It is the <a href=\"https:\/\/dailypost.vu\/news\/dissolution-after-parliament-recess\/article_4a233890-fcff-11e9-a586-ef2f1e9a3b36.html\">last\nsession for this legislature<\/a>. The main order of business is to pass the\n2020 budget. The President will address Parliament during this session. The\ncountry will go to elections in March 2020. Prime Minister Charlot Salwai joins\na small number of ni-Vanuatu prime ministers who have led a government for the\nduration of a full parliamentary term. This indicates the success of the Pele\nAgreement that was signed by leaders of the parties that formed government in\n2016 after the last elections. This was an undertaking that whoever became\nPrime Minister would not be challenged from within the grouping. Although\nParliament has yet to be dissolved, pre-campaigning is already underway and no\ndoubt candidates will be making good use of the Christmas holiday period to\npursue their political causes.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Anti-vaccination\ncampaigner arrested in Samoa<\/strong><\/h4>\n\n\n\n<p>An\nanti-vaccination campaigner has been <a href=\"https:\/\/www.bbc.com\/news\/world-asia-50682881\">arrested in Samoa<\/a>. This\noccurred during a two-day shut down of the country to allow for a mass\nvaccination programme as the country continues to grapple with a measles\nepidemic. The arrest came after Edwin Tamasese described the vaccination\nprogramme as a \u2018killing spree\u2019 in a post to Facebook. Authorities are claiming\nthat the vaccination campaign has been successful, with preliminary numbers\nshowing that around <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/12\/samoa-measles-vaccination-hits-target-cases-rising-191207054344647.html\">89%\nof the population<\/a> has been reached. Meanwhile the death toll has climbed to\n70, with the majority of victims being children under the age of four. The\ngovernment of Samoa appears to be ambivalent as to how much responsibility it\nshould bear for the crisis. The Prime Minister said he had not given any\nthought to the question of compensation when asked about it by the media.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Indonesia elevates relationships with Fiji and Solomon\nIslands<\/strong><\/h4>\n\n\n\n<p>The Foreign Minister of Indonesia has <a href=\"https:\/\/www.thejakartapost.com\/news\/2019\/12\/06\/economy-key-indonesia-raises-sails-south-pacific.html\">met\nwith her counterparts<\/a> from Fiji and Solomon Islands. The meeting took place\non the margins of the 12<sup>th<\/sup> Bali Democracy Forum and prompted\nannouncements of new initiatives to deepen these bilateral relationships.\nIncluded in the talks was a proposal for a preferential trade agreement between\nIndonesia and Fiji. In relation to Solomon Islands, the focus was on economic\ndevelopment and infrastructure. Indonesia has pledged to construct a <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/405154\/solomon-islands-and-indonesia-strengthen-development-co-operation\">multipurpose\narena for futsal<\/a> ahead of the 2023 Pacific Games to be hosted by Solomon\nIslands. This is all part of the \u2018Pacific Elevation\u2019 policy adopted by Jakarta\nto increase its influence in the region. An increased Indonesian presence in\nthe Pacific will be viewed unfavourably by some, who see it as a way of\nwatering down support for self-determination for the people of West Papua.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>COP 25 underway in Madrid<\/strong><\/h4>\n\n\n\n<p>COP\n25 is <a href=\"https:\/\/foreignpolicy.com\/2019\/12\/02\/cop25-united-nations-climate-conference-madrid-europe-trump-paris-agreement\/\">underway<\/a>\nin Madrid. The global meeting is chaired by Chile although the location was\nchanged further to serious civil unrest in that country earlier in the year.\nLeaders and delegations from Pacific island countries will play an important\npart in these negotiations as they have in previous years. However, two of the\nmore well-known voices \u2013 Hilda Heine of Marshall Islands and Enele Sopoaga of\nTuvalu \u2013 are not taking part. Other leaders, including the <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/404787\/cop-25-pacific-nations-demand-greater-commitments\">Ulu\nof Tokelau, Kelihiano Kalolo<\/a> have already made strong statements, levelling\ncriticism against larger, more developed, countries for failing to do enough to\naddress the climate crisis. Pacific delegations are looking for commitments to\ngreater ambition when it comes to cutting emissions and improved access to\nclimate finance as outcomes of this meeting. At the Moana Blue Pacific\npavilion, a number of side events are being held, several with a pronounced\nyouth focus.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Review of Australian aid launched in Canberra<\/strong> <\/h4>\n\n\n\n<p>A <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/foreign-aid-budget-set-for-new-priorities-in-major-review-20191209-p53i46.html\">review of Australian aid<\/a> has commenced in Canberra. The review is the first since 2013. Although the Morrision government has called for public submissions, they have to be submitted by January 31<sup>st<\/sup> 2020 and they are to be no more than five pages in length. The focus of the review will be on aid priorities, including particular areas of activity and where in the world international development assistance should be focused. This comes amid <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/stepping-pacific-expense-pakistani-women-and-girls\">criticisms<\/a> from some that focusing on the Pacific step-up should not come at the expense of supporting development in other places. The aid budget (of AU$4 billion per year) is not part of the review despite numerous calls for it to be increased.
