{"id":6984,"date":"2020-03-13T13:00:00","date_gmt":"2020-03-13T03:00:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6984"},"modified":"2023-03-10T13:59:51","modified_gmt":"2023-03-10T03:59:51","slug":"scholars-examine-emerging-developmental-issues-in-the-pacific-region","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/scholars-examine-emerging-developmental-issues-in-the-pacific-region\/","title":{"rendered":"Scholars examine emerging developmental issues in the Pacific region"},"content":{"rendered":"\n<p>Earlier this year the newly formed&nbsp;<a href=\"https:\/\/www.developmentstudies.asn.au\/\" target=\"_blank\" rel=\"noreferrer noopener\">Development Studies Association of\nAustralia<\/a>&nbsp;(DSAA)\nheld its&nbsp;<a href=\"https:\/\/www.developmentstudies.asn.au\/event\/dsaaconference\/\" target=\"_blank\" rel=\"noreferrer noopener\">inaugural\nconference<\/a>. To date\nAustralia has not had a natural home for development studies scholars.<\/p>\n\n\n\n<p>The annual Australasian Aid Conference (AAC)\naccommodates dialogue between academics, policy makers and practitioners, while\nACFID\u2019s biennial Research for Development Impact gathering focuses on the\nutility of research to practice. Both conferences incorporate academics but are\nnot specifically focused on development studies scholarship. DSAA offers the\npossibility of filling this gap, particularly for the growing number of\nacademics in the space who identify as working in the space of critical\ndevelopment studies.<\/p>\n\n\n\n<p>Given Australia\u2019s interests in development in\nOceania, in terms of policy, practice and research, there was a surprisingly\nsmall number of papers related to the region. Presumably this is explained by\nthe strong track record of the Australian National University and, in\nparticular, the Development Policy Centre (hosts of AAC) making the AAC a more\nattractive proposition.<\/p>\n\n\n\n<p>Nonetheless, I was fortunate enough to chair a\npanel of exciting papers from young scholars from Australia and New Zealand\nthat displayed how the application of the critical lens is useful in examining\nemerging developmental issues in the region.<\/p>\n\n\n\n<p><a href=\"https:\/\/twitter.com\/sivendram13\" target=\"_blank\" rel=\"noreferrer noopener\">Sivendra\nMichael<\/a>, PhD\ncandidate at the University of Auckland, presented on how micro and small\nbusinesses in Fiji respond to disasters. Based on research conducted in Ba\nProvince, Sivendra demonstrated that the vulnerability of such enterprises is\noverestimated. Sivendra showed how these business owners utilise their social\ncapital to be flexible in their adaptation to changing economic and environment\nconditions, creating a coping culture among the small business community.<\/p>\n\n\n\n<p>Bridget Payne from the Victoria University of\nWellington shared the findings from her recently completed Master\u2019s thesis\ninvestigating the social and economic benefits of a carbon farming initiative\nbased on Espiritu Santo, Vanuatu. The Loru project is managed by indigenous\nlandowners. The first of its kind in Oceania, it attempts to strengthen local\nforest governance and improve economic opportunities in a changing global\neconomic landscape related to carbon storage. Bridget\u2019s findings that improved\ncommunity governance capacity and strengthened customary land tenure are both a\ncause and consequence of increased social capital have significant research and\npolicy implications for similar communities in the region.<\/p>\n\n\n\n<p><a href=\"https:\/\/twitter.com\/Moore_Liam\" target=\"_blank\" rel=\"noreferrer noopener\">Liam\nMoore<\/a>, PhD\ncandidate at the University of Wollongong, discussed his research into viewing\npotential relocation of communities due to climate change from a human rights\nperspective. Liam argued that protection of vulnerable communities should be\nproactive and pre-emptive. Embedding the rights of people to remain in their\ncommunities has the potential to reshape common conceptions of risks related to\nclimate-induced migration, emphasising risk reduction and community capacity\nbuilding and resilience as priorities, with planned relocations as a final\nresort.<\/p>\n\n\n\n<p>As well as these papers, I presented on recently\npublished findings on how young people in Fiji and Solomon Islands are defying\ncultural barriers to their exclusion from developmental decision-making\nprocesses. My research with youth activists and advocates demonstrates the\npotential young people have to be leaders of their communities, given the chance.\nAnd if not given the chance, how industrious youth will create their own\nopportunities. Firstly, the engagement of development studies scholars on policy and\npractical issues in Oceania holds the potential to provide insights into wider\nsocial, economic and environmental impacts that may not be captured in\ndevelopment project evaluations with narrow terms of reference and short time\nframes for data collection. Secondly, the work of emerging scholars in the\nPacific development space is highlighting the pre-eminence of local peoples to\nexercise agency over their own developmental futures.<\/p>\n\n\n\n<p class=\"author label\">AUTHOR<\/p>\n\n\n\n<p>Aidan Craney is a Lecturer in the Department of\nSocial Inquiry at La Trobe University and development consultant.
