{"id":7030,"date":"2020-03-17T08:30:00","date_gmt":"2020-03-16T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=7030"},"modified":"2023-05-04T14:57:24","modified_gmt":"2023-05-04T04:57:24","slug":"fighting-the-giant","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/fighting-the-giant\/","title":{"rendered":"Fighting the giant"},"content":{"rendered":"\n<p><em>The threat of COVID-19 in the Pacific islands requires a disaster response mobilisation.<\/em><\/p>\n\n\n\n<p>A chief from the remote Banks islands in\nVanuatu told me this <em>kastom<\/em> story: A giant came to the island of Mota\nLava. He killed and devoured the entire populace, until only a handful of\nsurvivors remained. They fled to nearby islands in canoes. Among them were a\nmother and her two young sons. <\/p>\n\n\n\n<p>They lived in exile for weeks, then months,\nthen years. Occasionally, one or two people would try to return, only to be\ndevoured by the ravening giant. When the two boys had grown, they told their\nmother they had a plan to return to the island and kill the giant. They paddled\nback to Mota Lava, and set a fire that covered the entire island, driving the\ngiant into a cave. They blocked the entrance with stones, making the place safe\nfor humans again.<\/p>\n\n\n\n<p>Their descendants, said the chief, were the\nforefathers of everyone alive on Mota Lava today.<\/p>\n\n\n\n<p>I don\u2019t think this is fiction. I believe it\nto be a recounting of the arrival of European illnesses to these islands. Researchers\nhave estimated that many islands in Vanuatu\u2019s Banks and Torres groups were\ncompletely depopulated within years of first contact.<\/p>\n\n\n\n<p>This pandemic certainly won\u2019t depopulate\nthe islands, but it could devastate them, economically and socially. Australia\nand others can\u2014and must\u2014do something about this newest pandemic, though. <\/p>\n\n\n\n<p>Here in the Pacific, and in virtually every\nother country, there\u2019s a nearly inescapable temptation to look at the virus\nthat causes COVID-19 as an outside thing, as an external threat. That\u2019s just\nwrong. <\/p>\n\n\n\n<p>This new coronavirus is among us. It\u2019s\nalready here, and it will never go away. We can\u2019t fight the giant. We have to\nuse our wits to prevail. And we have to do it together.<\/p>\n\n\n\n<p>Whether Australians think it\u2019s a priority\nor not, helping the Pacific islands through this ordeal is a strategic\nnecessity. The only way to ensure against constant re-introduction and\nre-infection is to strengthen all points of entry.<\/p>\n\n\n\n<p>Singapore, China, Hong Kong, Taiwan and\nmany others are perfectly capable of handling their end. Indonesia, Timor Leste\nand the Pacific islands are significantly less able. <\/p>\n\n\n\n<p>That may be our problem, but like it or\nnot, it\u2019s Australia\u2019s too. <\/p>\n\n\n\n<p>There are other strategic reasons Scott Morrison\nshould step up and honour his commitment to his Pacific <em>vuvale<\/em>, or\nfamily. China is already positioning itself as a white knight, and could gain\nconsiderable moral high ground if it is seen to be the one nation that knows\nand cares enough to assist. <\/p>\n\n\n\n<p>Beijing-based officials have already held video\nconference calls with Pacific officials and administrators to help them\nunderstand the nature of the threat. Given the assistance they\u2019ve offered Italy\nand others, it\u2019s a sure bet they\u2019ll be willing to bring all their public health\nassets to bear on the crisis. <\/p>\n\n\n\n<p>Pacific island nations already face\ncrisis-level shortages in medical treatment facilities and staff. The only way\nwe\u2019ll be able to cope with even a moderate rise in hospital cases is to\nestablish isolation facilities with intensive care capability. <\/p>\n\n\n\n<p>That cannot happen without outside help. <\/p>\n\n\n\n<p>Pacific nations lack basic sanitation. If\nwe are going to \u2018Flatten the Curve\u2019 here and reduce the infection rate to a\ntolerable level, local governments will need massive logistical support. We\u2019ll\nneed to set up sanitation stations at key points in all major towns and\nthoroughfares. We\u2019ll need expert public health and epidemiological advice.\nWe\u2019ll need materials.<\/p>\n\n\n\n<p>The burden of assistance is not Australia\u2019s\nalone. New Zealand, The EU, the UK and the USA all have a vested interest\u2014and a\nduty\u2014to share the load. But the lion\u2019s share of the work will surely be\nAustralia\u2019s. <\/p>\n\n\n\n<p>Protocols exist to respond quickly to\ndisasters in the region. The FRANZ agreement for example, was signed in 1992.\nIt allows for a coordinated disaster response between France, Australia and New\nZealand to any nation requesting it. Organising a region-wide response would\nrequire another level of organisation, but that could still happen under this\numbrella. Other nations could participate by proxy. <\/p>\n\n\n\n<p>If Pacific governments don\u2019t get help from\nthem, they surely will from China. <\/p>\n\n\n\n<p>The economic impact of this global crisis\nis guaranteed to hit us harder than just about anywhere else. Already, treasury\nofficials in PNG are quietly panicking over the looming chasm in resource-based\nrevenues. Vanuatu is anticipating thousands of job losses in the tourism sector,\na double-digit percentage of our entire work force. Fiji, which also relies\nheavily on tourism, will like suffer equally. This could be devastating.<\/p>\n\n\n\n<p>Without financial support, technical assistance\nand employment opportunities such as an expanded access to the Seasonal Worker\nProgram and the Pacific Labour Scheme, we are likely to face our greatest\ncrisis since the 1940s. <\/p>\n\n\n\n<p>Inaction will devastate us, and it will leave Australia weaker. <\/p>\n\n\n\n<p class=\"author label\">AUTHOR<\/p>\n\n\n\n<p><em><strong>Dan McGarry&nbsp;<\/strong>is former Media Director of the Vanuatu Daily Post.
