{"id":6926,"date":"2020-02-26T08:30:00","date_gmt":"2020-02-25T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6926"},"modified":"2023-08-06T19:47:01","modified_gmt":"2023-08-06T09:47:01","slug":"weekly-pacific-bulletin-10","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/weekly-pacific-bulletin-10\/","title":{"rendered":"Weekly Pacific Bulletin"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/tess-newton-cain\/\">TESS NEWTON CAIN<\/a>\u00a0 |\u00a0 \u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Leaked details of a proposed \u2018loan\u2019 to Solomon Islands<\/h3>\n\n\n\n<p>Details of what was proposed as a\n\u2018loan\u2019 to the government of Solomon Islands have been <a href=\"https:\/\/www.abc.net.au\/news\/2020-02-21\/leaked-letters-solomon-islands-100billion-loan-chinese-business\/11989270\">leaked<\/a>.\nEmails between the Minister for Finance, Harry Kuma, and someone claiming to be\nable to broker a US$100 billion loan to the country have surfaced and been\nwidely circulated in the media. This equates to nearly 80 times the Gross\nDomestic Product of Solomon Islands. What information has come forward has led\nsome to write the whole scheme off as a scam. Minister Kuma has confirmed that\nthe leaked emails are authentic. He has said that this is one of a number of\nconcessional loan proposals that are <a href=\"https:\/\/www.solomonstarnews.com\/index.php\/news\/national\/item\/22754-loan-deal-exposed\">under\nconsideration by his Ministry<\/a> and the government. It is not clear to what\nextent other members of the government (including the Prime Minister, Manasseh\nSogavare) was aware of this proposed loan. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">House of Representatives rejects proposed changes in Bougainville<\/h3>\n\n\n\n<p>The House of Representatives has <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/410216\/bougainville-mps-say-no-to-third-term-for-president\">rejected<\/a> proposed changes to governance in Bougainville. After a consultation period, MPs voted against a proposal to extend the period for which a President can hold office from two to three terms. There will be elections to the House and for the office of president later this year. Whilst some felt that allowing the current President, John Momis, the opportunity to stand for a third term would allow for some stability this has been rejected by the House. MPs also voted against changing the name of the government to \u2018Constitutional Transitional Bougainville Government\u2019. They voted to retain the three seats in the legislature reserved for ex-combatants that were due to be removed. The make-up of the next legislature will be very significant in light of how negotiations proceed further to the overwhelming vote in favour of independence in last year\u2019s referendum.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>New research focuses on infrastructure in the Pacific<\/strong><\/h3>\n\n\n\n<p><a href=\"https:\/\/rdinetwork.org.au\/wp-content\/uploads\/2016\/12\/RDINetwork_2020_BuildingTogether_S.pdf\">New\nresearch<\/a> focuses on infrastructure projects in the Pacific islands region.\nThe report into this work was launched at the Australasian Aid Conference held\nrecently in Canberra. It was published by the Research for Development Impact\nNetwork and the Australian Council for International Development. The research\nwas carried out by a team of Pacific and Australian researchers. They present\nseven principles to guide future investments in infrastructure in the Pacific\nislands region. They note the importance of <a href=\"https:\/\/devpolicy.org\/building-together-civil-society-key-partner-in-delivering-pacific-infrastructure-20200225\/\">fully\nengaging with civil society<\/a> at all stages of infrastructure projects. The\nresearchers believe that Australia and other development partners should adopt\nthe principles they have identified for new infrastructure projects. They\nstress the need for quality to be the driving factor for all infrastructure\nprojects to ensure maximum returns not just economically but socially and\nenvironmentally, including by promoting resilience and increasing inclusivity. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">New Zealand continues to reset relationships in the Pacific<\/h3>\n\n\n\n<p>Prime Minister James Marape of\nPapua New Guinea <a href=\"https:\/\/news.pngfacts.com\/2020\/02\/nz-and-png-pledge-closer-relations.html\">has\nspent four days<\/a> in New Zealand on a state visit, hosted by his counterpart\nJacinda Ardern. The two leaders have pledged to ensure that they meet more\noften than has previously been the case. Ardern also reconfirmed New Zealand\u2019s\nparticipation in the PNG electrification project agreed to at APEC in 2018 with\nthe governments of PNG, Australia and Japan. This week Prime Minister Ardern\nwill visit <a href=\"https:\/\/www.nzherald.co.nz\/nz\/news\/article.cfm?c_id=1&amp;objectid=12311288\">Fiji<\/a>.\nShe is the first New Zealand prime minister to have visited the country in four\nyears. In Fiji, Ardern will focus on how the two countries can work together on\nclimate change. She will also meet with civil society leaders to talk about\nsupporting women in democracy. She will then travel to Australia for meetings\nwith Scott Morrison.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Australian Parliament launches an inquiry into relationships with Pacific islands countries<\/h3>\n\n\n\n<p>The <a href=\"https:\/\/www.aph.gov.au\/About_Parliament\/House_of_Representatives\/About_the_House_News\/Media_Releases\/Strengthening_Australias_relationships_with_the_Pacific_Islands\">Australian\nParliament<\/a> has launched an inquiry into the country\u2019s relationships with countries\nin the Pacific. The inquiry is being conducted by the Joint Committee on\nForeign Affairs, Defence and Trade. It is one of four Parliamentary inquiries\ninto aspects of Australia\u2019s engagement with the region that is currently\nongoing. There is also a departmental review of the aid and development policy\nbeing undertaken by the Department of Foreign Affairs and Trade. This latest\ninquiry \u201cwill provide the\nCommittee with an opportunity to assess the effectiveness of initiatives\nundertaken to support the \u2018Step-Up\u2019\u201d.
