{"id":7083,"date":"2020-03-30T15:00:00","date_gmt":"2020-03-30T05:00:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=7083"},"modified":"2020-04-23T16:55:06","modified_gmt":"2020-04-23T06:55:06","slug":"covid-19-and-southeast-asia-the-week-that-was","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/covid-19-and-southeast-asia-the-week-that-was\/","title":{"rendered":"COVID-19 and South East Asia: the week that was"},"content":{"rendered":"\n<p>In terms of global\ncoverage in recent weeks, North Asia has received the most international\nattention, with China being the source and original epicentre of the virus, the\n<a href=\"https:\/\/www.theguardian.com\/sport\/2020\/mar\/24\/tokyo-olympics-to-be-postponed-to-2021-due-to-coronavirus-pandemic\">postponement<\/a> of the Tokyo 2020 Olympics scheduled to kick\noff in July, and <a href=\"https:\/\/www.aljazeera.com\/programmes\/upfront\/2020\/03\/testing-times-south-korea-covid-19-strategy-working-200320051718670.html\">South Korea<\/a> and <a href=\"https:\/\/www.abc.net.au\/radionational\/programs\/breakfast\/taiwan-is-beating-covid-19\/12073464\">Taiwan\u2019s<\/a> prompt mobilisation of resources and relative\nsuccess thus far in \u2018flattening the curve\u2019.<\/p>\n\n\n\n<p>COVID-19 is dominating news headlines and social media feeds globally. Over the coming weeks the Griffith Asia Institute will explore different aspects of South East Asia\u2019s COVID-19 response to provide regular snapshots on how countries in the region are experiencing and reacting to the pandemic.<\/p>\n\n\n\n<p>Much like the current global trend, so far it\u2019s evident that state responses in the region are not uniform, as each state grapples with different domestic conditions. Weekly snapshots from the region present an opportunity for Australia and South East Asian nations to keep watch of each other, and to learn from shared experiences.<br> <br> In this update we look back on the week that was, <strong>Monday 23 to Sunday 29 March 2020<\/strong>:<\/p>\n\n\n\n<p><strong><em>Cambodia<\/em><\/strong><\/p>\n\n\n\n<p>Rights groups in the\nKingdom have shed light on the government\u2019s further clamp-down on free speech,\nwith documented arrests of opposition supporters and individuals accused of\nspreading \u201c<a href=\"https:\/\/southeastasiaglobe.com\/cambodias-covid-19-fake-news-crackdown\/\">fake news<\/a>\u201d related to the virus and the CPP\u2019s response.\nThe country\u2019s notoriously overcrowded prison and detention facilities have also\nbeen labelled a \u201c<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/03\/cambodia-overcrowded-detention-centres-covid-19-raft-fake-news-arrests\/\">ticking time bomb<\/a>\u201d for a major COVID-19 outbreak. In response to\nworkers being unable to afford masks, Prime Minister Hun Sen <a href=\"https:\/\/www.rfa.org\/english\/news\/laos\/doubling-03262020194948.html\">stated<\/a> that anyone caught price gouging will be\npunished and banned from doing business for \u201clife\u201d. On the economic front, the\ngovernment has eased restrictions on borrowing and issued a tax holiday for\ngarment factories, but with many European and American retailers shutting up\nshop along with the slowdown in raw materials from China, Cambodia\u2019s 160,000 <a href=\"https:\/\/asiatimes.com\/2020\/03\/asias-garment-makers-hang-by-a-covid-19-thread\/\">precarious garment workers<\/a> are hanging on by a thread.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"622\" height=\"350\" src=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/Cambodia_2.jpeg\" alt=\"\" class=\"wp-image-7090\" srcset=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/Cambodia_2.jpeg 622w, https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/Cambodia_2-300x169.jpeg 300w\" sizes=\"(max-width: 622px) 100vw, 622px\" \/><figcaption><em> Garment workers sew clothes in a factory outside of Phnom Penh, Aug. 30, 2017.  Image source: <a href=\"https:\/\/www.rfa.org\/\">Radio Free Asia<\/a><\/em><\/figcaption><\/figure>\n\n\n\n<p><strong><em>Indonesia<\/em><\/strong><\/p>\n\n\n\n<p>Headlines out of Indonesia last week pointed to an imminent public health disaster, with weak government coordination and a public communications strategy showing little results thus far in containing the virus. On Tuesday, President Jokowi <a href=\"https:\/\/www.thejakartapost.com\/news\/2020\/03\/26\/covid-19-heres-how-to-receive-treatment-at-jakartas-makeshift-hospital.html\">inspected<\/a> a new makeshift COVID-19 emergency hospital in Jakarta, housed at the site of the former athletes\u2019 village for the 2018 Asian Games. With Greater Jakarta as the national epicentre of the virus, thousands of Indonesians (many of whom are informal sector workers in Jakarta) have left for their hometowns, causing authorities to seriously consider imposing provincial travel restrictions. With Ramadan (23 April \u2013 23 May 2020) shortly around the corner, and the <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/indonesia-may-ban-idul-fitri-exodus-to-stop-coronavirus-transmission\">annual hometown exodus<\/a> (\u2018mudik\u2019) for \u2018Lebaran\u2019 or \u2018Idul Fitri\u2019, a ban on all mudik travel is under consideration\u2014but many have already questioned how it could be enforced. <\/p>\n\n\n\n<p><strong><em>Laos<\/em><\/strong><\/p>\n\n\n\n<p>Last week Laos <a href=\"https:\/\/www.voanews.com\/science-health\/coronavirus-outbreak\/experts-doubt-low-coronavirus-counts-some-southeast-asian\">reported<\/a> its first confirmed COVID-19 cases\u2014the last country in South East Asia to do so. People are <a href=\"https:\/\/www.rfa.org\/english\/news\/laos\/mask-shorage-03272020173217.html\">hoping<\/a> for the government to exercise price controls in response to price gouging and mask scarcity, as many citizens resort to improvised DIY solutions. After a year of damaging natural disasters, Laos\u2019 tourism, construction and manufacturing sectors will take a further hit amid the coronavirus pandemic. There are also concerns that thousands of migrant workers returning from neighbouring countries (via border points temporarily re-opened) won\u2019t comply with mandatory 14-day quarantine orders. A <a href=\"https:\/\/www.thestar.com.my\/news\/regional\/2020\/03\/29\/chinese-medical-team-arrives-in-laos-to-help-fight-virus\">Chinese<\/a> medical team arrived in Vientiane along with 2,000 virus detection kits to assist Laos in prevention and control efforts.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"622\" height=\"350\" src=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/laos.jpeg\" alt=\"\" class=\"wp-image-7085\" srcset=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/laos.jpeg 622w, https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/laos-300x169.jpeg 300w\" sizes=\"(max-width: 622px) 100vw, 622px\" \/><figcaption><em>This March 25, 2020 photo shows a local market in Laos where patrons and workers wear masks to prevent the spread of the coronavirus. Image source: <a href=\"https:\/\/www.rfa.org\/english\/news\/laos\/mask-shorage-03272020173217.html\">Radio Free Asia<\/a><\/em> <\/figcaption><\/figure>\n\n\n\n<p><strong><em>Malaysia<\/em><\/strong><\/p>\n\n\n\n<p>Currently Malaysia has the highest <a href=\"https:\/\/coronavirus.jhu.edu\/map.html\">number<\/a> of confirmed COVID-19 cases in South East Asia. The country\u2019s \u201cMovement Control Order\u201d was extended by 2 weeks until 14 April and in an effort to keep Malaysians at home, the new Perikatan Nasional government along with telecommunication companies announced <a href=\"https:\/\/www.nst.com.my\/news\/nation\/2020\/03\/578733\/free-internet-usage-during-mco-april-1\">free internet<\/a> data usage for the country. Malaysia also received its largest <a href=\"https:\/\/www.scmp.com\/news\/asia\/southeast-asia\/article\/3077401\/coronavirus-malaysia-receives-much-needed-medical-supplies\">consignment<\/a> of COVID-19 medical equipment to date from China, a gesture said to be in recognition of Kuala Lumpur\u2019s early support to Beijing. A RM250 billion <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/malaysia-announces-rm250-billion-stimulus-package-to-deal-with-coronavirus-fallout\">economic stimulus package<\/a>, dubbed the \u201cCare Package\u201d, is to be directed at supporting employees and businesses hit by the pandemic. But the debt financing for this package has the potential to cause flow-on economic problems in the future. <\/p>\n\n\n\n<p><strong><em>Myanmar<\/em><\/strong><\/p>\n\n\n\n<p>The country can no longer claim the <a href=\"https:\/\/www.channelnewsasia.com\/news\/commentary\/myanmar-denial-covid-19-coronavirus-testing-aung-san-suu-kyi-12574320\">title<\/a> of the most populous country yet to report any infections. The government has been criticised for turning a blind eye to the pandemic. It\u2019s not just the state\u2019s poor health infrastructure which has many concerned. For many citizens, the prospect of <a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/covid-19-myanmar-s-slow-response-faces-criticism\/1781357\">unemployment<\/a> is a greater worry than infection. As neighbouring countries enter into lockdown, thousands of Myanmar\u2019s migrant workers are returning home. Add to the mix the country\u2019s geographic location, sharing borders with Thailand, Bangladesh, Laos, China and India\u2014and roughly 27 land checkpoints\u2014and it becomes even more challenging to deal with a wide-scale outbreak. State officials have ordered the <a href=\"https:\/\/www.channelnewsasia.com\/news\/commentary\/myanmar-denial-covid-19-coronavirus-testing-aung-san-suu-kyi-12574320\">closure<\/a> of public spaces in an effort to educate citizens of the need to practice social-distancing. Even the Tatmadaw (Myanmar\u2019s armed forces) were forced to postpone their 75<sup>th<\/sup> \u2018diamond jubilee\u2019 <a href=\"https:\/\/thediplomat.com\/2020\/03\/amid-coronavirus-pandemic-myanmars-armed-forces-soldier-on\/\">anniversary<\/a> because of the COVID-19 outbreak.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"622\" height=\"350\" src=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/Myanmay.jpeg\" alt=\"\" class=\"wp-image-7091\" srcset=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/Myanmay.jpeg 622w, https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2020\/03\/Myanmay-300x169.jpeg 300w\" sizes=\"(max-width: 622px) 100vw, 622px\" \/><figcaption><em> Shoppers wearing face masks walk through a bazaar in Myanmar&#8217;s commercial capital Yangon, March 24, 2020. <\/em> <em>Image source: <a href=\"https:\/\/www.rfa.org\/english\/news\/laos\/mask-shorage-03272020173217.html\">Radio Free Asia<\/a><\/em>  <\/figcaption><\/figure>\n\n\n\n<p><strong><em>Philippines<\/em><\/strong><\/p>\n\n\n\n<p>To mitigate the\neconomic impact of COVID-19, the Philippines has slashed interest rates and\nadministered cash aid directed at 18 million poor Filipino families. Congress\nalso granted President Duterte <a href=\"https:\/\/www.scmp.com\/week-asia\/health-environment\/article\/3076499\/coronavirus-duterte-sign-us5-billion-emergency-bill\">additional powers<\/a> during the crisis, including: directing\nprivate hospitals and medical facilities to house health care workers and\npublic transport to ferry front-line workers\u2014he was unsuccessful in securing greater\npowers which would have enabled the take-over of private firms, such as public\nutilities and private banks. <a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3076788\/coronavirus-philippines-leak-shows-politicians-and-relatives\">Reports<\/a> that authorities prioritised the testing of\npoliticians and public officials (with no coronavirus symptoms) aroused mass\npublic anger. And, following several officials testing positive for the virus,\nDuterte himself entered into self-quarantine over the weekend.<\/p>\n\n\n\n<p><strong><em>Singapore<\/em><\/strong><strong><\/strong><\/p>\n\n\n\n<p>The country announced a landmark S$48 billion package to aid Singapore through this \u201c<a href=\"https:\/\/www.channelnewsasia.com\/news\/singapore\/covid-19-resilience-budget-package-economy-jobs-employment-12578910\">unprecedented crisis<\/a>\u201d. Combined with S$6.4 billion announced last month, Singapore will be setting aside roughly 11% of GDP for the fight against COVID-19. Legal powers to enforce social-distancing measures were also stepped up. As of <a href=\"https:\/\/www.straitstimes.com\/singapore\/coronavirus-safe-distancing-rules-kick-in-failure-to-sit-or-queue-1m-apart-from-others\">Friday<\/a>, under Singapore\u2019s Infectious Disease Act, fines of up to S$10,000 and six month jail terms (or both) can be issued to people who fail to comply with the 1m social-distancing regulations\u2014these include regulations on queuing and sitting on seats marked not to be occupied. The city-state\u2019s migrant workers were also told that their work passes could be <a href=\"https:\/\/www.straitstimes.com\/singapore\/manpower\/coronavirus-mom-will-revoke-work-passes-of-migrant-workers-in-large-gatherings-if\">revoked<\/a> if they failed to comply with the tighter orders.<\/p>\n\n\n\n<p><strong><em>Thailand<\/em><\/strong><\/p>\n\n\n\n<p>Prime Minister Prayuth\nChan-ocha declared a state of emergency to remain in force until 30 April. The <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/coronavirus-state-of-emergency-declared-in-thailand-by-pm-prayut-with-tough-new\">decree<\/a> bars travel to Thailand via land, sea and air\n(with some exceptions), punishes those hoarding food, water and medical\nsupplies, along with a number of other social restrictions. Citizens were\nwarned of sharing news not officially sanctioned, with the PM <a href=\"https:\/\/asia.nikkei.com\/Spotlight\/Coronavirus\/Thai-prime-minister-regains-sweeping-powers-in-coronavirus-crisis\">saying<\/a>: \u201cOnly I, or someone I assign, will be\nreporting progress on the situation to the public\u201d. Many observers have already\nnoted the return to a more authoritarian atmosphere. As of Thursday, just under 45,000 people were in <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-vietnam-quarantine\/vietnam-quarantines-tens-of-thousands-in-camps-amid-vigorous-attack-on-coronavirus-idUSKBN21D0ZU\">quarantine<\/a> facilities across the country\u2014the majority of which had recently returned from overseas. Further social-distancing <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-vietnam\/vietnam-bans-big-gatherings-cuts-flights-in-coronavirus-battle-idUSKBN21E0NM\">measures<\/a> were also implemented in the form of limited domestic flights and bans on public gatherings. <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/03\/viral-asia-takes-coronavirus-songs-dances-200311063529703.html\">Cutesy<\/a> public health campaigns continue to create smiles and citizen awareness. Meanwhile, the state continues to <a href=\"https:\/\/www.rfa.org\/english\/news\/laos\/doubling-03262020194948.html\">crackdown<\/a> on \u201cfake news\u201d, specifically reports suggesting that Hanoi hasn\u2019t been transparent about the extent&nbsp;of<strong>&nbsp;<\/strong>the virus\u2019 spread.
