{"id":6752,"date":"2019-12-13T14:00:51","date_gmt":"2019-12-13T04:00:51","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6752"},"modified":"2023-05-04T14:57:43","modified_gmt":"2023-05-04T04:57:43","slug":"who-is-driving-the-pacific-agenda","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/who-is-driving-the-pacific-agenda\/","title":{"rendered":"Who is driving the Pacific agenda?"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\"><strong>Background<\/strong><\/h4>\n\n\n\n<p>The Pacific region is currently the focus of attention by\nPacific rim powers mainly concerned about their own security and economic\nprospects.&nbsp; The geopolitical situation is\naggravating the challenges faced by many Pacific Islands Countries and\nTerritories (PICTs) such as the dual threats caused by the climate and\nNoncommunicable Disease (NCD) crises, and chronic shortcomings in education and\nskills development.&nbsp; Furthermore, despite\ngood evidence of the limitations of the neoliberal ideology and practice, these\npolicies continue to dominate the development agenda in the Pacific region. <\/p>\n\n\n\n<p>So, the natural question is \u2018Who is driving the agenda?\u2019<\/p>\n\n\n\n<p>Pacific Island Forum Leaders have embraced regionalism as\nthe key to overcoming their common challenges and enhancing prospects for\neconomic development and prosperity for all.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThe expression of a common sense of identity and purpose, leading progressively to the sharing of institutions, resources, and markets, with the purpose of complementing national efforts, overcoming common constraints, and enhancing sustainable and inclusive development within Pacific countries and territories and for the Pacific region as a whole.\u201d (PIF 2017)<\/em><\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>In 2014, leaders of the Pacific Islands Forum endorsed a Pacific Vision calling for a region of peace, harmony, security, social inclusion, and prosperity, so that all Pacific people can lead free, healthy, and productive lives.&nbsp; In 2017 Forum Leaders endorsed the \u201cBlue Pacific\u201d identity as the core driver of collective action to advance this vision.&nbsp; The Blue Pacific seeks to re-capture the collective potential of the region\u2019s shared stewardship of the Pacific Ocean based on an explicit recognition of its shared \u201cocean identity\u201d, \u201cocean geography\u201d, and \u201cocean resources\u201d (PIF 2019).<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>The\nleaders\u2019 vision for the region is noble but unattainable due in large measure\nto capacity constraints, lack of resources and chronic concerns about loss of\nautonomy.&nbsp; Nonetheless, the vision\nprovides the broad framework for development.&nbsp;\n<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Dual Crises<\/strong><\/h4>\n\n\n\n<p>Without a doubt the climate crisis threatens the lives and\nlivelihoods of Pacific people.&nbsp; Access to\nclean water and nutritious food will become even more difficult for people of\nthe Small Islands Developing States (SIDS) as salt water inundation, sea level\nrise, coral bleaching and loss of habitats aggravates fragile and precarious\nenvironments. The sea provides 80% of the protein for people of the\nPacific.&nbsp; The 2018 IPCC Report suggests\nthat 70-90% of the world coral reefs are expected to die when the air temperature\nreaches 1.5 degrees Celsius.&nbsp; When coral\nreefs are destroyed, the food chain for many in the Pacific region is\ncompromised.&nbsp; A likely response is that\npeople will turn to imported highly processed food and sugar sweetened\nbeverages.<\/p>\n\n\n\n<p>The climate crisis alters the social and economic\ndeterminants of health and is likely to have a <a href=\"http:\/\/www.lancetcountdown.org\/2019-report\/\">profound negative impact<\/a>\non the health of children, in particular.&nbsp;\nMost health care facilities in the Pacific are located along the coast, leaving\nthem exposed and extremely vulnerable to the damage caused by severe weather\nevents.&nbsp; Most of the facilities do not\nmeet acceptable building codes.&nbsp; The cost\nof \u2018climate proofing\u2019 health care facilities is prohibitive for most PICTs.&nbsp; <\/p>\n\n\n\n<p>Despite the visible and strong vocal advocacy by Pacific\nleaders at the global UNFCCC process for enhanced and ambitious actions to\nreduce the harmful greenhouse gases (GHG), most PICTs are ill prepared for the\nnegative impacts of the climate crisis, especially in the health sector.&nbsp; It is clear that PICTs need to design and\nimplement better adaptation and mitigation measures for their countries\nalongside global advocacy to reduce GHG emissions.&nbsp; The investment needed is likely to be significant.<\/p>\n\n\n\n<p>NCDs such as diabetes and heart disease cause three out of\nfour deaths in the Pacific. These conditions are fuelled by a pipeline of risk\nfactors such as high levels of smoking, unhealthy diets and reduced levels of physical\nactivity. &nbsp;These conditions cause\nconsiderable personal costs such as blindness and kidney and heart failure. &nbsp;Furthermore, the full impact of these\nconditions on health care systems and economies is yet to be fully realised.&nbsp; The <a href=\"https:\/\/ncdalliance.org\/sites\/default\/files\/resource_files\/NCD%20Roadmap%20Report.pdf\">Pacific\nNCD Roadmap<\/a> is a world first policy instrument developed by the Pacific\nCommunity and regional partners at the request of Pacific Ministers of Finance\nand Health.&nbsp; Seventeen PICTS have\nintroduced measures recommended by the Roadmap such as increases in tobacco and\nalcohol taxes.&nbsp; There are encouraging\nsigns in many PICTs of action being taken to prevent and control NCDs, but the\nimpact of these interventions remains limited.&nbsp;\nThe Pacific region also lacks the resources needed to effectively tackle\nNCDs.&nbsp; Access to funds for national and\nregional interventions remain a top priority.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Skills for the\nWorkplace<\/strong><\/h4>\n\n\n\n<p>The Pacific region must also address the challenges of a\nyouthful population especially in Melanesian countries. &nbsp;Results from the SPC <a href=\"https:\/\/www.spc.int\/updates\/news\/2019\/08\/family-support-and-early-childhood-education-programmes-improve-pacific-island\">Pacific\nIslands Literacy and Numeracy Assessment<\/a> (PILNA) surveys show that Pacific\nyoung people are not achieving expected literacy and numeracy skills.&nbsp; Year 4 and Year 6 boys in particular are\nlagging behind the girls. Deficiencies in literacy and numeracy is the start of\na cohort of young people without the necessary skills for the work place.&nbsp; As a result, PICTs lack the necessary skills\nfor economic development. Policy instruments deigned to address these gaps are\noften poorly funded and not fully implemented. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Opportunity \u2013 The\n2050 Strategy<\/strong><\/h4>\n\n\n\n<p>This year, Pacific Island Forum Leaders agreed to develop a the 2050 Strategy for the region.
