{"id":6988,"date":"2020-03-20T08:30:00","date_gmt":"2020-03-19T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=6988"},"modified":"2023-05-04T15:09:52","modified_gmt":"2023-05-04T05:09:52","slug":"the-c-word-burning-elephants-post-truth-and-how-pacific-nations-can-lobby-australias-position-on-climate-change","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/the-c-word-burning-elephants-post-truth-and-how-pacific-nations-can-lobby-australias-position-on-climate-change\/","title":{"rendered":"The \u2018C\u2019 word, burning elephants, post truth and how Pacific nations can lobby Australia\u2019s position on climate change"},"content":{"rendered":"\n<p>With the elephant of climate change well and truly in the\nroom and on fire in Australia, the Morrison Government is still shy to use the\n\u201cC\u201d word in its rhetoric, but there still may be a way our Pacific neighbours\ncan get their ear.<\/p>\n\n\n\n<p>Pacific island nations were gutted by their belligerent <a href=\"https:\/\/devpolicy.org\/trying-times-in-tuvalu-20190820\/\">big Australian\nbrother\u2019s lack of commitment<\/a> to reducing CO2 emissions at the Pacific\nIslands Forum in August 2019. <\/p>\n\n\n\n<p>Prime Minister Morrison\u2019s creative accounting was a\nthree-cup shuffle that redirected $500m in existing aid into renewable energy\ndevelopment, for &#8216;climate and disaster resilience&#8217;.<\/p>\n\n\n\n<p>However, in its own backyard, Australia\u2019s Islander people in\nthe Torres Strait have been dealing with their government\u2019s reluctance to use\nthe \u2018C\u2019 word with its own three cup trick.<\/p>\n\n\n\n<p>Like many Pacific Island nations, the Torres Strait\u2019s risk from\nclimate-change-induced sea level rise was identified by the UN and the\nAustralian Government\u2019s own, but now defunct, Department of Climate Change back\nin 2009. <\/p>\n\n\n\n<p>It was about this time the Torres Strait Island Regional\nCouncil (TSIRC) started lobbying for seawalls <\/p>\n\n\n\n<p>TSIRC Mayor Fred Gela said that after years of trying, the\nmoney only came after they stopped mentioning the \u2018C\u2019 word of climate change.<\/p>\n\n\n\n<p>\u201cWe started calling it the restoration of failing\ninfrastructure,\u201d Gela said.<\/p>\n\n\n\n<p>It was this change of rhetoric, Gela said, that meant the\nmoney finally started rolling in, some $26M in joint Commonwealth and\nQueensland <a href=\"https:\/\/www.abc.net.au\/news\/2014-02-27\/torres-strait-seawalls-work-awaits-funding-sign-off\/5287552\">Government\nfunding in 2014<\/a>.<\/p>\n\n\n\n<p>However, that money dried up in 2017, and only created one\nseawall for the island community of Saibai. There are still five more communities\nin immediate need of infrastructure works and it has been slow progress to\nnegotiate for more money.<\/p>\n\n\n\n<p>Gela said: \u201cEven though today&#8217;s government has sceptics or\nnon-believers of climate change, we on the forefront, we experience it and live\nit and have seen it over a number of generations.<\/p>\n\n\n\n<p>\u201cIt\u2019s coming at a more alarming rate now, so it\u2019s easier for\nour people to recognise the many changes that&#8217;s occurring, because we keep\nconstant watch and have a knowledge base that has been passed down for\ngenerations.\u201d<\/p>\n\n\n\n<p>Just days before the May 2019 election eight <a href=\"https:\/\/www.nytimes.com\/2019\/05\/12\/world\/australia\/climate-change-torres-strait-islands.html\">Torres\nStrait Islanders with help of Client Earth<\/a>, a London-based environmental\nadvocacy group, took a complaint to the UN, that the Australian Government was\nnot doing enough to protect Torres Strait Islanders against the impacts of\nclimate change.<\/p>\n\n\n\n<p>Then in September 2019, at the start of Australia\u2019s worst-ever\nbushfire season on the back of the worst drought recorded, Prime Minister\nMorrison and Minister for Emissions Reduction, Angus Taylor, both declined an\noffer to visit the Torres Strait communities to see the <a href=\"https:\/\/nit.com.au\/scott-morrison-rejects-torres-strait-islanders-invitation-to-see-disastrous-effects-of-climate-change\/\">impacts\nof climate change first-hand.<\/a><\/p>\n\n\n\n<p>Napau Pedro Stephen AM, Chair of the Torres Strait Regional\nAuthority (TSRA), the federal statutory agency that represents the region\nexpressed his concern in December about the lack of government commitment\naround mitigating climate change, echoing a sentiment that could have come from\nKiribati or the Marshall Islands.<\/p>\n\n\n\n<p>\u201cAs custodians of our island nation we have witnessed\nfirst-hand the impacts of climate change and its direct and indirect impacts to\nour people, culture and communities,\u201d Stephen said.&nbsp; <\/p>\n\n\n\n<p>\u201cClimate change is a very real issue for Torres Strait\nIslanders and it&#8217;s happening right here, right now, and unfortunately, the\nCommonwealth\u2019s funding commitments have fallen short&#8230;\u201d<\/p>\n\n\n\n<p>Then, just before Christmas, as the bushfires worsened in\nwhat was described as a \u2018living hell\u2019 by survivors, the first Indigenous MP to\nhold the portfolio representing First Nation Australians, Ken Wyatt AM, quietly\nannounced, with next to no media attention, $25m funding for an &#8216;infrastructure\npackage,\u2019 in the region &#8211; the lion\u2019s share to be used to construct <a href=\"http:\/\/www.tsirc.qld.gov.au\/news-events\/news\/federal-government-delivers-25m-torres-strait-infrastructure-package\">seawalls<\/a>.<\/p>\n\n\n\n<p>Wyatt said the funding was needed to \u201c&#8230;stabilise the coast\nand protect the islands from sea flooding&#8230;\u201d but again there was no mention of\nthe \u2018C\u2019 word.<\/p>\n\n\n\n<p>Queensland Government Ministerial Champion for the Torres\nStrait Shannon Fentiman commented at the time: \u201cWe need a federal government\nthat isn\u2019t scared to use the term climate change and be willing to tackle the\nissue head on.\u201d<\/p>\n\n\n\n<p>Noble words from a state government who has signed off on\nthe Adani coal mine, a goliath of a project that will create massive CO2\nemissions for years to come.<\/p>\n\n\n\n<p>One of the Torres Strait Islander complainants who took\ntheir case against the Australian Government to the UN, Kabay Tamu, a\nTraditional Owner for the low-lying sandy cay island of Warraber welcomed Wyatt\u2019s\nfunding announcement.<\/p>\n\n\n\n<p>\u201cBut there is so much more to be done in terms of the\nreality of climate change and the root causes the Australian Government still\nneeds to address,\u201d Tamu said.<\/p>\n\n\n\n<p>\u201cTo hear they are just calling it infrastructure just goes\nto show that they are covering up and not addressing climate change.<\/p>\n\n\n\n<p>\u201cWe need to address the bigger issue, which is the emission\ntargets that we need to reach and that the Australian Government needs to\nreach, because while the seawalls will slow down the effects of the coastal\nerosion that comes with rising sea levels &#8211; there are also the impacts on our\nmarine environment, especially our reefs.\u201d<\/p>\n\n\n\n<p>Tamu\u2019s words seem prophetic as the entire Great Barrier Reef\nendures its third major bleaching episode in five years and where research now\nsuggests all the world\u2019s reefs are on a climate change death row.<\/p>\n\n\n\n<p>Climate change affects island people of the Pacific and\nbeyond, and not just through rising sea-levels, dying reefs and acidification\nof oceans. It also brings loss of economic opportunity and health impacts from\nheat stress, increases of vector-borne disease and other physical and mental strains.<\/p>\n\n\n\n<p>It results in loss of place, culture and identity for island\npeople.<\/p>\n\n\n\n<p>Morrison\u2019s newly promised <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/feb\/18\/government-to-take-technology-over-taxation-approach-to-climate-change\">\u201ctechnology\nover taxation\u201d<\/a> approach to climate change, is the latest dodge and weave\nfrom that burning elephant in the room, and to avoid signing up to a commitment\nof zero greenhouse gas emissions by 2050.<\/p>\n\n\n\n<p>The lesson here for our Pacific island nation neighbours,\nwho are on the low ground when it comes to sea level rise, is that they can still\ntake the moral high ground in regard to the aspirations of humanity.<\/p>\n\n\n\n<p>As Tuvalu&#8217;s Prime Minister <a href=\"https:\/\/www.theguardian.com\/world\/2019\/aug\/14\/australia-coal-pacific-tension-scott-morrison-forum\">Enele\nSopoaga said at PIF in August<\/a>: &#8220;No matter how much money you put on the\ntable, it doesn&#8217;t give you the excuse to not to do the right thing.&#8221; <\/p>\n\n\n\n<p>However, maybe our Island brothers and sisters of the Pacific can get the help they need by not mentioning the \u2018C\u2019 word of \u2018climate change\u2019, but instead pitching it as \u2018technological advances in building climate and disaster resilience.\u2019<\/p>\n\n\n\n<p class=\"author label\">AUTHOR<\/p>\n\n\n\n<p><em><strong>Aaron Smith<\/strong> is an award-winning multi-platform freelance journalist with a focus on environmental and Indigenous issues and social justice.
