The budget reveals more about serious fiscal problems that face the PNG government. Managing debt is a priority and <a href=\"https:\/\/www.theaustralian.com.au\/nation\/politics\/png-played-on-china-fear-for-442m-bailout\/news-story\/812aff2cafe0551cf49b2e1a5a389b41\">significant reforms<\/a> are anticipated. The controversial \u2018tuition fee free\u2019 education policy is to be abolished. There will be a concerted effort to promote participation in the Seasonal Workers\u2019 Program and the Pacific Labour Scheme. The budget papers show that the 1 billion kina (AU$440 million) concessional loan to be provided by the government of Australia is instead of a proposed loan from the Development Bank of China. This <a href=\"https:\/\/www.abc.net.au\/news\/2019-11-25\/australia-440-million-loan-to-png-completely-unrelated-to-china\/11734146\">contradicts previous claims<\/a> by the Australian government that the budget support arrangement was nothing to do with countering Chinese influence in the region. Details of this loan are being kept secret by the Australian government. This has prompted serious concerns in relation to transparency.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Major floods in Majuro, Marshall Islands<\/strong><\/h4>\n\n\n\n<p><a href=\"https:\/\/www.japantimes.co.jp\/news\/2019\/11\/29\/asia-pacific\/marshall-islands-floods\/#.XeWdH5MzZ0s\">Major\nfloods<\/a> have affected Majuro atoll in Marshall Islands. The flooding event\nwas caused by a large swell coming from an unexpected direction that coincided\nwith a (not abnormal) high tide. The worst of the flooding caused the road to\nthe international airport to be cut off for a period of time. <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/404386\/over-200-evacuate-as-ocean-swells-flood-majuro-atoll\">More\nthan 200 people had to be evacuated<\/a> from their homes and relocated to\nemergency shelters set up by the Red Cross. There does not appear to have been\nany structural damage caused to homes and other buildings. However, many people\nin the capital have been faced with cleaning up debris washed into their\nproperties by the flooding. Majuro atoll has an estimated elevation of 3 metres\nabove sea level. Flooding is a major concern, especially during the king tide\nseason which normally runs from January to March each year. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Tonga\nby-election in Pohiva\u2019s constituency<\/strong><\/h4>\n\n\n\n<p>Tonga\nhas conducted a by-election for the seat held by the <a href=\"https:\/\/www.abc.net.au\/news\/2019-09-12\/tongas-prime-minister-akilisi-pohiva-dies\/11504638\">late\n\u2018Akilisi Pohiva<\/a>, who was the previous Prime Minister. The seat was won by\nthe late PM\u2019s son, Sioasi Pohiva. Mr Pohiva is new to politics, if not to the\naffairs of government. He defeated Netatua Pelesikoti Taufatofua <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/404395\/akilisi-pohiva-s-son-wins-by-election-by-16-votes\">by\nonly 16 votes<\/a>, in an election that saw only 53% of the eligible voters take\nplace. Mr Pohiva has said that he sees the need to continue to reform the\npolitical system in Tonga. Whilst he does not want to see the nobles\u2019 seats in\nParliament removed, he feels that the amount of power they continue to hold <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/404461\/political-reform-driver-for-tonga-s-newest-mp\">should\nbe reduced<\/a>. The win brings the number of PTOA members to eight. They form\nthe opposition in the Tongan parliament. The government is made up of nine\nindependent MPs who govern in coalition with the nobles.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Parties differ when it comes to the next independence\nreferendum in New Caledonia<\/strong><\/h4>\n\n\n\n<p>Parties in New\nCaledonia have different viewpoints on the next referendum on independence. The\npeople of New Caledonia will <a href=\"https:\/\/www.france24.com\/en\/20191011-new-caledonia-to-hold-second-independence-referendum-in-2020\">go\nto the polls in 2020<\/a> for a second time to determine if they wish to remain\na part of France or become independent. The Labour Party boycotted the <a href=\"https:\/\/www.sbs.com.au\/news\/after-165-years-of-french-colonisation-new-caledonia-s-kanaks-could-win-independence?\">vote\nin 2018<\/a> describing it as \u2018a farce\u2019. Now <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/404649\/new-caledonia-s-labour-party-undecided-over-referendum\">they\nhave stated they will wait<\/a> until after municipal elections in March of next\nyear to determine how they will participate in the next referendum if at all. Their\nmain concern is with the position of the larger Front de Lib\u00e9ration\nNationaliste Kanak et Socialiste (FLNKS). The Labour Party feels that the FLNKS\nhas abandoned its founding principles of achieving independence. There are also\ndivisions on the loyalist side of politics in New Caledonia. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Q and A goes to Suva<\/strong><\/h4>\n\n\n\n<p>The\nABC\u2019s flagship current affairs programme, Q&amp;A, was <a href=\"https:\/\/iview.abc.net.au\/show\/qanda\">broadcast from Suva this week<\/a>. A\npanel made up mainly of Pacific island speakers addressed questions from a\nlarge audience. The show was filmed at the University of the South Pacific\u2019s\nLaucala campus. Climate change featured as a major topic of discussion. A\nquestion on providing migration pathways for people who may be forced to leave\ntheir homes as a result of the impacts of climate change revealed some <a href=\"https:\/\/www.smh.com.au\/culture\/tv-and-radio\/q-and-a-examines-a-phenomenon-afflicting-modern-australia-kiwi-envy-20191203-p53g7q.html?utm_medium=Social&amp;utm_source=Facebook#Echobox=1575305653\">stark\ncontrasts<\/a> between the approaches of the governments of New Zealand and\nAustralia. Other topics that were considered included regulation of fisheries\nin Pacific waters and how to combat high levels of <a href=\"https:\/\/mobile.abc.net.au\/news\/2019-12-03\/q&amp;a-in-fiji\/11756068?pfmredir=sm\">gender-based\nviolence<\/a> in the region.
