{"id":6765,"date":"2019-12-18T08:30:31","date_gmt":"2019-12-17T22:30:31","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6765"},"modified":"2023-08-06T19:21:57","modified_gmt":"2023-08-06T09:21:57","slug":"weekly-pacific-bulletin-2","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/weekly-pacific-bulletin-2\/","title":{"rendered":"Weekly Pacific Bulletin"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/tess-newton-cain\/\">TESS NEWTON CAIN<\/a>\u00a0 |\u00a0 \u00a0<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Bougainville votes for independence<\/h4>\n\n\n\n<p>The\nresults of the Bougainville referendum were <a href=\"https:\/\/www.smh.com.au\/world\/oceania\/bougainville-votes-overwhelmingly-for-independence-from-png-20191211-p53iw6.html\">announced<\/a>\nlast week. After two weeks of polling, verification and counting proceeded\nsmoothly and quickly. The level of participation was high, with 85% of eligible\nvoters casting their votes. The result was overwhelmingly in favour of \u201cBox 2\u201d\nwith 97.7% voting for independence from Papua New Guinea. The Prime Minister, <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/405565\/png-s-marape-conveys-hope-for-unity-with-bougainville\">James\nMarape, travelled to Arawa<\/a> on Friday, where he addressed a crowd of 10,000\npeople amid scenes of celebration. Under the terms of the Bougainville Peace\nAgreement, the result must be ratified by the Parliament of Papua New Guinea.\nBefore that, the governments of PNG and Bougainville will negotiate the terms\nof what will be put forward to the PNG Parliament. The referendum results will have\na lot of influence over what happens in the elections to the next Autonomous\nBougainville Government to be held next year.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">\u2018Nauru 19\u2019 found guilty<\/h4>\n\n\n\n<p>The group\nknown as the \u2018Nauru 19\u2019 have been <a href=\"https:\/\/www.abc.net.au\/news\/2019-12-11\/nauru-19-convicted-of-rioting-on-retrial\/11787512\">found\nguilty<\/a> of offences related to a protest outside Parliament in 2015. The\ncase has been very controversial. Last year, Geoffrey Muecke J was engaged\nspecifically to hear this case and his decision was that the proceedings should\nbe <a href=\"https:\/\/www.theguardian.com\/world\/2018\/sep\/13\/nauru-19-judge-throws-out-case-and-rules-protesters-cannot-receive-a-fair-trial\">stayed<\/a>.\nThat decision was overturned by Nauru\u2019s Court of Appeal and the case was\nrestarted before Daniel Fatiaki J. There have been many <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/404348\/call-for-australia-to-intervene-in-controversial-nauru-19-trial\">concerns<\/a>\nexpressed about the way the case has been run, including that the defendants\ndid not have adequate legal representation, and that there was no consideration\nof granting them bail while they awaited sentence. Three of the original group\nare in Australia, seeking asylum. One of the group, Sprent Dabwido, died\nearlier this year after being denied the opportunity to leave Nauru for medical\ntreatment for a long period of time.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">ACP Heads of Government support investigation of human rights issues in West Papua<\/h4>\n\n\n\n<p>Heads\nof governments from the Africa Caribbean Pacific group have <a href=\"https:\/\/dailypost.vu\/news\/acp-states-call-for-human-rights-situation-in-west-papua\/article_9e25a50a-1ebe-11ea-bd79-375821e25846.html\">passed\na resolution<\/a> calling for an investigation of human rights issues in West\nPapua. The leaders of 79 countries have called on the parties to facilitate a\nvisit by the UN Commissioner for Human Rights to the region. They have also\ncalled for the government of Indonesia to allow foreign journalists to enter\nWest Papua to report on what is happening there. The increased prominence given\nto this issue by leaders of the <a href=\"https:\/\/devpolicy.org\/trying-times-in-tuvalu-20190820\/\">Pacific Islands\nForum<\/a> earlier in the year paved the way for this resolution to be passed at\nthe Heads of Government summit that was held recently in Kenya. This landmark\ndecision, driven by the government of Vanuatu, brings together the largest\nnumber of UN countries to address the question of human rights in West Papua.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">COP 25 concludes amid disappointment<\/h4>\n\n\n\n<p>COP\n25 has concluded in Madrid. There have been mixed responses to what was\nachieved. However, there are several aspects of what happened that have caused\ndisappointment on the part of Pacific participants. The call for greater\nambition when it comes to cutting carbon emissions appears to have gone\nunheeded by the large emitters, including India, Brazil, and the United States.\nDespite extending the period for negotiation, the meeting ended with no\nagreement on rules relating to global emissions trading schemes. In relation to\nloss and damage, there was some progress in the establishment of the <a href=\"https:\/\/www.downtoearth.org.in\/news\/climate-change\/climate-emergency-cop-25-loss-and-damage-fighting-out-in-madrid-68416\">Santiago\nLoss and Damage Network<\/a> and an expert group. However, disagreement about\nthe governance of the Warsaw International Mechanism for loss and damage\nremains unresolved. Australia\u2019s intention to use credits achieved under the\nKyoto agreement to achieve its Paris targets has been <a href=\"https:\/\/www.theguardian.com\/environment\/2019\/dec\/16\/un-climate-talks-australia-accused-of-cheating-and-thwarting-global-deal\">strongly\ncriticised<\/a> by many nations at the COP.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">New faces in Pacific High Commissions<\/h4>\n\n\n\n<p>A\nnumber of new faces will be taking up diplomatic appointments in the Pacific\nislands region as we head towards 2020. For the UK, the new High Commissioner\nto Solomon Islands is <a href=\"http:\/\/www.solomonstarnews.com\/index.php\/news\/national\/item\/22444-new-british-envoy-welcomed\">Dr\nBrian Jones<\/a>, who is also non-resident High Commissioner to the Republic of\nNauru. Dr Jones\u2019 most recent posting was to Freetown, Sierra Leone. He replaces\nMr David Ward, who has been appointed as the <a href=\"https:\/\/www.gov.uk\/government\/news\/change-of-british-high-commissioner-to-samoa-december-2019\">UK\u2019s\nHigh Commissioner to Samoa<\/a>, with the opening of a new post there. Dr Jones will\nbe joined in Honiara by Dr Lachlan Strahan, who has been announced as the new <a href=\"https:\/\/www.foreignminister.gov.au\/minister\/marise-payne\/media-release\/high-commissioner-solomon-islands\">Australian\nHigh Commissioner<\/a>. Dr Strahan was very involved in the negotiations for the\nPACER Plus trade agreement. Australia has also announced that the new High\nCommissioner to Vanuatu will be <a href=\"https:\/\/dailypost.vu\/news\/new-australian-high-commissioner-announced\/article_31bdfdf8-204f-11ea-bf34-b789f6adb32b.html\">Ms\nSarah de Zoeten<\/a>.
