{"id":6898,"date":"2020-02-17T08:30:00","date_gmt":"2020-02-16T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6898"},"modified":"2023-08-06T10:33:47","modified_gmt":"2023-08-06T00:33:47","slug":"despite-its-pacific-step-up-australia-is-still-not-listening-to-the-region-new-research-shows","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/despite-its-pacific-step-up-australia-is-still-not-listening-to-the-region-new-research-shows\/","title":{"rendered":"Despite its Pacific \u2018step-up\u2019, Australia is still not listening to the region, new research shows"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/tess-newton-cain\/\">TESS NEWTON CAIN<\/a>\u00a0 |\u00a0  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Australian government has spent the past year promoting its \u201cPacific step-up\u201d as one of the country\u2019s \u201c<a href=\"https:\/\/dfat.gov.au\/geo\/pacific\/engagement\/Documents\/stepping-up-australias-engagement-with-our-pacific-family.pdf\">highest foreign policy priorities<\/a>\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although there has been&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2020-01-18\/australia-pacific-step-up-in-review\/11863150\">some progress on the diplomatic front<\/a>&nbsp;in the past year \u2013 an increase in diplomatic visits, a boost in foreign aid and a new A$2 billion infrastructure financing initiative \u2013 there is some way to go to bring balance, mutual respect and a sense of long-term partnership and commitment to our relations with the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New research shows people in three of Australia\u2019s closest Pacific neighbours \u2013 the Solomon Islands, Fiji and Vanuatu \u2013 are concerned Australia does not know how to engage successfully as part of the Pacific community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three key messages came through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the quality of our relationships matter more than the quantity of our aid or trade<\/li>\n\n\n\n<li>our values, norms and ways of doing things are a vital part of how we conduct our engagement with the Pacific<\/li>\n\n\n\n<li>Australia, and its historical relationship, is valued but we are one of many partners for Pacific islanders.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Late last year, the Whitlam Institute at Western Sydney University commissioned a policy research project led by the peacebuilding NGO&nbsp;<a href=\"https:\/\/www.peacifica.org\/\">Peacifica<\/a>&nbsp;and Pacific specialist Tess Newton Cain. It aimed to understand how people in the three island nations view Australians and the government\u2019s policies in the Pacific.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We conducted focus groups and one-on-one interviews with 150 participants from varying backgrounds, including people from urban and rural settings, women, young people, business people and those engaged in civil society and government. These conversations were then followed by expert seminars in Canberra and Suva.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The full report will be released at the&nbsp;<a href=\"https:\/\/devpolicy.crawford.anu.edu.au\/annual-australasian-aid-conference\/2020\">Australasian Aid Conference<\/a>&nbsp;on February 17.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">\u2018Stifled by a degree of parochialism\u2019<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The participants in our surveys praised Australia\u2019s efforts to empower women, as well as our humanitarian assistance programs, for their effectiveness and impact. But beyond that, the picture was more bleak in terms of whether we have the right policy and diplomatic priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across the three countries, there was a similar concern of a lack of balance and equality in the Australia-Pacific relationship and a belief Australia doesn\u2019t truly hear the perspectives of its neighbours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was also a perception of a certain level of racism and disrespect directed towards people from the Pacific. As one participant said, the relationship is<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">layered over and stifled by a degree of parochialism that is not only unnecessary, it\u2019s counter-productive.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Our participants pointed to numerous examples of how Australians lack cultural sensitivity in their dealings with the Pacific, especially compared to people from New Zealand and even China. As one participant noted:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">China is listening and looking, observing.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">They also expressed major dissatisfaction with the contrast between the welcome Australians receive when they come to the Pacific compared to the welcome islanders receive when they come here. Visa conditions were a major part of this concern.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Remove the visa requirement to allow South Sea countries to be able to have access to a region that they helped to develop.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">When discussing aid, our participants noted problems with the role of international NGOs working in the Pacific, many of which are based in Australia. Participants were concerned by the Pacific\u2019s over-reliance on international NGOs, the crowding out of local partners and the failure of governments and international NGOs to appreciate and acknowledge the value of local knowledge.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The importance of recognising Pacific sovereignty<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Historical memory runs deep and policy approaches to the region need to take into account colonial histories \u2013 including Australia\u2019s own role.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For these nations, the late 19th century practice of \u201c<a href=\"https:\/\/www.abc.net.au\/news\/2017-09-17\/blackbirding-australias-history-of-kidnapping-pacific-islanders\/8860754\">blackbirding<\/a>\u201d &#8211; the kidnapping of South Sea islanders as indentured labour for Australian plantations &#8211; is still very much part of the historical framing of the relationship with Australia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our participants also took very seriously issues of their own sovereignty, independence and the importance of national ownership of their futures. They reflected a desire for developing long-term and sustainable bilateral relations based on mutual respect and common interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One participant said,<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">as a Pacific islander, these are our countries, this is our place. Whatever countries want to do to help us should be something that is beneficial for us but also creating relationships. That is what our culture is all about, creating lasting relationships, not just to fulfil their own agendas and leave us.<\/p>\n<\/blockquote>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/314349\/original\/file-20200210-27529-y2ngcb.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"\" \/><figcaption class=\"wp-element-caption\">Scott Morrison has stressed the importance of the \u2018Pacific family\u2019, but the message isn\u2019t resonating completely in the region.&nbsp;Mick Tsikas\/AAP<\/figcaption><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\">The role of Indigenous Australians<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Interestingly, our research shows Australian domestic politics are important to our relations with the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not surprising Australia\u2019s climate policies impact how we are perceived in the region, but our policies toward Indigenous people are also significant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our participants felt Aboriginal and Torres Strait Islanders were almost invisible in Australia\u2019s relations with the Pacific and this has limited our understanding of \u2013 and potential for engagement with \u2013 the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Repeatedly, the point was made that Australia lacks a clear sense of identity and connection to place and this is hampering our relationships in the Pacific. As one participant said,<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Although we are from the same region, the Pacific Islands and Australia rarely speak with one voice \u2026 When you see international meetings, Fiji and other Pacific countries are sitting on one side of the table, while Australia, New Zealand and the US are always sitting over there.<\/p>\n<\/blockquote>\n\n\n\n<h4 class=\"wp-block-heading\">Ways to improve our understanding of the region<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">While our research shows there is a genuine warmth in the Pacific toward Australia, it also makes clear we could be doing much better.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One perceived flaw of the \u201cPacific step-up\u201d is that it\u2019s a unilateral Australian initiative for the region, not a shared agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We need to listen more to the national and international aspirations of Pacific islanders. We also need to expand our engagement beyond traditional diplomatic and government links. For many respondents, cultural and faith communities represent international linkages that are at least as important as nation-state relations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our report will make a number of recommendations for more effective Australian policy-making.
