{"id":6895,"date":"2020-02-13T08:30:00","date_gmt":"2020-02-12T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6895"},"modified":"2020-02-13T14:09:42","modified_gmt":"2020-02-13T04:09:42","slug":"regional-wrap-43","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/regional-wrap-43\/","title":{"rendered":"Regional wrap"},"content":{"rendered":"\n<p>The Indo-Pacific region continued to witness the unfolding\nof the coronavirus pandemic as more and more cases came to light this\nfortnight. The World Health Organization <a href=\"https:\/\/www.nytimes.com\/2020\/01\/30\/health\/coronavirus-world-health-organization.html\">declared<\/a>\na global health emergency earlier this fortnight and has dispatched a team of\nexperts to the disease\u2019s epicentre in China. Many countries have banned flights\nfrom China, while the US, Canada and Australia have banned foreign nationals\ncurrently in or who\u2019ve been to China recently, from crossing their borders. The\nAustralian government has set up a <a href=\"https:\/\/www.abc.net.au\/news\/2020-02-11\/coronavirus-evacuees-on-christmas-island-one-week-from-freedom\/11952942\">quarantine<\/a>\ncentre on Christmas Island for Australian evacuees from the PRC, who would now have\nto spend 14 days there before being allowed to enter the country. <\/p>\n\n\n\n<p>There\u2019s a great degree of <a href=\"https:\/\/edition.cnn.com\/2020\/02\/10\/asia\/wuhan-coronavirus-update-intl-hnk\/index.html\">fear<\/a>\nabout the economic repercussions of the crisis on the Chinese and consequently\nthe world economy. Already, food and essential commodity prices have shot up in\nChina as people are being forced to stay away from work. The China travel ban\nis also likely to hit the Australian economy, particularly the tourism and\ntertiary education sectors. Meanwhile, the Chinese government hasn\u2019t <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/china-not-happy-with-sudden-australian-travel-lockdown-20200204-p53xq2.html\">responded<\/a>\nkindly to Australia\u2019s decision to ban travellers, and is pushing for\ncompensation for its affected citizens. <\/p>\n\n\n\n<p>Some countries such as the Philippines have <a href=\"https:\/\/www.channelnewsasia.com\/news\/asia\/taiwan-china-coronavirus-travel-bans-12422686\">also\nplaced<\/a> bans on flights from Taiwan, in a bid to appease the People\u2019s\nRepublic of China. Taiwan has slammed these nations, citing that it has fewer\nnumbers of confirmed coronavirus cases than some other countries such as\nSingapore, South Korea, Japan and Thailand. In the midst of this crisis too,\nChina\u2019s geopolitical heft continues to determine other countries\u2019 responses. <\/p>\n\n\n\n<p>Several thousands of people <a href=\"https:\/\/time.com\/5782129\/cruise-ship-stranded-coronavirus-fears\/\">are\nstranded<\/a> on cruise ships in different parts of the globe; the plight of the\n3,600 people <a href=\"https:\/\/www.nytimes.com\/2020\/02\/11\/world\/asia\/japan-coronavirus-diamond-princess.html?smtyp=cur&amp;smid=tw-nytimesworld\">aboard<\/a>\nthe Diamond Princess docked in Tokyo is the worst. Around 174 people have\ntested positive so far on the Diamond Princess and Japanese authorities are\nbeing criticised for not being transparent to the passengers about the\nsituation. <\/p>\n\n\n\n<p>Indonesian President Joko Widodo\u2019s successful visit to\nAustralia was the one of the main highlights this fortnight. Building on his\nwarm relationship with Prime Minister Scott Morrison, Jokowi <a href=\"https:\/\/www.abc.net.au\/news\/2020-02-10\/joko-widodo-indonesian-president-addresses-australian-parliament\/11948604\">addressed<\/a>\nthe Australian parliament and called Australia Indonesia\u2019s \u2018closest friend\u2019.\nJokowi also came bearing \u2018gifts\u2019 for Australia: the Indonesian parliament\nrecently ratified the Australia-Indonesia Comprehensive Economic Partnership\nAgreement signed between the two nations last year. As Ben Bland <a href=\"http:\/\/www.lowyinterpreter.org\/the-interpreter\/jokowi-s-canberra-trip-step-ahead-long-road\">points\nout<\/a>, this is a significant marker of progress in bilateral ties as\nIndonesia has traditionally been sceptical about free trade agreements. <\/p>\n\n\n\n<p>The two countries announced initiatives to deepen their\ndiplomatic ties during this visit, including promises to cooperate closely on\ninternational forums on a wide range of issues. There was also a mention of\ninstitutionalising a ministerial level Australia-Indonesia-India trilateral\nstrategic dialogue. <\/p>\n\n\n\n<p>Importantly, Jokowi made a <a href=\"https:\/\/www.abc.net.au\/news\/2020-02-10\/joko-widodo-indonesian-president-addresses-australian-parliament\/11948604\">call<\/a>\nfor Australia and Indonesia to do more to tackle climate change and lower\nemissions, adding that the two nations \u2018needed to become anchors for\nsustainable development and environmental protection across the region.\u2019 <\/p>\n\n\n\n<p>Sri Lankan Prime Minister (and former President) Mahinda\nRajapaksa <a href=\"https:\/\/www.hindustantimes.com\/india-news\/after-holding-talks-with-pm-modi-sri-lankan-premier-mahinda-rajapaksa-visits-varanasi\/story-i0KZDAuw6EGZBGhkqZisFI.html\">visited<\/a>\nIndia this week and held talks with Prime Minister Narendra Modi and Foreign\nMinister Subramanian Jaishankar to explore ways to deepen bilateral ties. Known\nfor his close links to China, Rajapaksa\u2019s visit and amenable stance towards\nIndia are significant indicators of Sri Lanka pursuing a great balancing game\nbetween Beijing and New Delhi. While Rajapaksa spoke of the familial nature of\nSri Lanka\u2019s ties with India, he vigorously <a href=\"https:\/\/www.news18.com\/news\/india\/china-commends-sri-lanka-pm-mahinda-rajapaksas-defence-of-bri-during-his-india-visit-2497661.html\">championed<\/a>\nthe cause of China\u2019s Belt and Road Initiative, emphasising how much his country\nhad gained from it. <\/p>\n\n\n\n<p>At the time of writing, it\u2019s being <a href=\"https:\/\/www.nytimes.com\/2020\/02\/11\/world\/asia\/philippines-united-states-duterte.html\">reported<\/a>\nthat the Philippines has notified the US of its decision to terminate the\nVisiting Forces Agreement. The agreement allows the US to deploy its forces to\nthe Filipino military bases and enables joint military exercises between the\ntwo countries. Analysts fear that this is yet another sign of President Rodrigo\nDuterte\u2019s growing closeness to China and increasing chasm with the US. While\nsome believe that this might be Duterte\u2019s tactic to get the US to back off from\nits sanctions against the Filipino government officials leading its war on\ndrugs operations, others <a href=\"https:\/\/www.nytimes.com\/2020\/02\/11\/world\/asia\/philippines-united-states-duterte.html\">say<\/a>\nthat \u2018this time he seems intent on bucking the United States\u2026\u2019<\/p>\n\n\n\n<p>On another note, US President Donald Trump has been <a href=\"https:\/\/www.nytimes.com\/2020\/02\/05\/us\/politics\/impeachment-vote.html\">acquitted<\/a>\nof his impeachment charges in the US Senate after the House voted in his\nfavour. Analysts <a href=\"https:\/\/time.com\/longform\/donald-trump-acquitted-impeachment\/\">lament<\/a>\nthat the divisive trial has brought about \u2018a dangerous hyper-partisan era that\ncould damage the workings of government for a generation.\u2019<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Significance to Australia<\/h3>\n\n\n\n<p>The coronavirus epidemic is likely to hurt the Australian\neconomy badly and exposes our need to diversify our trade partners. At the same\ntime, it clouds the message that Australia is \u2018<a href=\"https:\/\/www.abc.net.au\/news\/2020-01-19\/federal-government-announces-bushfire-recovery-tourism-package\/11880114\">open\nfor business<\/a>\u2019 which, backed by Prime Minister Morrison\u2019s $76 million\ntourism recovery package, was intended to reassure global travellers in the\nwake of the nation\u2019s devastating bushfire season.<\/p>\n\n\n\n<p>More importantly, for the first time in a long time, it has <a href=\"https:\/\/www.ft.com\/content\/b7d948de-4b01-11ea-95a0-43d18ec715f5\">exposed<\/a>\nthe vulnerability of the Chinese Communist Party to instability and criticism\nfrom its domestic constituents. The death of the whistle-blower doctor Li\nWenliang, who tried to warn about the disease outbreak in early December but\nwas silenced, led to a massive outcry on Chinese social media this week. As the\n<em>New York Times<\/em> <a href=\"https:\/\/www.nytimes.com\/2020\/02\/07\/business\/china-coronavirus-doctor-death.html\">reported<\/a>,\nhis death \u2018has prompted a nationwide soul-searching under an authoritarian\ngovernment that allows for little dissent.\u2019 <\/p>\n\n\n\n<p>Even the CCP\u2019s censorship machinery failed to stem the flow\nof outrage as millions expressed anger at the government\u2019s handling of the\ncrisis. As a result, the CCP has fired several top officials in the Hubei\nprovince over their negligence. For a government that prioritises curbing\ndissent over any meaningful action acknowledging a mistake, this is\nsignificant. <\/p>\n\n\n\n<p>However, Australia would be concerned over countries banning\nflights from Taiwan in order to pay homage to the \u2018one China\u2019 notion- the ban\nis unnecessary and undermines Taiwanese aspirations for autonomy. <\/p>\n\n\n\n<p>President Jokowi\u2019s visit and the ratification of the free\ntrade agreement are extremely positive developments from Canberra\u2019s\nperspective. The two countries\u2019 decision to cooperate more closely on\ninternational forums and on issues such as the disputes over the South China\nSea is significant. As a number of analysts point out, there\u2019s now much greater\nstrategic convergence between Australia and Indonesia as evidenced by Jakarta\u2019s\nmost recent face-off with China over the Natuna Islands. Nonetheless, as Bland <a href=\"http:\/\/www.lowyinterpreter.org\/the-interpreter\/jokowi-s-canberra-trip-step-ahead-long-road\">notes<\/a>,\nit\u2019s critical for Indonesia and Australia to manage any disputes by isolating\nthem from the broader relationship- which is likely to yield more fruit than\njust talking about convergent interests. <\/p>\n\n\n\n<p>Finally, the emerging cracks in US democratic institutions\nand traditions is cause for deep worry Down Under. Trump\u2019s gracelessness at the\nState of the Union Address and the overall erosion of American values and\ndignity are enough to shake the faith of even the most fervent champions of the\nAustralia-US alliance. Much rests on what happens in November this year. As\nMichael Fullilove cogently <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2020\/02\/how-americanophile-lost-his-faith-us\/606388\/\">puts<\/a>\nit, \u2018The world still wants to believe in America.
