In\nthis sense, it was not \u2018what\u2019 was worked on, but the \u2018way\u2019 of working that\nenabled successful outcomes to occur. Examples of multi-stakeholder\ncollaborations have included for example, horizontal collaboration (at the\nsub-national level this may have included combinations of local government,\nprivate sector, NGOs and&nbsp;<a href=\"https:\/\/www.pacific.undp.org\/content\/dam\/fiji\/docs\/PRRP-Tonga-Lulunga-Brief.pdf\">community groups<\/a>)&nbsp;and vertical\ncollaboration (in country, this included connections between multi-level\ngovernance systems such as traditional governance, local government, sector\nministries, regional and <a href=\"https:\/\/reliefweb.int\/report\/cook-islands\/tautu-village-aitutaki-cook-islands-strengthens-disaster-and-climate-resilience\">international\norganisations<\/a>) in order to achieve progress on common issues and goals. At\nan international level, this included connecting countries or national civil\nsociety actors with each other through international networks. This increased\ntheir collective agency in the broader regional and international governance\nstructures. Success often resulted from a combination of vertical and\nhorizontal collaborations and drawing upon international&nbsp;<a href=\"https:\/\/www.climatecentre.org\/downloads\/files\/Case%20studies\/Workingpaper_animations%20FINAL_lowres.pdf\">networks<\/a>.<\/p>\n\n\n\n<p>Given the enormity of the Pacific region\u2019s climate\nchange, disaster and development challenges, it is clear that no one actor can\nsolve such complex problems alone. Partnerships are often put forth as a key\nmeans of achieving ambitious global sustainable development goals; in fact, SDG\n17 focuses entirely on \u2018Partnerships for the goals\u2019. Given diverse strengths\nand areas of focus, there are clearly roles for government, civil society and\nprivate sector actors in working towards robust development outcomes. The\nPacific region\u2019s&nbsp;<a href=\"http:\/\/gsd.spc.int\/frdp\/assets\/FRDP_2016_Resilient_Dev_pacific.pdf\">Framework for\nResilient Development<\/a>&nbsp;(FRDP), endorsed by Pacific\nleaders in 2016, states that the achievement of the Framework\u2019s goals \u201cwill\ncritically depend on the existence of a sound enabling environment, including\nthe availability of resources, the establishment of&nbsp;<em>good governance\narrangements, and effective dialogue, communication and partnership<\/em>\u201c. <\/p>\n\n\n\n<p>More recently, the participants of&nbsp;<a href=\"https:\/\/www.unescap.org\/news\/fifth-pacific-urban-forum-call-action-sustainable-urbanization-region\">2019 Pacific Urban\nForum<\/a>&nbsp;committed to forming numerous action-oriented partnerships, and\nencouraged participants to form partnerships at all levels in order to meet the\ngrowing needs of urban populations in the Pacific region.&nbsp;In line with\nthese broader international trends for decision making to become more\ninclusive, a more collaborative form of governance is emerging. In many cases,\nthis leads to greater public benefits through pooling of resources and\nexpertise and is a means of addressing complex public issues.<\/p>\n\n\n\n<p>Collaborative governance has grown in prominence in\npublic administration literature in recent years, as a promising alternative to\ntop down, authoritative governance. Recent reports from the <a href=\"https:\/\/www.ipcc.ch\/srocc\/\">Intergovernmental Panel on Climate Change<\/a>\nalso highlight governance as a key determinant of our collective capacity to\nadapt to a changing climate, and that \u201ccross-scale and cross-domain\ncoordination linking differing jurisdictional levels, sectors and policy\ndomains is often needed for effective responses\u201d. The urgent transformations\nrequired to reach a low-carbon, climate resilient future have in part sparked a\nrapid increase in literature on the use of collaborative governance for climate\nchange adaptation and disaster resilience.<\/p>\n\n\n\n<p>Many case studies demonstrate that collaborative\ngovernance leads to greater efficiency and reduced duplication, as well as\nenhancing the scope and ability of problem solving. Decision making can also\nbecome more transparent and responsive to diverse needs, improving outcomes and\nlevels of trust. <\/p>\n\n\n\n<p>Of course, collaborative governance is not a\npanacea and there are costs associated with engaging with it as a strategy. For\nexample, it can bring increased complexity to decision making, perpetuate power\ninequities, requires ongoing relationship management and the need to deal with conflict.\nThough some <a href=\"https:\/\/reospartners.com\/collaborating-in-daily-life\/\">authors<\/a>\nstate that working through, rather than avoiding, differences is necessary for\nsuccessful collaboration.<\/p>\n\n\n\n<p>There are a multitude of approaches, experiences\nand \u2018tools\u2019 that can be drawn upon to enable enhanced participation of\nstakeholders and realise a more inclusive form of governance in the Pacific\nregion, at all levels. These include <a href=\"https:\/\/www.dlprog.org\/publications\/research-papers\/power-politics-and-coalitions-in-the-pacific-lessons-from-collective-action-on-gender-and-power\">coalitions<\/a>;\ncity-citizen interactions; private\/public partnership; more permanent and\nformally legislated platforms; informal and more temporary groupings that are\ngeographically based (such as within a particular city or island); and problem,\npolicy development and\/or implementation focused.<\/p>\n\n\n\n<p>There are two quite prominent examples of collaborative\ngovernance being implemented in the Pacific region. The first is the&nbsp;<a href=\"http:\/\/www.resilientpacific.org\/pacific-resilience-partnership\/\">\u2018Pacific Resilience\nPartnership\u2019<\/a>&nbsp;(PRP) Taskforce established and mandated under the FRDP. The\ntaskforce oversees a biennial Pacific Resilience Meeting and is supported by a\nTaskforce Support Unit and Technical Working Groups. A multi-stakeholder\nregional platform, the Taskforce gives representation from Pacific island\ncountries, civil society, private sector, regional organisations and\ndevelopment partners such as the United Nations and academia. The aim of the\nPRP is to essentially help translate the FRDP from paper to action.<\/p>\n\n\n\n<p>The second example that has been rolled out to various extents across the Pacific region is the globally recognised \u2018<a href=\"https:\/\/reliefweb.int\/report\/world\/pacific-humanitarian-team-2018-annual-report\">humanitarian cluster system<\/a>\u2019. At the Pacific regional level, this takes the form of the Humanitarian Partnership, the regional \u2018cluster\u2019 of actors made up of United Nations agencies, prominent international NGOs and the International Federation of Red Cross and Red Crescent Societies. At the national level, various permutations of the cluster system have been established or are in the process of being established in countries such as Vanuatu, Solomon Islands, Fiji and Tonga. In some cases, these have been extended to sub-national level. While their main purpose is for humanitarian response and disaster recovery, they have been useful instruments for preparedness, and broader risk reduction. With growing examples of collaborative governance for the purposes of climate and disaster resilient development across the region, it may be time to take stock of experience to date. Knowing what is working and why and creating opportunities to learn from that is important for growing the art of collaboration. \u00a0\u00a0<\/p>\n\n\n\n<p>There are clear benefits of collaborative\ngovernance for climate and disaster resilient development and we should do more\nto build upon the rich collaborative problem-solving experiences of the Pacific\nregion. <\/p>\n\n\n\n<p class=\"author label\">AUTHOR<\/p>\n\n\n\n<p><em><strong>Rebecca McNaught<\/strong> is undertaking her PhD on collaborative governance at the Department of Business Strategy and Innovation.
