{"id":7125,"date":"2020-04-09T13:00:00","date_gmt":"2020-04-09T03:00:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=7125"},"modified":"2020-04-09T11:53:56","modified_gmt":"2020-04-09T01:53:56","slug":"regional-wrap-47","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/regional-wrap-47\/","title":{"rendered":"Regional wrap"},"content":{"rendered":"\n<p>\u2018How do we go back to politics when\npolitics right now is in suspended animation\u2026politics is at a standstill?\u2019. Indian\njournalist Shekhar Gupta <a href=\"https:\/\/www.youtube.com\/watch?v=67mgg340pFM&amp;list=PLfa0eRI2uIaRsbmO9h8efyTgt9trCK9HK\">sums\nup<\/a> the frustration of all writers, analysts, commentators across the world who\u2019re\nshowing signs of fatigue vis-a-vis writing about COVID-19, which has taken over\nour lives in a way no event has, in living memory, at least. And yet, politics\ndoes form an important framework to analyse global COVID-19 responses- whether\nit\u2019s the battle of narratives on how the pandemic began, or the credibility of\ninternational institutions such as the World Health Organization, which refuses\nto acknowledge Taiwan\u2019s successes in tackling the crisis so far. Other\nsignificant events also continue to take place but are getting much less\nattention.<\/p>\n\n\n\n<p>Broadly, competition between the US\nand China has intensified in the wake of COVID-19 and the fault lines have\nbecome much sharper. This fortnight, US President Donald Trump <a href=\"https:\/\/www.ft.com\/content\/161e1b6b-8b5c-44a8-a873-76687427b522\">signed<\/a>\nthe Taipei Act into law, which seeks to reward third countries which maintain\nor upgrade relations with Taiwan and reduce US engagement with and aid to\nnations that take Beijing\u2019s side on the matter. The new law also enables the US\nto advocate for Taiwan\u2019s inclusion in international organisations. China has\nbeen ramping up pressure on countries to de-recognise Taiwan for the past few\nyears, using a carrot-and-stick approach in order to isolate it. As the <em>Financial\nTimes<\/em> <a href=\"https:\/\/www.ft.com\/content\/161e1b6b-8b5c-44a8-a873-76687427b522\">notes<\/a>,\nthis move represents the most intensive US push for Taiwan\u2019s international\nrecognition since it ended diplomatic ties with Taipei in 1979. Beijing,\nunsurprisingly, has <a href=\"https:\/\/www.taiwannews.com.tw\/en\/news\/3908633\">attacked<\/a>\nthe US over this legislation, calling the law \u2018evil\u2019. <\/p>\n\n\n\n<p>Amid rising tensions, the US <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/03\/warship-sails-taiwan-strait-tensions-china-200326010625456.html\">warship<\/a>\nUSS McCampbell sailed through the Taiwan strait earlier this fortnight. Last\nmonth, there was another minor military <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/03\/taiwan-airforce-scrambles-warn-chinese-jets-200317003712908.html\">face-off<\/a>\nbetween Taiwan and China as the latter\u2019s aircrafts entered Taiwan\u2019s airspace\nfor \u2018night-time exercises\u2019, in response to which Taiwanese jets were dispatched\nas warning. China\u2019s clearly trying to seek advantage of the disruption caused\nby the pandemic to pursue adventurism in the region- Taiwan is likely to be a\nmajor flashpoint in the coming weeks and months. The US military, meanwhile, has\n<a href=\"https:\/\/www.scmp.com\/news\/china\/military\/article\/3078700\/us-military-requests-us20-billion-funding-counter-beijings\">applied<\/a>\nfor US$20 billion in funding from the Pentagon to combat Beijing\u2019s growing\nclout in the Indo-Pacific. <\/p>\n\n\n\n<p>Speaking of adventurism in the face\nof crisis, a Chinese coastguard ship <a href=\"https:\/\/www.dailysabah.com\/world\/asia-pacific\/chinese-ship-sinks-vietnamese-fishing-boat-in-south-china-seas-disputed-paracel-islands\">sank<\/a>\na Vietnamese fishing vessel near the disputed Paracel Islands in the South\nChina Sea this fortnight. This provoked a response from the US State\nDepartment, which issued <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3078757\/us-accuses-beijing-using-coronavirus-cover-south-china-sea\">a\nstatement<\/a> expressing serious concerns over Chinese activity to further\n\u2018assert (its) unlawful maritime claims and disadvantage its Southeast Asian\nneighbours in the South China Sea.\u2019 The statement also implored Beijing \u2018to\nremain focused on supporting international efforts to combat the global\npandemic, and to stop exploiting the distraction or vulnerability of other\nstates\u2026\u2019<\/p>\n\n\n\n<p>Meanwhile, the Asian Infrastructure\nInvestment Bank <a href=\"https:\/\/in.reuters.com\/article\/us-health-coronavirus-aiib\/beijing-backed-aiib-approves-emergency-loan-to-china-to-help-with-coronavirus-response-idINKBN21P16H\">approved<\/a>\nan emergency loan to China worth US $352 million to help it tackle the\npandemic. The funds will be used to procure medical supplies and improve health\ninfrastructure in Beijing. <\/p>\n\n\n\n<p>President Trump <a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/apr\/07\/trump-coronavirus-who-funding-deaths-briefing\">issued<\/a>\na vehement attack on the WHO this week, blaming it for kowtowing to Beijing\u2019s\nline on the pandemic and for delaying critical information that could have prevented\nthe loss of thousands of lives; he has even threatened to pull funding from it.\nThis comes on the heels of the publication of an <a href=\"https:\/\/www.abc.net.au\/news\/2020-03-31\/who-accused-of-suppressing-taiwan-coronavirus-response-data\/12101512\">embarrassing\ninterview<\/a> of a senior WHO official who refused to answer questions on\nTaiwan\u2019s response to COVID-19, indicating concerns over China\u2019s sensitivities. While\ncritics say that Trump is merely looking to deflect the blame of his inaction\non others, it\u2019s undeniable that the WHO\u2019s sensitivity to Beijing renders it\nunreliable. <\/p>\n\n\n\n<p>Moving over to another corner of\nthe Indo-Pacific, Indian Prime Minister Narendra Modi\u2019s 21-day lockdown, while\nnecessary to \u2018flatten the curve\u2019, has had a <a href=\"https:\/\/thediplomat.com\/2020\/04\/covid-19-and-indias-nowhere-people\/\">catastrophic\nimpact<\/a> on the country\u2019s daily wage earners and migrant workers based in\ntowns and cities. The move led to an unprecedented attempted internal mass\nmigration of people, who left cities and towns to go to their villages,\nplanning to walk hundreds of kilometres on foot. While most of them were\nsubsequently stopped at state borders to prevent the spread of the coronavirus,\nseveral perished in their pursuits, and the rest are now being housed in camps\nin Indian cities. It\u2019s being reported that the lockdown might be extended as\nnew cases are growing exponentially, which is likely to worsen the plight of\nthe poor. <\/p>\n\n\n\n<p>India, this week, <a href=\"https:\/\/www.nytimes.com\/reuters\/2020\/04\/06\/world\/asia\/06reuters-health-coronavirus-india-drugs.html\">lifted<\/a>\nits export ban on 24 pharmaceutical ingredients and medicines, including\nparacetamol, which had been in place since March 3. Reports suggest that India\nhas agreed to export these drugs to selective countries- giving a preference to\nits neighbours and friends. <\/p>\n\n\n\n<p>Japanese Prime Minister Shinzo Abe\nhas declared a month-long state of <a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/07\/japan-shinzo-abe-declares-state-of-emergency-over-coronavirus\">emergency<\/a>\nin several prefectures across Japan this week to curb the pandemic and has also\nannounced a stimulus package to help the economy navigate \u2018its biggest crisis\nsince the (Second World) (W)ar\u2019. Japan\u2019s demographic challenges may become\nespecially acute unless the government successfully contains the spread of the\nvirus. <\/p>\n\n\n\n<p>As most of the world transitioned\nto work from home arrangements this fortnight, concerns surfaced over the\nsecurity features of a new conference meeting application called Zoom, which\ngained unexpected popularity with the onset of the pandemic. Its security\nflaws, lack of encryption, and possible routing of data through China, have led\nnations such as <a href=\"https:\/\/www.bbc.com\/news\/technology-52200507\">Taiwan<\/a>\nand institutions like the Australian Defence Force and the Australian\nParliament to <a href=\"https:\/\/www.dailymail.co.uk\/tvshowbiz\/article-8191187\/The-Australian-Defence-Force-BANS-Zoom-Hamish-Blake-prank.html\">ban<\/a>\nits use internally. <\/p>\n\n\n\n<p>Category 5 Cyclone Harold has\nwrought <a href=\"https:\/\/www.abc.net.au\/news\/2020-04-08\/cyclone-harold-batters-vanuatu-heads-for-fiji\/12131814\">great\ndevastation<\/a> in Vanuatu this week, where experts say recovery measures could\ntake around 12 months. Small island states are especially vulnerable during\nthis time as they lack the resources or capability to deal with natural and\nhealth crises simultaneously. <\/p>\n\n\n\n<p>Closer to home, there are\nencouraging <a href=\"https:\/\/www.theaustralian.com.au\/nation\/politics\/coronavirus-socialdistancing-rule-lift-almost-on-horizon\/news-story\/7e10531f256869975fd21c4eda038a9e\">signs<\/a>\nthat Australia has been able to flatten the curve as a result of strict social\ndistancing measures implemented over the past fortnight. Health minister Greg\nHunt has vowed to lift these restrictions in a phased manner but has stressed\nthat it\u2019s not going to happen anytime soon. \u2018We\u2019ve only just entered this\nperiod of stability. Now we\u2019re in the suppression phase where we are doing\neverything we can to track down and to wipe out community-to-community\ntransmission\u2026.as we get on top of that and medical advice is clear, then we\nwill begin to take the steps or the road out.\u2019 <\/p>\n\n\n\n<p><strong>Significance for Australia<\/strong><\/p>\n\n\n\n<p>Policymakers in Canberra are keeping\na close eye on how other countries are dealing with the pandemic and would be\nworried about what they see happening in the US, where <a href=\"https:\/\/www.washingtonpost.com\/politics\/trump-white-house-projects-up-to-240000-coronavirus-deaths-in-us-even-with-mitigation-efforts\/2020\/03\/31\/62df5344-7367-11ea-87da-77a8136c1a6d_story.html?tid=lk_inline_manual_3&amp;itid=lk_inline_manual_3\">projected<\/a>\nnumber of deaths vary between 100,000 to 240,000 currently. Much of the focus\nwill now be on resuscitating the economy and preventing a full-blown depression\nas well as to prepare for what will come after. <\/p>\n\n\n\n<p>Intensifying US-China rivalry is a\nmatter of great concern Down Under. Beijing\u2019s efforts to leverage its\nadvantages in the South China Sea and over Taiwan in the midst of a pandemic\nraise unappetising prospects for the US and its allies. On the face of it,\nChina is <a href=\"https:\/\/www.nytimes.com\/2020\/04\/05\/opinion\/coronavirus-china-us.html\">advocating<\/a>\ncooperation with the US, calling for \u2018solidarity, collaboration and mutual\nsupport\u2019, but its actions in the South China Sea and elsewhere belie its words.\nMoreover, by continuing to censor information about its containment measures\nand number of deaths in China, it\u2019s not helping global efforts. <\/p>\n\n\n\n<p>Canberra would also be worried\nabout the plight of the nations in the South Pacific- it must \u2018Step Up\u2019 to look\nbeyond its own shores and assist its Pacific neighbours to tackle the pandemic.\n<\/p>\n\n\n\n<p>At the same time, a lone bright\nspot amid all the gloom is the resilience shown by nations like Singapore,\nTaiwan and South Korea, which have efficiently managed the outbreaks in their\nrespective countries, as Michael Fullilove <a href=\"https:\/\/www.lowyinstitute.org\/publications\/coronavirus-global-giants-stumble-while-agile-nations-inspire\">points\nout<\/a>, adding that Australia should join \u2018coalitions of the competent\u2019. <\/p>\n\n\n\n<p>We need to think about how we could ramp up our engagement with Taiwan and understand that it\u2019s during times of uncertainty that we realise what really matters- that Australia needs its friends and partners in the region and that we\u2019re all in this together. <\/p>\n\n\n\n<p class=\"Author label\"><strong>AUTHOR
