The death toll has exceeded 30.\nThe largest loss of life is in <a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/03\/ferry-accident-during-solomon-islands-cyclone-leaves-28-missing\">Solomon\nIslands<\/a> as a result of the MV Taimahero disaster, which left 27 missing,\npresumed dead. <\/p>\n\n\n\n<p>In Vanuatu, more than 150,000 people have\nbeen affected, predominantly in the <a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/10\/its-all-gone-cyclone-harold-cuts-a-deadly-path-through-vanuatu\">north\nof the country<\/a>. Initial assessments indicate that the levels of damage and\ndestruction are comparable with what we saw after Tropical Cyclone Pam in 2015.\n<\/p>\n\n\n\n<p>Fiji is the only one of the four countries affected to have any cases of COVID-19 confirmed. Managing the risk of community transmission presented additional challenges when seeking to protect the population from the cyclone, especially in relation to use of evacuation centres. <\/p>\n\n\n\n<p>There has been widespread damage in Tonga,\nincluding destruction of a popular resort that had been rebuilt after TC Gita\nhad destroyed it in 2018.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Assistance to the Pacific to fight COVID-19<\/h4>\n\n\n\n<p>Even though the number of infections in the\nPacific islands region remains low, they are increasing. International\norganisations and development partners have already pledged and provided\nassistance. Along with pledges or allocations of funding there have been\ndonations in kind. However, concerns remain that there may be limited fiscal\nspace and political will in richer countries to assist Pacific states in\naddressing either health impacts in the short to medium term or economic\neffects into the future. <\/p>\n\n\n\n<p>The PRC has established a <a href=\"https:\/\/matangitonga.to\/2020\/03\/30\/china-donate-200k\">US$1.9 million fund<\/a>\nto support countries in the region, with $200,000 of that already allocated to\nTonga. <\/p>\n\n\n\n<p>Australia has announced that portions of\nexisting aid allocations will be redirected to support for countries\u2019 measures\nto address the impacts of the pandemic. <\/p>\n\n\n\n<p>The USA has also established a regional\nresponse fund worth <a href=\"https:\/\/fj.usembassy.gov\/united-states-provides-assistance-to-the-pacific-to-respond-to-covid-19\/\">$2.3\nmillion<\/a>, which will benefit 12 countries in the region.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Elections and political developments<\/h4>\n\n\n\n<p>There have been calls in Bougainville for the writs to be issued for the presidential and government <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/413931\/decision-on-bougainville-elections-set-for-next-week\">elections<\/a> that are scheduled to take place this year. The issue of the writs has been delayed because of lockdown restrictions related to COVID-19. However, there are concerns that further delays in forming a new government may impede progress on negotiations for the future of Bougainville further to last year\u2019s vote in favour of independence from PNG. <\/p>\n\n\n\n<p>Meanwhile in Vanuatu, <a href=\"https:\/\/dailypost.vu\/news\/parliament-summoned\/article_ebd9ac50-7aae-11ea-aa6a-d70bdbf28339.html\">Parliament\nwill sit on April 20<sup>th<\/sup><\/a>. Lobbying and negotiations around how the\nnext government will be formed are intense and ongoing. When the Parliament\nmeets the first order of business will be to elect a Speaker and deputies. The\nParliament will then elect the new Prime Minister. As Vanuatu battles to deal\nwith both the Covid-19 crisis and the impacts of TC Harold, decisions are being\nmade by a caretaker Council of Ministers.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Economic impacts of COVID-19 exacerbated by TC Harold<\/h4>\n\n\n\n<p>Even in countries that do not have any cases of COVID-19, the economic impacts of the pandemic are being increasingly felt. In Solomon Islands, Vanuatu, Fiji (where there are cases) and Tonga, they will be made worse by the impacts of Tropical Cyclone Harold. <\/p>\n\n\n\n<p>Even before a full assessment of the dollar\nvalue of the damage caused, authorities in Fiji have calculated that the\ninitial response efforts have cost <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/414153\/cyclone-harold-has-already-cost-fiji-millions-of-dollars\">US1.5\nmillion<\/a>. <\/p>\n\n\n\n<p>In Vanuatu, the (caretaker) Council of\nMinisters has redirected US$1 million of the economic stimulus package\npreviously announced to address impacts from the cyclone. <\/p>\n\n\n\n<p>Meanwhile in <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/414053\/marshall-islands-feeling-economic-hit-of-covid-19\">Marshall\nIslands<\/a>, tax revenue is down by approximately 25% for the month of March as\nkey sectors like tourism and aquaculture have contracted significantly. <\/p>\n\n\n\n<p>In Samoa, approximately 500 people have been\nlaid off in the tourism and hospitality sectors.<\/p>\n\n\n\n<p class=\"author label\">AUTHOR<\/p>\n\n\n\n<p><strong>Tess Newton Cain<\/strong>&nbsp;is an Adjunct Associate Professor at the <a href=\"https:\/\/www.griffith.edu.au\/asia-institute\">Griffith Asia Institute<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>TESS NEWTON CAIN\u00a0 |\u00a0 \u00a0 Impacts of Tropical Cyclone Harold The impacts of Tropical Cyclone Harold are being felt in four countries across the region.
