Severe weather conditions have affected communities in\nTuvalu, Fiji, Tonga, and Samoa. The weather system peaked at category three\nstrength. In <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/407611\/it-swept-right-over-tuvalu-inundated-by-waves-whipped-up-by-cyclone-tino\">Tuvalu<\/a>,\nthe cyclone coincided with king tides to cause widespread flooding throughout\nthe country. Around 200 people were evacuated and there has been widespread\ndamage to infrastructure. In Fiji, two people are missing. Authorities have\nreported that there has not been extensive damage, although many people were\nforced to seek shelter in evacuation centres. This comes three weeks after\nTropical Cyclone Sarai affected the country. In Tonga, the most severe effects\nwere felt in the <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/407732\/cyclone-tino-3000-without-power-in-tonga-s-ha-apai-group\">Ha\u2019apai\ngroup<\/a> of islands. In Samoa, there have been reports of property damage as a\nresult of strong winds. The government of PNG has pledged 3 million kina (AU$1.2\nmillion) in relief assistance to the affected countries.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Japan plans meeting with regional partners<\/h4>\n\n\n\n<p>The government of Japan is planning\nto meet with officials from the Pacific islands region in April. <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20200119_06\/\">Defence Minister,\nKono Taro<\/a>, is expected to convene this meeting, a first for his ministry. Representatives\nfrom the region will be invited, including the defence ministers of Fiji, Papua\nNew Guinea, and Tonga. Other countries with interests in the region, such as\nAustralia, France and the United States are also expected to attend. The\nmeeting will address the promotion of a \u201cFree and Open Indo-Pacific\u201d. This is\nlargely seen as a push to contain China\u2019s rise in the region, with a particular\nfocus on maritime security. The participants are also expected to discuss how\nto improve ways of working together to respond to natural disasters. Japan has\nincreased its presence in the region recently on other fronts, including the\nopening of an embassy in Vanuatu.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Bougainville work moves ahead<\/h4>\n\n\n\n<p>In Bougainville, there are\nsignificant things happening post last year\u2019s referendum. The first meeting of\nthe <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/407365\/post-referendum-bougainville-consultation-forum-to-meet\">Bougainville\nConsultation Forum<\/a> will be held in Buka on January 23<sup>rd<\/sup>. This\nstarts the process of determining what will be put to the parliament of Papua\nNew Guinea. This is the body that has the final sign-off on the results of the\nreferendum under the terms of the Bougainville Peace Agreement. Meanwhile,\nahead of the elections in Bougainville, the Parliament has voted to change the\nname of the government. What is now known as the Autonomous Bougainville\nGovernment is <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/407735\/support-among-bougainville-mps-for-constitutional-changes-cabinet-minister\">set\nto be renamed as the Bougainville Constitutional Transitional Government<\/a>.\nThe new government will be expected to take forward the negotiations with the\ngovernment of PNG to give effect to the result of the referendum last year. In\nthat vote, the result was overwhelmingly in favour of independence.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Kiribati gains \u2018Approved Destination\u2019 status from China<\/h4>\n\n\n\n<p>Kiribati has been given \u2018Approved\nDestination\u2019 status by China. Just months after Kiribati switched diplomatic allegiance\nfrom Taiwan to China, this announcement has been hailed as an achievement by\nboth governments. It comes further to a visit to Beijing by President Taneti\nMaamu. The government of Kiribati has said that it intends to develop the\nPhoenix Island Protected Area to promote <a href=\"https:\/\/www.abc.net.au\/radio-australia\/programs\/pacificbeat\/kiribati-targets-eco-tourism-to-lure-chinese-market\/11881384\">eco-tourism<\/a>.\nKiribati currently receives 5,000 tourists annually. A recent press release from\nthe office of the Kiribati President (issued via Facebook) has raised concerns\nabout the impact of Chinese propaganda. It painted a very positive picture\nabout religious freedom in China. President Maamu\u2019s office posted photos of the\nPresident of Kiribati attending church in Guangzhou province during his visit.\nMeanwhile a report in <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/china-is-waging-an-aggressive-propaganda-campaign-to-distort-media-landscape-report-warns\/2020\/01\/15\/30fd4d58-374a-11ea-a1ff-c48c1d59a4a1_story.html\"><em>The\nWashington Post<\/em><\/a>has noted the increased focus of activity by\nChina in relation to influencing media in the Pacific.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Chinese Spring Festival marked in Pacific island countries<\/h4>\n\n\n\n<p>Although the Spring Festival has\nyet to commence, there have been numerous events held in Pacific island\ncountries to mark the occasion. The events were used to celebrate longstanding\ndiplomatic relationships in some cases. They also provided opportunities to\nlook back on shared joint achievement and look forward to future areas of\ncooperation. In Fiji, Ambassador Qian Bo said he looked forward to Fiji and\nChina taking their <a href=\"https:\/\/www.fbcnews.com.fj\/news\/fiji-china-relations-continue-to-strengthen-2\/\">comprehensive\nstrategic partnership<\/a> to a new level. In Vanuatu, Ambassador Zhou Haicheng\nannounced that <a href=\"https:\/\/dailypost.vu\/news\/vanuatu-and-china-reflect-on-achievements-reaffirm-relations\/article_2f286098-3b0b-11ea-8149-2701926d9873.html\">China\nwould assist Vanuatu<\/a> in hosting the 51<sup>st<\/sup> meeting of Pacific\nIslands Forum leaders later this year. But it was newly appointed Ambassador to\nTonga, Cao Xiaolin, who stole the show.
