The Parliament\nsat on April 20<sup>th<\/sup>, a month after the country went to the polls on\nMarch 19<sup>th<\/sup>. By secret ballot, the 52 members elected <a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/20\/vanuatu-elects-new-prime-minister-as-country-reels-from-devastating-cyclone\">Hon\nBob Loughman as the new Prime Minister<\/a>. He beat Hon Ralph Regenvanu by 31\nvotes to 21. Loughman is the leader of the Vanua\u2019aku Pati, which won seven\nseats in last month\u2019s elections. <\/p>\n\n\n\n<p>In the lead up to Parliament sitting there\nhad been a period of intense lobbying as two blocs sought to secure sufficient\nnumbers to form government. A decisive moment came over the weekend when the\nNational United Party (NUP) moved to the VP led camp.<\/p>\n\n\n\n<p>In a statement to the Parliament the Prime\nMinister acknowledged the work of the previous Salwai government. He called on\nall MPs to work together to lead their country as it faces the challenges posed\nby Covid-19 and responds to the impacts of Tropical Cyclone Harold.<\/p>\n\n\n\n<p>The new <a href=\"https:\/\/dailypost.vu\/news\/vp-leads-new-gov-t\/article_ac7ea288-8353-11ea-aefa-cf532eac51d4.html\">ministerial\nline-up<\/a> has been announced. The former leader of the Opposition, Alatoi\nIshmael Kalsakau will serve as Deputy Prime Minister and Minister for Internal\nAffairs. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Inquiry into maritime disaster in Solomon Islands<\/h4>\n\n\n\n<p>An inquiry into the MV Taimahero disaster has\nbeen launched in Solomon Islands. In an address to the nation, Prime Minister\nManasseh Sogavare announced that the inquiry would be conducted by the Maritime\nAuthority at the direction of the Ministry of Infrastructure Development. <\/p>\n\n\n\n<p>Twenty-seven people were lost when the <a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/03\/ferry-accident-during-solomon-islands-cyclone-leaves-28-missing\">boat\nwas engulfed by high seas<\/a> caused by TC Harold earlier this month. This is\nthe largest loss of life recorded in any of the four countries affected by the\ncyclone. The ferry was transporting a large number of people from Honiara to\nMalaita after the capital had been declared an Emergency Zone because of\nCovid-19. <\/p>\n\n\n\n<p>The incident is also the subject of a police\ninvestigation. The Prime Minister said that the reports are expected in a few\nweeks. The government has committed to provide humanitarian assistance and\npsycho-social support to those affected. By this disaster.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Amnesty International raises human rights concerns<\/h4>\n\n\n\n<p>Amnesty International has raised <a href=\"https:\/\/www.amnesty.org\/en\/documents\/asa05\/2144\/2020\/en\/\">human rights\nconcerns<\/a> in relation to how Pacific island governments are handling the\nimpacts of Covid-19.<\/p>\n\n\n\n<p>In a recently released report, the international\nhuman rights organisation points to instances of what appear to be breaches of\nbasic human rights and freedoms. They are linked to things such as curfews and\nlockdowns. There is particular concern where military personnel are being used\nto enforce these measures, rather than it being left to civilian police\nagencies. <\/p>\n\n\n\n<p>Media freedom may also be under threat. In\nVanuatu any publication that relates to Covid-19 has to be approved by the\nNational Disaster Management Office. Elsewhere there have been arrests of\npeople in relation to posts on social media. In Solomon Islands a senior\nmedical officer was suspended after posting critical remarks about the\ngovernment handling of the crisis to his Facebook account.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Secretary General restates climate change as the primary threat to the region<\/h4>\n\n\n\n<p>In a recent op-ed, Dame Meg Taylor has\nrestated that the primary threat to development and security in the Pacific is\nthat posed by the <a href=\"https:\/\/www.forumsec.org\/covid-19-and-climate-change-we-must-rise-to-both-crises\/\">impacts\nof climate change<\/a>.<\/p>\n\n\n\n<p>She points to the recent passage of TC Harold\nas an example of what climate change means for Pacific island countries. She\nnotes how the impacts of the cyclone are amplified by the challenges posed by\nCovid-19 in the affected countries.<\/p>\n\n\n\n<p>Dame Meg writes that the Pacific and the\nglobal community must address the twin threats of a global pandemic and the\nimpacts of climate change in order to protect and support the peoples of the\nPacific:<\/p>\n\n\n\n<p><em>\u201cWhile\nthis year\u2019s twenty-sixth Conference of the Parties (COP 26) to the UN Framework\nConvention on Climate Change has been deferred to 2021 due to COVID-19, the\nglobal community must not delay the necessary climate action required of us in\n2020.\u201d<\/em><em><\/em><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Labor calls on Australian government to do more to support the Pacific<\/h4>\n\n\n\n<p>Labor\u2019s Shadow Minister for the Pacific and\nInternational Development, <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/australia-needs-comprehensive-plan-covid-19-pacific\">Pat\nConroy<\/a>, has called for a coherent strategy to assist the Pacific in the\nface of Covid-19. <\/p>\n\n\n\n<p>He acknowledges that the Morrison government\nhas taken some steps to address particular aspects of the crisis. However, he\nargues that more is needed if Australia is to be seen as the \u2018partner of\nchoice\u2019 by Pacific leaderships in meeting the challenges that Covid-19 poses.<\/p>\n\n\n\n<p>Meanwhile, <a href=\"https:\/\/devpolicy.org\/time-for-a-pacific-community-20200421\/\">Biman\nPrasad<\/a>, who leads one of the Opposition parties in Fiji, has called for the\nformation of a \u2018Pacific Community\u2019, arguing that the shared challenges of\nCovid-19 present an opportunity to radically recast Pacific regionalism. He\nenvisages Australia and New Zealand being very much a part of such an\nendeavour.
