{"id":6903,"date":"2020-02-14T12:30:00","date_gmt":"2020-02-14T02:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6903"},"modified":"2023-08-06T20:06:32","modified_gmt":"2023-08-06T10:06:32","slug":"the-pacific-in-indias-indo-pacific","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/the-pacific-in-indias-indo-pacific\/","title":{"rendered":"The Pacific in India\u2019s Indo-Pacific"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/ian-hall\/\">IAN HALL<\/a>  |  <\/p>\n\n\n\n<p>In late September last year, on the sidelines of the United Nations General Assembly, Indian Prime Minister Narendra Modi devoted considerable effort to wooing the leaders of two regional groupings, one from the <a href=\"https:\/\/www.narendramodi.in\/pm-s-remarks-at-india-pacific-islands-leaders-meeting-546591\">Pacific<\/a> and the <a href=\"https:\/\/www.pmindia.gov.in\/en\/news_updates\/pm-met-with-the-leaders-of-caricom-at-the-unga\/\">Caribbean<\/a>.<\/p>\n\n\n\n<p>The Forum for India-Pacific Islands Cooperation (FIPIC) and India-CARICOM\n(Caribbean Community) Island Summit leaders\u2019 meetings are both\nnew initiatives, brought into being by the <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/modi-s-second-term-what-it-means-south-pacific\">Modi\ngovernment since it first came to power in May 2014<\/a>. They also have similar\nobjectives. Both are designed to build India\u2019s political influence with\ngroupings of smaller states to further New Delhi\u2019s diplomatic ambitions, at the\nUN and outside it. Put together, CARICOM and the Pacific island states involved\nin FIPIC represent 29 nations, some medium-sized, like Haiti (about 11m people)\nand Papua New Guinea (8.3m), and some very small, including Montserrat (less\nthan 5000 people) and Tuvalu (11,000). They constitute significant voting blocs\nat the UN, with interests that increasingly converge with India\u2019s own. <\/p>\n\n\n\n<p>What New Delhi wants from the Pacific, in particular, is a\nmixture of things. Maintaining support for India\u2019s long-standing objective of\ngaining a permanent seat on the UN Security Council is one of them. The twelve\nPacific Island states engaged with FIPIC that can exercise vote have all <a href=\"https:\/\/thediplomat.com\/2018\/06\/indias-strategic-expansion-in-the-pacific-islands\/\">pledged\ntheir support for that idea<\/a>, and India wants to keep it that way. But New\nDelhi has other multilateral ambitions, not least in the area of climate\nchange, for which it needs backing. It has been especially keen to promote the\nInternational Solar Alliance, one of Modi\u2019s pet projects, which aims to\nencourage investment in solar power generation in developing counties\nthroughout the tropics. To that end, the <a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/india-announces-12-million-grant-for-pacific-island-states\/articleshow\/71286204.cms?from=mdr\">Indian\nPrime Minister offered Pacific states US$150m in concessional loans<\/a> to\ndevelop renewable energy and climate change mitigation projects when he met\ntheir leaders last year.<\/p>\n\n\n\n<p>At the same time, India wants other things from its Pacific\npartners. Its interests in Pacific natural resources and agricultural products\n\u2013 including liquefied natural gas (LNG), copper, sugar and sugar-based biofuels,\nand fish \u2013 are growing. The region is also important for India\u2019s burgeoning\nspace program, which New Delhi views as a major commercial opportunity for the\ncountry. The South Pacific is an ideal location for monitoring satellite\nlaunches from India, as its space agency demonstrated in 2013, when it kept\ntrack of the Mangalyaan Mars Orbiter mission from <a href=\"https:\/\/fijisun.com.fj\/2015\/08\/21\/india-for-satellite-tracking-unit-in-fiji\/\">Fiji\nand ships in regional waters<\/a>. <\/p>\n\n\n\n<p>It is increasingly clear too that New Delhi sees the Pacific\nin broader, <a href=\"https:\/\/www.isas.nus.edu.sg\/wp-content\/uploads\/2019\/04\/ISAS-Insights-No.-562-India-and-the-South-Pacific.pdf\">geopolitical\nterms<\/a>, and is moving as best it can to shore up and enhance what influence\nit has, as China\u2019s presence expands. For a country with only two embassies in\nthe region \u2013 in Fiji and PNG \u2013 this is a challenge, but one that India is\ntackling in tried and tested ways it has employed elsewhere in the developing\nworld. Aside from grants and loans, it has opened up its long-running,\neconomical and apparently effective <a href=\"https:\/\/www.orfonline.org\/research\/not-promoting-exporting-india-democracy-assistance\/\">democracy\nassistance<\/a> and <a href=\"https:\/\/www.itecgoi.in\/about.php\">development training\nprograms<\/a> to officials from the Pacific. It is now funding visitor programs\nfor the region\u2019s politicians and has <a href=\"http:\/\/www.looppng.com\/global-news\/india-announces-no-visa-fee-visitors-14-pacific-island-nations-86525\">waived\nvisa fees<\/a> for tourists from the region. It has launched a \u2018Pan-Pacific\nIslands Project\u2019 to help deliver educational and medical services over the\ninternet, using as its model the \u2018Pan-African e-Network\u2019 India has rolled out\nacross that continent since the mid-2000s. New Delhi has tasked India\u2019s navy to\nconduct hydrological surveys for Pacific island states, as it has done in the\nIndian Ocean for Mauritius and the Seychelles, giving all a better\nunderstanding of the resources they might be able to exploit. And India is\n\u2018flying the flag\u2019, upping the regularity of high-level visits, including a\nrecent trip to PNG by President <a href=\"https:\/\/www.ndtv.com\/india-news\/president-pranab-mukherjee-leaves-for-6-day-visit-to-papua-new-guinea-new-zealand-1400276\">Pranab\nMukherjee<\/a>.<\/p>\n\n\n\n<p>Whether these various moves will pay dividends, as we enter\na phase in which a number of major powers are taking a bigger interest in the\nregion, is unclear. There are potential complications to enhanced engagement by\nIndia in the Pacific. An obvious one is over-stretch. New Delhi notoriously\nlacks diplomatic resources, given its <a href=\"https:\/\/theprint.in\/diplomacy\/with-just-1400-diplomats-indias-foreign-influence-is-severely-limited\/219288\/\">tiny\nForeign Service<\/a>, and the Modi government seems to be facing something of a\nbudget crunch, as lacklustre growth depresses tax revenues and expensive\ndomestic welfare programs expand. It will struggle directly to compete with\nChina, at least in terms of the scale of grants and loans.<\/p>\n\n\n\n<p>India does however have some advantages in the region. The various instruments it is using to try to maintain and build its influence are ones that it has used before, often successfully.
