{"id":6772,"date":"2019-12-18T20:43:25","date_gmt":"2019-12-18T10:43:25","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6772"},"modified":"2019-12-19T17:03:37","modified_gmt":"2019-12-19T07:03:37","slug":"regional-wrap-40","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/regional-wrap-40\/","title":{"rendered":"Regional wrap"},"content":{"rendered":"\n<p>The last month of this year, and\nthis decade, has so far been a troubling one. From extensive bush-fires and\nthick smoke <a href=\"https:\/\/www.smh.com.au\/national\/nsw\/no-safe-level-pollution-labelled-a-public-health-emergency-20191215-p53k5d.html\">choking<\/a>\nlarge parts of south-eastern Australia, to concerning constitutional changes and\nviolent <a href=\"https:\/\/www.smh.com.au\/world\/asia\/protests-erupt-as-india-looks-to-block-citizenship-for-muslims-20191210-p53im1.html\">protests<\/a>\nacross India- the past fortnight portends a bleak 2020 for the region.<\/p>\n\n\n\n<p>One of the most important\ndevelopments in the past two weeks was India\u2019s <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-50832325\">passing<\/a> of the\ncitizenship amendment act, which is designed to offer expedited citizenship to \u2018persecuted\nminorities\u2019 belonging to all other religious except Islam, from Pakistan,\nBangladesh and Afghanistan, thus making religion a basis for discrimination.\nThis law, coupled with the <a href=\"https:\/\/theprint.in\/opinion\/modis-new-citizenship-law-will-rip-open-the-wounds-of-partition\/322456\/\">proposed<\/a>\ncreation of the national citizens\u2019 register would potentially strip away\ncitizenship of millions of Muslim immigrants from the region, who have been\nliving in India since 1971. There have been widespread <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-50820412\">protests<\/a> against\nthese actions of the Narendra Modi-led government by students and liberals\nacross India (and largely gaining support internationally), who see this is an\nattempt to change the secular nature of India\u2019s constitution. <\/p>\n\n\n\n<p>More importantly, this bill and the\nwidening streak of illiberalism in India is <a href=\"https:\/\/thediplomat.com\/2019\/12\/modis-new-india-and-the-us-india-relationship-turbulence-ahead\/\">casting<\/a>\na shadow over hopes for a continued alignment of values between New Delhi and\nthe West. Short term, too, India is beginning to suffer from reputational\ndamage. Japanese Prime Minister Shinzo Abe <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/12\/japanese-pm-abe-cancels-india-visit-assam-unrest-191213091925004.html\">cancelled<\/a>\nhis visit to India scheduled for later this week, citing the violent protests\nin Northeast India against the new law (where he was supposed to honour the\nJapanese war heroes of the Second World War). <\/p>\n\n\n\n<p>Moreover, Bangladesh, which is India\u2019s\nclosest friend in the subcontinent today and a proud secular country, has <a href=\"https:\/\/www.indiatoday.in\/india\/story\/bangladesh-india-citizenship-amendment-bill-pak-afghanistan-modi-hasina-1628304-2019-12-14\">expressed<\/a>\nits displeasure over insulting remarks made by Indian politicians, referring to\ntheir neighbour as a \u2018theocratic Islamic\u2019 nation. Bangladeshi foreign and home\nministers <a href=\"https:\/\/www.indiatoday.in\/india\/story\/after-bangladesh-foreign-minister-home-minister-too-cancels-india-visit-amid-anti-cab-protests-1627827-2019-12-12\">cancelled<\/a>\ntheir scheduled visits to India in light of those statements. Clearly, Indian\npolicymakers are sacrificing their long-term strategic goals to score brownie\npoints domestically, as Shekhar Gupta <a href=\"https:\/\/www.youtube.com\/watch?v=gmOfSlxEPBc\">points<\/a> out. Also, as an\nobserver poignantly <a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/view-the-citizenship-amendment-act-poses-goi-a-new-kind-of-diplomatic-challenge\/articleshow\/72780531.cms\">notes<\/a>,\nIndia would worry about the prospect of Islamic countries and the West finding \u2018common\ncause in global platforms\u2019. <\/p>\n\n\n\n<p>On a related albeit a different\nnote, Australia and India <a href=\"https:\/\/dfat.gov.au\/news\/media\/Pages\/third-australia-india-2-2-foreign-and-defence-secretaries-dialogue.aspx\">held<\/a>\ntheir third defence and foreign secretary level \u20182+2\u2019 talks in New Delhi last\nweek, which was deemed to be successful in strengthening bilateral strategic\ncooperation. The annual US-India defence and foreign ministerial 2+2 is\ncurrently underway; as analysts <a href=\"https:\/\/thediplomat.com\/2019\/12\/modis-new-india-and-the-us-india-relationship-turbulence-ahead\/\">note<\/a>,\nthe positive India story is becoming a hard sell in Washington at the moment, the\nIndian delegation have their work cut out. <\/p>\n\n\n\n<p>Moving on, Bougainvilleans <a href=\"https:\/\/www.theaustralian.com.au\/world\/bougainville-votes-to-cut-ties-with-png\/news-story\/41deb9a87429351da32103a94eac8d39\">voted<\/a>\nin record numbers to seek independence from Papua New Guinea last week. The\nvote, while non-binding, has put the onus of the final decision on PNG\u2019s\nparliament- which might have a detrimental snowball effect on other provinces.\nThe result also has significant bearings for Australia, which could be looked\nupon for support by a newly independent Bougainville. As Ben Packham notes,\n\u2018Australia has a strategic interest in ensuring a unified PNG\u2026.\u2019 The path\nforward is full of uncertainty. <\/p>\n\n\n\n<p>In other significant news, Russia\nand China have <a href=\"https:\/\/www.reuters.com\/article\/us-northkorea-usa-un\/china-russia-propose-lifting-of-some-u-n-sanctions-on-north-korea-idUSKBN1YK20W\">proposed<\/a>\nthe lifting of some sanctions on North Korea at the United Nations Security\nCouncil (UNSC) this week, perceivably to encourage dialogue between Washington\nand Pyongyang. However, the US isn\u2019t likely to vote in favour of any such\nresolution, given North Korea\u2019s refusal to denuclearise. Pyongyang, meanwhile,\nhas begun ratcheting up its rhetoric, threatening to resume its nuclear and\nlong-range missile testing lest the US lifted sanctions quickly.<\/p>\n\n\n\n<p>Speaking of the UNSC, China <a href=\"https:\/\/timesofindia.indiatimes.com\/world\/china\/unsc-members-force-china-to-bury-request-for-k-debate\/articleshow\/72861050.cms\">made<\/a>\nits second failed attempt to bring up the issue of Kashmir at the peak\nmultilateral governance body this week. While India refused to be drawn into\nthe controversy citing its non-membership of the UNSC, France and other nations\npushed back on Beijing\u2019s plans by reaffirming that Kashmir was a bilateral\nissue between India and Pakistan, forcing China to withdraw its proposal. As\nper reports, India and China are going to embark on another round of boundary\ntalks beginning this weekend. <\/p>\n\n\n\n<p>Staying on the theme of India-China\nrelations, New Delhi <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/china-on-mind-india-set-to-hand-over-sub-to-myanmar\/articleshow\/72431384.cms?utm_source=twitter.com&amp;utm_medium=social&amp;utm_campaign=TOIMobile\">transferred<\/a>\na diesel-electric submarine to Myanmar to bolster defence cooperation with one\nof the key battlegrounds for Sino-Indian competition for influence in the\nregion. An unintended consequence of India\u2019s decision has been the rousing of\nconcern in Thailand over Myanmar\u2019s growing capability. Bangkok is <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/1811339\/thai-navy-to-monitor-myanmar-sub\">set\nto purchase<\/a> three submarines from China, according to reports. <\/p>\n\n\n\n<p>Japan and South Korea ties <a href=\"https:\/\/thediplomat.com\/2019\/12\/japan-south-korea-hold-export-talks-in-search-of-dispute-solution\/\">continue<\/a>\nto remain strained after talks to ease Tokyo\u2019s restrictions on high-tech\nexports from Seoul failed. Officials say, however, that dialogue is likely to\ncontinue. Japan-South Korean relations have taken a nose-dive in recent months over\ntrade disputes and metamorphosed into strategic downgrades and renewal of\nhistorical animosities. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Significance to Australia<\/strong><\/h3>\n\n\n\n<p>Prime Minister Scott Morrison\u2019s\nabsence from the helm, in the middle of one of the biggest climate emergencies\nin Australia is causing significant consternation Down Under. Not so much his\nphysical absence, but his leadership amid the crisis, as Katharine Murphy <a href=\"https:\/\/www.theguardian.com\/australia-news\/2019\/dec\/18\/scott-morrisons-holiday-is-not-the-problem-his-lack-of-leadership-on-the-bushfires-is\">writes<\/a>.\nAnd also because of his government\u2019s failure to take decisive action to meet\nour Paris emissions target, resorting to <a href=\"https:\/\/www.theguardian.com\/environment\/2019\/dec\/16\/un-climate-talks-australia-accused-of-cheating-and-thwarting-global-deal\">cheating<\/a>\nto manipulate our record at the UN climate meeting in Madrid last week. The\nneed of the hour, <a href=\"https:\/\/www.aspistrategist.org.au\/its-time-for-bipartisan-action-on-climate-change\/\">according<\/a>\nto Robert Glasser, is to \u2018begin building a bipartisan Australian response to\nclimate change\u2019 and to strengthen the resilience of Australian communities.<\/p>\n\n\n\n<p>The Indian government\u2019s recent\nactions will undoubtedly cause discomfort in Canberra, especially ahead of\nMorrison\u2019s visit to New Delhi next month. Australia has issued travel\nadvisories for Australians travelling to India. <a href=\"https:\/\/www.theaustralian.com.au\/nation\/defence\/scott-morrison-to-tighten-defence-ties-with-india\/news-story\/1789f4b9a8cefc8150af81ad84c63506\">Plans<\/a>\nto strengthen strategic and economic ties are well in place, including the conclusion\nof a defence logistics exchange pact, and the potential finalisation of a free\ntrade agreement.
