The\nSupreme Court of France <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/408984\/french-court-reinstates-some-tahiti-nuclear-compensation-claims\">recently\nruled<\/a> that a number of compensation claims relating to nuclear testing in\nthe territory should be reinstated. They had previously been thrown out further\nto a change in the law requiring proof of a minimum level of exposure to\nnuclear contamination. The Supreme Court has ruled that this change in the law\ncan only be applied to new claims. A leader of a veterans group has said that\nhe will raise this issue with Macron when he visits. Meanwhile a member of the\nOpposition in the French Polynesian Assembly has renewed calls for France to <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/407674\/renewed-call-on-france-to-clean-up-moruroa\">clean\nup the contamination<\/a> of Morurua atoll. Moetai Brotherson says he has\nwritten to Macron to request the removal of the remnants of nuclear testing.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Melanesian Spearhead Group meets in Fiji<\/h4>\n\n\n\n<p>Senior officials and foreign\nministers of the Melanesian Spearhead Group (MSG) <a href=\"https:\/\/www.fbcnews.com.fj\/news\/fiji-is-to-host-msg-governing-body-meetings\/\">have\nmet<\/a> this week in Fiji. Given that PNG is the current chair of the group,\nthe choice of location is noteworthy. The secretariat has advised it is to tie\nin with the meeting of Pacific Islands Forum Trade Ministers, which is also\nbeing held in Suva. The <a href=\"https:\/\/www.fijitimes.com\/fiji-to-host-msg-governing-body-meetings\/\"><em>Fiji\nTimes<\/em><\/a> reports that the meeting will be attended by all of the full\nmembers (Fiji, the <em>Front de Lib\u00e9ration Kanak et Nationaliste (FLNKS) of New\nCaledonia, <\/em>PNG, Solomon Islands, and Vanuatu) plus Indonesia as associate\nmember. The United Liberation Movement of West Papua (ULMWP) also attended as\nobserver to the group. The main purpose of the meeting is to agree on a budget\nand work plan for the coming year. The group also needs to decide when the next\nLeaders\u2019 meeting will be held, at which Vanuatu will become chair.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Indonesian President visits Australia<\/h4>\n\n\n\n<p>The Indonesian President has\nvisited Australia. President Jokowi Widodo\u2019s visit to Canberra drew protests\nfrom groups who support independence for the people of West Papua. Prominent\nhuman rights lawyer Veronica Koman joined with Amnesty International to call on\nthe government of Australia to raise concerns about <a href=\"https:\/\/www.abc.net.au\/radio-australia\/programs\/pacificbeat\/activists-disappointed-after-indonesian-presidents-visit-to-aust\/11952862\">human\nrights abuses in West Papua<\/a> with the Indonesian President during the visit.\nAt last year\u2019s meeting of Pacific Islands Forum Leaders there was a call for\nIndonesia to facilitate a promised visit to West Papua by the UN High\nCommissioner for Human Rights. Leaders have said that they want to have her\nreport before them to consider at this year\u2019s meeting in August. President\nWidodo has said that Australia and Indonesia should be the <a href=\"https:\/\/www.thejakartapost.com\/news\/2020\/02\/10\/australia-and-indonesia-must-be-partners-in-pacific-development-jokowi.html\">\u2018anchors\u2019<\/a>\nfor development in the Pacific. This comes further to announcements of greater\nPacific engagement on the part of Jakarta last year.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">UN calls on Fiji to guarantee freedom of expression<\/h4>\n\n\n\n<p>The United Nations has called on\nFiji to do more to guarantee freedom of expression. The recommendations came as\npart of the Universal Periodic Review (UPR) process. Fiji has been urged to\nrepeal laws which place restrictions on freedom of expression. They also affect\nthe freedom of the media in that country. Some of these laws are left over from\nthe period between 2006 to 2014, which Fiji was under the rule of a military\nregime. A further matter of concern for the UPR working group is the effects of\nthe <a href=\"https:\/\/www.fijitimes.com\/un-urges-fiji-to-amend-media-industry-development-decree-2010\/\"><em>Media\nIndustry Development Decree<\/em><\/a>. Journalists and publishers in Fiji have\nexpressed concern over the operation of this legislation for a number of years.\nThe report of the UN\u2019s UPR working group was delivered <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/402892\/fiji-urged-by-un-members-to-protect-freedom-of-expression\">at\nthe end of last year<\/a>. Fiji has until February 24<sup>th<\/sup> to respond to\nthe recommendations. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Australia signals a shift on climate policy<\/h4>\n\n\n\n<p>Australia has signalled a possible shift on\nclimate policy. There have been a number of statements and comments from\nleading politicians that indicate that Australia may be looking to change key\naspects of its domestic policy. This includes reports that Australia will take\na <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/australia-will-take-new-emissions-reduction-target-to-glasgow-climate-summit-20200209-p53z4b.html\">new\nemissions targe<\/a>t to the next meeting of the Conference of Parties in\nGlasgow at the end of the year. However, as a member of the Pacific Islands\nForum, Australia is committed to <a href=\"https:\/\/devpolicy.org\/trying-times-in-tuvalu-20190820\/\">developing a\nstrategy<\/a> that commits to net zero emissions by 2050. A draft of this\nstrategy will go to Forum leaders for consideration at their meeting in August.\nPacific leaders will no doubt welcome these moves.
