it\u2019s very much on the same page\nwith New Delhi where the BRI is concerned. On 5G, Australia hopes that India would\nmake a sensible decision but so far, New Delhi\u2019s been giving mixed signals. <\/p>\n\n\n\n<p>Finally, the strengthening of\nIndia-Bangladesh ties would be viewed favourably by Australia. Especially, the\nestablishment of a coastal surveillance radar system is significant as it would\nallow New Delhi greater oversight over China\u2019s movements in the Indian Ocean\nRegion and allow for better responses to transnational crime on the seas.
