But no more. The Continuous Bomber Presence (CBP), which started in President George W. Bush\u2019s first term and continued through President Barack Obama\u2019s two terms, has now been abruptly terminated in this fourth year of President Donald Trump. The world hasn\u2019t changed \u2013 the US has. This appears another step in its withdrawal from the world in general, and the Western Pacific in particular.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the last 16 years, B-52, and more recently B-1 and B-2, bombers have been deployed to Guam to undertake the descriptively titled Bomber Assurance and Deterrence mission (BAAD). \u201cAssurance\u201d in the sense of reassuring worried allies, partners and friends that the US is firmly committed to the Western Pacific region. \u201cDeterrence\u201d in the sense of being well-positioned to be able to quickly take swift retaliatory action if any nation decided to attack a US ally, partner or friend. The threat of such USAF bomber strikes would hopefully deter any aggressor from military adventurism. Having the bombers at Guam, deep in the Western Pacific region, was a&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.airforcemag.com\/PDF\/MagazineArchive\/Magazine\/2015\/0815fullissue.pdf\" target=\"_blank\">highly visible reminder<\/a>&nbsp;to all about American abilities to apply considerable military power at short notice, to both reassure and deter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> <a rel=\"noreferrer noopener\" href=\"https:\/\/www.militarytimes.com\/news\/your-air-force\/2020\/04\/21\/the-air-force-has-stopped-its-continuous-bomber-presence-mission-in-guam\/\" target=\"_blank\">Various rationales<\/a>&nbsp;are advanced for the bombers\u2019 sudden withdrawal, most based on then\u2013US Secretary of Defense Jim Mattis\u2019s 2018&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/dod.defense.gov\/Portals\/1\/Documents\/pubs\/2018-National-Defense-Strategy-Summary.pdf\" target=\"_blank\">National Defence Strategy<\/a>. The rationales draw attention to this document\u2019s direction that US force deployments must be \u201coperationally unpredictable\u201d to \u201cchallenge competitors by maneuvering them into unfavourable positions, frustrating their efforts, precluding their options while expanding our own, and forcing them to confront conflict under adverse conditions\u201d. The dense military doctrinal language highlights that this guidance is really meant for the&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/thestrategybridge.org\/the-bridge\/2016\/5\/5\/the-institutional-level-of-war\" target=\"_blank\">tactical and operational levels<\/a>&nbsp;of war, not the strategic level.
