{"id":6492,"date":"2019-10-24T12:00:21","date_gmt":"2019-10-24T02:00:21","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6492"},"modified":"2019-10-24T10:21:30","modified_gmt":"2019-10-24T00:21:30","slug":"regional-wrap-37","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/regional-wrap-37\/","title":{"rendered":"Regional wrap"},"content":{"rendered":"\n<p>The past fortnight saw plenty of action in the Indo-Pacific.\nThe most relevant, from an Australian perspective, was <a href=\"https:\/\/www.nytimes.com\/2019\/10\/16\/world\/australia\/china-tulagi-solomon-islands-pacific.html\">news<\/a>\nthat China may be leasing the island of Tulagi from the Solomon Islands. Last\nweek, it was revealed that a Chinese company, closely tied to the Chinese\nCommunist Party, has signed a secret deal to secure exclusive development\nrights on Tulagi and surrounding waters. The revelation has, understandably, <a href=\"https:\/\/www.afr.com\/politics\/federal\/china-lease-for-solomons-island-sparks-alarm-in-canberra-20191017-p531n9\">renewed<\/a>\nAustralian and American concerns that Beijing may be planning to build a\nmilitary base in the South Pacific even though some experts have <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/rumblings-along-federal-fault-line-solomon-islands\">raised\ndoubts<\/a> on whether the leasing of the island to the Chinese company is possible.\n<\/p>\n\n\n\n<p>This development comes weeks after the Solomon Islands\nofficially established diplomatic relations with the People\u2019s Republic of\nChina, severing its ties to Taiwan. Earlier this month Solomon Islands\u2019 Prime\nMinister Manasseh Sogavare <a href=\"https:\/\/www.reuters.com\/article\/us-china-solomonislands\/china-solomon-islands-sign-deals-under-new-diplomatic-ties-idUSKBN1WO0DD\">visited<\/a>\nBeijing where the Pacific Island nation signed up to China\u2019s Belt and Road\nInitiative, as well as other agreements on education and economic cooperation. <\/p>\n\n\n\n<p>On a related note, Pacific leaders congregated at the\nChina-Pacific Islands Forum in Samoa this week have <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/as-china-builds-pacific-ties-local-leaders-demand-more-on-climate-20191022-p532xk.html\">called\non<\/a> Beijing to do more to tackle the \u2018climate change crisis\u2019. The Pacific\nIslands Forum\u2019s Secretary General Dame Meg Taylor remarked, \u2018China, as the\nworld\u2019s largest economy, can be an important ally for the Pacific region\u2026by\ntaking a lead in escalating its ambition level and its commitments under the\nParis Agreement- a valuable opportunity to demonstrate commitment to addressing\nour region\u2019s greatest threat.\u2019<\/p>\n\n\n\n<p>Meanwhile, Washington has announced its very own Pacific <a href=\"https:\/\/www.abc.net.au\/radio-australia\/programs\/pacificbeat\/us-pacific-pledge\/11622670\">pivot<\/a>,\nofficially called the \u2018Pacific pledge\u2019 to \u2018step up its partnership efforts\u2019 and\ndedicated to promote \u2018sound, just and responsive\u2019 governance in the region. <\/p>\n\n\n\n<p>Australian Prime Minister Scott Morrison <a href=\"https:\/\/www.brisbanetimes.com.au\/world\/asia\/morrison-uses-jakarta-visit-to-meet-jokowi-and-smooth-beijing-ties-20191020-p532dz.html\">visited<\/a>\nIndonesia last weekend to attend President Joko Widodo\u2019s inauguration of his\nsecond term in office. The two sides discussed free trade, counter-terrorism\ncooperation, Papua, and Indonesia\u2019s new capital during the brief visit. The\nAustralian prime minister also reassured Jokowi and received confirmation that\nthe proposed Australia-Indonesia free trade agreement would be concluded by the\nend of the year. <\/p>\n\n\n\n<p>However, it was Morrison\u2019s <a href=\"https:\/\/www.theaustralian.com.au\/nation\/politics\/jokowi-visit-soothes-tensions\/news-story\/67393394d65a9529878640a526b6886e\">side-meeting<\/a>\nwith Chinese Vice-President Wang Qishan, that was the highlight of his time in\nJakarta. The two sides sought to clear the air amid elevating temperatures\nfollowing recent statements made by Australian leaders, including Morrison\u2019s\nremarks at the United Nations, in which he\u2019d referred to China as a \u2018developed\neconomy\u2019. Morrison emerged from the meeting and announced that the discussion\nincluded the \u2018full gamut\u2019 of Australia-China relations and that \u2018there is a\nvery clear understanding of where Australia is coming from, (and) our\ncommitment to the relationship.\u2019<\/p>\n\n\n\n<p>Earlier this fortnight, Australian Home Affairs Minister\nPeter Dutton had made a <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/dutton-takes-aim-at-chinese-communist-party-for-hostile-conduct-20191011-p52zsm.html\">scathing\nstatement<\/a> calling the Chinese Communist Party out for its hostile\nactivities such as influencing university students, intellectual property theft\nand cyber-attacks, actions that are \u2018inconsistent\u2019 with Australian values.\nDrawing a clear distinction between China the country and the Chinese people on\nthe one hand and the Chinese Communist Party on the other, Dutton emphasised\nthat his attack was targeted at the latter. Reacting sharply to Dutton\u2019s\ncomments, the Chinese embassy in Canberra issued a <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/dutton-takes-aim-at-chinese-communist-party-for-hostile-conduct-20191011-p52zsm.html\">statement<\/a>\nreiterating that \u2018\u2026his malicious slur on the Communist Party of\nChina\u2026constitutes an outright provocation to the Chinese people\u2019, thereby\nequating the CCP with the Chinese people. <\/p>\n\n\n\n<p>Dutton\u2019s remarks come amid heightened Australian concerns\nregarding the Chinese government\u2019s activities Down Under. A University of\nQueensland student, Drew Pavlou, <a href=\"https:\/\/www.theguardian.com\/world\/2019\/oct\/23\/queensland-student-sues-chinese-consul-general-alleging-he-incited-death-threats\">has\nsued<\/a> the Chinese Consul-General in Brisbane, Dr Xu Jie, over allegedly\ninciting death threats against him after he led an anti-China protest over Hong\nKong at the university campus a few months ago. Pavlou has sought a retraction\nof the diplomat\u2019s comments along with an apology. <\/p>\n\n\n\n<p>Chinese President Xi Jinping visited India on the 11-12<sup>th<\/sup>\nof October and participated in yet another \u2018informal\u2019 summit with Indian Prime\nMinister Narendra Modi at Mamallapuram near Chennai. As Yogesh Joshi argues,\nthere were four <a href=\"https:\/\/www.washingtonpost.com\/politics\/2019\/10\/22\/xi-jinping-narendra-modi-met-again-this-month-here-are-things-know-about-sino-indian-relations\/\">main\ntakeaways<\/a> from the summit: no agreement to resolve border disputes; some\nprogress on issues relating to Kashmir and Pakistan; some breakthroughs on\ntrade, particularly, India\u2019s softening stance on the Regional Comprehensive\nEconomic Partnership (RCEP); and India\u2019s firm refusal to join the Belt and Road\nInitiative. Overall though, it\u2019s hard to <a href=\"https:\/\/indianexpress.com\/article\/opinion\/columns\/narendra-modi-xi-jinping-meeting-india-china-relation-jammu-kashmir-6063189\/\">disagree<\/a>\nwith C Raja Mohan that such informal summits are \u2018\u2026inadequate to cope with the\nrange of structural tensions that have enveloped the bilateral relationship-\nfrom Kashmir to trade and multilateral challenges.\u2019<\/p>\n\n\n\n<p>On a sidenote, even though there are signs that India may be\n<a href=\"https:\/\/www.livemint.com\/news\/india\/staying-out-of-rcep-trading-bloc-will-only-isolate-india-piyush-goyal-11570729929896.html\">warming\nup<\/a> to RCEP, the deal is far from sealed, as far as India is concerned. The\nRCEP ministerial meeting held earlier this fortnight in Bangkok was <a href=\"https:\/\/www.livemint.com\/politics\/policy\/rcep-group-india-fail-to-reach-a-common-ground-11570985600417.html\">inconclusive<\/a>\nas India\u2019s negotiating hard on market access, investment and e-commerce. The\nnext (which, it\u2019s hoped, would be the final) ministerial is scheduled for the 1<sup>st<\/sup>\nof November.<\/p>\n\n\n\n<p>President Xi also <a href=\"https:\/\/indianexpress.com\/article\/opinion\/columns\/china-nepal-xi-jinping-international-relations-security-diplomacy-6069020\/\">visited<\/a>\nNepal, the first Chinese President to do so in decades. Nepal is on the\nfrontlines of the Sino-Indian battle for influence in New Delhi\u2019s\nneighbourhood; it\u2019s been an enthusiastic supporter of the BRI and has slowly\nedged away from India\u2019s influence. Importantly, Nepal shares the longest\nboundary with Tibet, and is thus of immense strategic value to China. &nbsp;<\/p>\n\n\n\n<p>At the time of writing, it\u2019s being reported that a US Congressional\nsubcommittee has concluded a hearing on the human rights situation in South\nAsia. The hearing witnessed sharp statements by US Congress men and women on\nthe dire human rights conditions in Kashmir which has been under a lockdown for\nalmost 3 months following India\u2019s revocation of its autonomy in August this\nyear. Though noting India\u2019s secular and democratic credentials, State\ndepartment officials <a href=\"https:\/\/twitter.com\/DevirupaM\/status\/1186651730815012864?s=20\">expressed\nconcerns<\/a> about the rights of Muslims elsewhere in India too, and particularly\nunder the proposed National Citizens Register in the state of Assam, which\ncould see millions of Muslims become stateless. Pakistan was also heavily\ncriticised at the hearing for its treatment of minorities and harsh blasphemy\nlaws. <\/p>\n\n\n\n<p>Speaking of Pakistan, the Financial Action Task Force last week <a href=\"https:\/\/www.dw.com\/en\/pakistan-avoids-fatf-black-list-gets-stern-warning\/a-50870561\">decided<\/a> to keep Islamabad on the grey list, with a warning and a deadline fixed for February next year within which it needs to end all support to terrorists. This is <a href=\"https:\/\/www.washingtonpost.com\/politics\/2019\/10\/22\/xi-jinping-narendra-modi-met-again-this-month-here-are-things-know-about-sino-indian-relations\/\">being seen as<\/a> a small positive deriving from the Xi-Modi summit as there was a real concern that China could veto this decision. \u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Significance for Australia<\/h3>\n\n\n\n<p>Plenty to think about, this fortnight, for Australian\npolicymakers. The prospects of a Chinese military base in the South Pacific has\nbeen worrying Australia (and the US) for over a year now (ever since the\nrumours about a Chinese base in Vanuatu spread last year). Even though experts\nare sceptical about whether the entire island could be leased out, they <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/rumblings-along-federal-fault-line-solomon-islands\">admit<\/a>\nthat \u2018the project might (still) go ahead in some form\u2019 especially if the\nChinese company in question is able to secure funding. However, there are\nchances that the venture could backfire on China as it risks getting caught up\nin local politics. <\/p>\n\n\n\n<p>Nonetheless, China\u2019s intentions are clear- it seeks to be a\nplayer in the South Pacific for the long haul. <\/p>\n\n\n\n<p>Scott Morrison\u2019s meeting with the Chinese Vice President may\nhave helped in lowering temperatures but the more systemic problems emerging in\nSino-Australian relations are unlikely to go away that easily. Especially, the CCP\u2019s\ntactics to brand any criticism of itself as a criticism of the Chinese people, allegedly\nborne out of racism on Australia\u2019s part, are deeply troubling. This became\napparent in the whole saga surrounding the investigation into Australian MP\nGladys Liu\u2019s <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/gladys-liu-s-beijing-confession-deepens-dispute-over-loyalty-20190911-p52qec.html\">links<\/a>\nwith the United Front department of the CCP, which the Chinese government\ncriticised as racist. <\/p>\n\n\n\n<p>As Michael Shoebridge <a href=\"https:\/\/www.aspistrategist.org.au\/the-chinese-communist-partys-confected-outrage-machine\/\">puts<\/a>\nit, \u201cThe \u2018hurt feelings\u2019 of Chinese people is merely a subtext of the Chinese\nCommunist Party\u2019s core narrative, carrying resonances of the century of\nhumiliation.
