This will allow\nthe current President, John Momis, to stand for a further term in the upcoming\nelections. Previously President Momis had said that he had no wish to continue\nas President. However, some sections of the community have said they want him\nto continue to provide some continuity in the period of transition after last\nyear\u2019s vote for independence. The issue is <a href=\"https:\/\/postcourier.com.pg\/abg-warned-not-to-amend-current-constitution\/\">contentious<\/a>\nin the wider society. It introduces further potential for confusion into a\nsituation where there is already a lack of clarity about what will happen and\nwhen after the referendum last year. The parliament <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/407204\/bougainville-mps-to-vote-on-key-constitutional-issues-this-week\">has\nadjourned until Tuesday 14<sup>th<\/sup> January<\/a> for the necessary bills to\nbe prepared. If these changes are accepted, they will mean that the\npresidential and parliamentary elections will likely be deferred.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Fiji launches national action plan to address domestic violence<\/h4>\n\n\n\n<p>Fiji has launched a national action\nplan to address the high rates of domestic violence in the country. It is the\nfirst plan of its type. The plan will cover a five-year period. The Ministry of\nWomen, Children and Povery Alleviation will lead on its development. At a press\nconference to launch the plan, Minister Mereseini Vuniwaqa described gender-based\nviolence as a \u2018<a href=\"https:\/\/www.fbcnews.com.fj\/news\/violence-against-women-a-national-crisis\/\">national\ncrisis<\/a>\u2019. She also said that nearly 64% of women and girls in Fiji had been\nvictims of physical or sexual violence. Also at that press conference, Dr\nIfereimi Waqainabete, Minister for Health and Medical Services, noted the\nstrain that gender based violence puts on the public health services. He\nidentified the need to address and challenge social norms about gender,\nincluding rigid stereotypes and \u2018cultural complacency\u2019 as part of how this\nissue can be addressed.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">New Caledonia and Vanuatu finalise trade agreement<\/h4>\n\n\n\n<p>New Caledonia and Vanuatu have <a href=\"https:\/\/dailypost.vu\/news\/new-caledonia-and-vanuatu-meet-to-finalise-free-trade-agreement\/article_25f3c42e-34d8-11ea-bddd-ef796e528fe3.html\">finalised\na trade agreement<\/a> between them. This arrangement has been a key priority of\nthe government of the Prime Minister of Vanuatu, Charlot Salwai Tabismasmas.\nThe Vanuatu Parliament will be dissolved on January 22 ahead of general\nelections in March. However, Salwai will be able to point to the conclusion of\nthis agreement as an achievement of his government as campaigning ramps up.\nThis agreement is a reflection of the close ties between Vanuatu and New\nCaledonia, including by way of well-established people to people links and\nnumerous connections in the business and commercial sectors. Vanuatu is also a\nparty to the Melanesian Spearhead Group Trade Agreement, but New Caledonia is\nnot a member of the group. Similarly, New Caledonia is not a signatory to the\nPacific Agreement on Closer Economic Relations (PACER Plus).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Tsai Ing-Wen retains power in Taiwan<\/h4>\n\n\n\n<p>President Tsai Ing-Wen has been <a href=\"https:\/\/www.theguardian.com\/world\/2020\/jan\/11\/taiwan-re-elects-tsai-ing-wen-as-president-in-clear-message-to-china\">returned\nto power<\/a> in the Taiwanese general elections. The Tsai government has\nadopted a very strong pro-independence position, which is expected to continue.\nRecent moves by China to influence Taiwan\u2019s allies to shift diplomatic\nallegiance have had an impact in the Pacific. During 2019, Solomon Islands and\nKiribati, moved to adopt the \u2018one China principle\u2019 leading to a severing of\ndiplomatic ties by Taipei. Taiwan now has four allies in the region: Marshall\nIslands, Nauru, Palau and Tuvalu. Taiwan provides development assistance to\nthese countries, including by way of scholarships, technical missions, and\ndirect budget assistance. These relationships are important to Taiwan as a way\nof preserving a limited international space. This includes garnering support in\nthe United Nations. We can expect to see Taiwan devoting more diplomatic and\npolitical energy to keeping these relationships intact.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">France puts Pacific countries on a financial blacklist (and removes others)<\/h4>\n\n\n\n<p>France has placed Guam, Fiji, Vanuatu, Samoa and Western Samoa on a <a href=\"https:\/\/dailypost.vu\/news\/france-adds-fiji-vanuatu-guam-and-two-samoas-to-blacklist\/article_41f17296-3584-11ea-bb6d-cf7b4ab0c4ff.html\">financial blacklist<\/a>. Paris has ruled that these countries are not sufficiently compliant when it comes to financial transparency. Their regulatory systems are also considered to be harmful in terms of protecting the global revenue base. In the same announcement, it was revealed that Niue, Nauru and Marshall Islands have been removed from the list. They have agreed to comply with compliance regulations that also apply to France. Vanuatu has also been placed on the European blacklist. Previously the <a href=\"https:\/\/dailypost.vu\/news\/vanuatu-urges-eu-to-assist-members-out-of-black-list\/article_918514ca-1c61-11ea-8882-732689e17f42.html\">foreign minister of Vanuatu<\/a> has complained about the way his country has been treated by larger powers in relation to financial regulatory compliance. Vanuatu\u2019s controversial \u2018citizenship by investment\u2019 programs may have contributed to these decisions.
