{"id":7239,"date":"2020-05-07T13:00:00","date_gmt":"2020-05-07T03:00:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=7239"},"modified":"2020-05-14T15:41:33","modified_gmt":"2020-05-14T05:41:33","slug":"regional-wrap-49","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/regional-wrap-49\/","title":{"rendered":"Regional wrap"},"content":{"rendered":"\n<p>The past fortnight helped negate an old stereotype\nassociated with Australian foreign policy, one that characterises Canberra as\ntoo beholden to great powers to be taken seriously. In the past two weeks,\nCanberra proved that not only is it not afraid of standing up to China, it is\nalso willing to reject US positions and statements, even under the stresses and\nstrains of a pandemic and an economic downturn. This paves the way for middle\npowers to chalk their own path in upholding the rules-based order at a time\nwhen the two superpowers are at loggerheads. <\/p>\n\n\n\n<p>Australia\u2019s \u2018activism\u2019 to lead the call for a global inquiry\ninto the origins of Covid-19 has attracted the wrath of the Chinese Communist\nParty; this fortnight, the Chinese ambassador to Canberra, Cheng Jingye, <a href=\"https:\/\/www.afr.com\/politics\/federal\/china-consumer-backlash-looms-over-morrison-s-coronavirus-probe-20200423-p54mpl\">warned<\/a>\nof a possible Chinese consumer backlash against Australian goods, if Australia\ncontinued down this path. His comments were <a href=\"https:\/\/www.afr.com\/politics\/federal\/payne-blasts-beijing-s-economic-coercion-over-virus-probe-push-20200427-p54nig\">criticised<\/a>\nby Foreign Minister Marise Payne, who termed it as an attempt at \u2018economic\ncoercion\u2019 and reiterated the international community\u2019s right to seek an\nindependent investigation into the causes of the pandemic. Australia has also <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/the-week-australia-stood-up-to-china-and-global-giants-20200424-p54n3c.html\">called<\/a>\nfor an independent inquiry into wet markets. <\/p>\n\n\n\n<p>The Chinese embassy Down Under also broke diplomatic\nprotocol to <a href=\"https:\/\/www.abc.net.au\/radionational\/programs\/drive\/tensions-rise-between-china-and-australia-amid-covid-19-talks\/12194738\">release<\/a>\nthe transcript of the call between Australian Foreign Secretary Frances Adamson\nand Ambassador Cheng to talk over the spat. Further, the Victorian Chinese Consul\nGeneral <a href=\"https:\/\/www.abc.net.au\/news\/2020-04-30\/coronavirus-andrew-twiggy-forrest-buys-covid-19-tests-china\/12201838\">gatecrashed<\/a>\na press conference by Australian Health Minister Greg Hunt, at the invitation\nof billionaire Andrew Forrest, and used it to promote Beijing\u2019s line on\nCovid-19. Unsurprisingly, this has created a furore about the extent of Chinese\ninfluence over the business community Down Under. Overall, it might be safe to\nsay that Sino-Australian relations are at an all-time low. <\/p>\n\n\n\n<p>Australia also found it necessary to reject an ongoing\ntheory being persistently circulated in the US that Covid-19 is a man-made\nvirus, after US Secretary of State Mike Pompeo repeated it during an interview purportedly\nciting \u2018intelligence reports\u2019. The Australian intelligence community has <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/australian-intelligence-knocks-back-us-government-s-wuhan-lab-virus-claim-20200504-p54pk3.html\">rejected<\/a>\nthese claims and said that the \u2018report\u2019 in question didn\u2019t contain any\nintelligence finding and was a collection of press coverage of the issue. <\/p>\n\n\n\n<p>Pompeo used some tough language on China, saying that the\ncountry \u2018had a history of infecting the world\u2019. Analysts say that the Trump\nadministration\u2019s increasing attacks on Beijing are part of its efforts to deflect\ncriticism of their handling of the pandemic and more crucially, are meant to\nshield Trump in his bid to regain the presidency at the end of the year. Canberra\nis concerned that the overt politicisation of the crisis by the US will further\nentrench US-China rivalry, preventing any possibilities of cooperation and more\nimportantly, will detract from efforts to stop the illegal wildlife trade and the\nelimination of wet markets. <\/p>\n\n\n\n<p>Australia, last month, also <a href=\"https:\/\/www.afr.com\/companies\/media-and-marketing\/only-fair-facebook-google-ordered-to-pay-up-on-news-20200419-p54l74\">imposed<\/a>\na compulsory \u2018code of conduct\u2019 on Facebook, Google, Apple and Amazon, and\ndirected the first two to share their profits with local media companies, since\nthey depended so heavily on the content generated by the latter. In the\nprocess, Australia became the first nation to tap into the relentless growth of\nthese tech giants and to make them act fairly. Reports <a href=\"https:\/\/www.afr.com\/technology\/why-washington-is-watching-australia-s-facebook-google-crackdown-20200422-p54lzg\">say<\/a>\nthat many nations, including the US, are watching this development closely as\nthey too contemplate similar moves. <\/p>\n\n\n\n<p>As Peter Hartcher <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/the-week-australia-stood-up-to-china-and-global-giants-20200424-p54n3c.html\">puts<\/a>\nit, this act of defying China and American corporate giants, \u2018represent(s) a\nremarkable moment in Australia\u2019s national self-assertion.\u2019<\/p>\n\n\n\n<p>Speaking of US-China rivalry, Reuters has <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-china-sentiment-ex\/exclusive-internal-chinese-report-warns-beijing-faces-tiananmen-like-global-backlash-over-virus-idUSKBN22G19C\">revealed<\/a>\nthe contents of a report drafted last month by the China Institutes of\nContemporary International Relations, a thinktank connected to the Chinese\nMinistry of State Security, which warned of a possible armed confrontation\nbetween the Washington and Beijing in the wake of Covid-19. CICIR also noted that\nthere was a wave of anti-China sentiment across the globe, not seen since the Tiananmen\nmassacre of 1989.<\/p>\n\n\n\n<p>Talks of a new Cold War are now coming from Chinese\nquarters, in light of the tensions between the US and China which are quickly\nramping up in the South China Sea. At the time of writing, it\u2019s being <a href=\"https:\/\/www.9news.com.au\/world\/south-china-sea-united-states-china-showdown-over-air-defence-identification-zone-adiz\/38c2f83a-5f00-4485-bb74-73ddb59e259a\">reported<\/a>\nthat Beijing is planning to establish an air defence identification zone (ADIZ)\nin the a part of the disputed sea, details of which are yet to be confirmed. <\/p>\n\n\n\n<p>Indonesian foreign minister Retno Marsudi, this week, <a href=\"https:\/\/www.channelnewsasia.com\/news\/asia\/activities-in-the-south-china-sea-may-escalate-tension-indonesia-12707494\">expressed<\/a>\nworries over recent tensions in the South China Sea, adding that they may\nescalate rapidly in the current circumstances. Claimants to the SCS disputes,\nincluding the Philippines, Malaysia and Vietnam have all been targeted by China\nin the past month. However, as Euan Graham warns, there\u2019s little hope that\nthese Southeast Asian nations would want to align more closely to the US now,\ngiven Trump\u2019s \u2018brash diplomacy\u2019 in the region and it\u2019s more likely that they\u2019ll\nfurther fold into China\u2019s economic \u2018embrace\u2019.<\/p>\n\n\n\n<p>&nbsp;In this context, it\u2019s\ninteresting to note that the Trump administration is <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-usa-china\/trump-administration-pushing-to-rip-global-supply-chains-from-china-officials-idUSKBN22G0BZ\">reportedly<\/a>\nplanning to levy new tariffs on Beijing in an effort to \u2018turbocharge\u2019 a move to\npush global industrial supply chains out of China. The US plans to create an\n\u2018Economic Prosperity Network\u2019 of \u2018trusted partners\u2019 comprising entities from Australia,\nIndia, Japan, New Zealand, South Korea and Vietnam, to restructure the supply\nchains and transform digital business, energy, infrastructure, research, trade,\neducation, among others. This has, unsurprisingly, <a href=\"https:\/\/www.wsj.com\/articles\/an-allied-plan-to-depend-less-on-china-11588288513?mod=searchresults&amp;page=1&amp;pos=16\">renewed<\/a>\ncalls for the inclusion of countries such as Vietnam and South Korea into a\n\u2018Quad Plus\u2019 formulation. <\/p>\n\n\n\n<p>Moving on to another part of the Indo-Pacific, India <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-52505436\">extended<\/a> its\nmonth-long lockdown by another two weeks, denominating several coloured zones\nto denote the severity level of the restrictions. Analysts, however, are <a href=\"https:\/\/indianexpress.com\/article\/explained\/coronavirus-india-lockdown-msme-sector-crisis-government-relief-package-6395731\/\">warning<\/a>\nabout the harsh economic repercussions of the continued lockdown and are\ncalling for major relief for businesses and industry, and a gradual opening up\nof lesser affected areas. <\/p>\n\n\n\n<p>In news likely to have flown below the radar, Down Under at\nleast, there are reports that China <a href=\"https:\/\/economictimes.indiatimes.com\/news\/international\/world-news\/china-interferes-in-nepal-to-save-communist-party-government\/articleshow\/75501921.cms?from=mdr\">is\ninterfering<\/a> heavily in Nepalese politics to protect the communist\ngovernment currently in power. While major powers have a tendency to meddle\ninto the domestic politics of neighbouring states, China\u2019s growing clout in\nSouth Asia is a major cause for worry for New Delhi, and is likely to intensify\nSino-Indian rivalry in the subcontinent. <\/p>\n\n\n\n<p>At the time of writing, it\u2019s being reported that Prime\nMinisters Narendra Modi and Scott Morrison are planning a virtual \u2018summit\u2019 soon\nafter their planned January summit this year had to be cancelled due to the\nAustralian bushfires. On the agenda, among other things, is a Mutual Logistics\nSharing Pact, which is likely to greatly synergise naval ties between the two\nsides and further augment maritime cooperation in the Indo-Pacific. Australia\nand India have found common ground in recent times where both sides have talked\nabout reforming the World Health Organization rather than jettisoning it, a la\nthe US. <\/p>\n\n\n\n<p><strong>Significance for Australia<\/strong><\/p>\n\n\n\n<p>\u2018Australia the lickspittle, it seems, is becoming a lion\u2019. <\/p>\n\n\n\n<p>Peter Hartcher <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/the-week-australia-stood-up-to-china-and-global-giants-20200424-p54n3c.html\">captures<\/a>\nthe significance of this moment in Australia\u2019s contemporary history, in which\nit has shown immense courage and maturity in navigating a crisis-stricken world\nmade worse by two unpredictable superpowers. Not only is Canberra setting an\nexample for other democracies, it is also reasserting its own national interest\nin keeping alive a rules-based order in the absence of leadership from either\nsuperpower. <\/p>\n\n\n\n<p>The CICIR report predicting an imminent clash between China\nand the US would be read very closely by the policy mandarins Down Under. China\u2019s\nrecent diplomatic stance definitely reflects the adoption of the Wolf Warrior\napproach, and more broadly, indicates that Beijing isn\u2019t in a mood to cooperate\nand play a good global citizen. That presents problems for everyone, including\nCanberra, which still <a href=\"https:\/\/www.smh.com.au\/national\/we-need-to-rethink-our-china-relationship-but-disengagement-is-no-option-20200426-p54nbq.html\">sees\nmerit<\/a> in engaging rather than combating with Beijing. <\/p>\n\n\n\n<p>The Australian business community\u2019s interests in preventing the Canberra-Beijing bridge from burning down, while understandable, need to be reassessed in light of preserving our national security interests. As Peter Jennings <a href=\"https:\/\/www.aspi.org.au\/opinion\/we-need-reduce-our-dependence-china-and-have-courage-call-it-out-when-required\">notes<\/a>, it\u2019s time for Australia to reduce our economic dependence on China. The US initiative to rethink global supply chains is a necessary first step in this regard and Australia must put its full weight behind it.
