{"id":7342,"date":"2020-05-26T09:00:00","date_gmt":"2020-05-25T23:00:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=7342"},"modified":"2020-05-22T11:00:32","modified_gmt":"2020-05-22T01:00:32","slug":"behind-chinas-newly-aggressive-diplomacy-wolf-warriors-ready-to-fight-back","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/behind-chinas-newly-aggressive-diplomacy-wolf-warriors-ready-to-fight-back\/","title":{"rendered":"Behind China\u2019s newly aggressive diplomacy: \u2018wolf warriors\u2019 ready to fight back"},"content":{"rendered":"\n<p>When former President Hu Jintao visited Australia in 2003, he\u00a0<a href=\"https:\/\/www.smh.com.au\/national\/full-text-hus-speech-20031024-gdhnfs.html\">began his address to parliament<\/a>\u00a0by describing the exploits of a 15th century Chinese admiral, Zheng He:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Back in the 1420s, the expeditionary fleets of China\u2019s Ming Dynasty reached Australian shores \u2026 They brought Chinese culture to this land and lived harmoniously with the local people, contributing their proud share to Australia\u2019s economy, society and its thriving pluralistic culture<\/em>.<\/p><\/blockquote>\n\n\n\n<p>This account of explorer Zheng\u2019s voyages&nbsp;<a href=\"https:\/\/www.theaustralian.com.au\/news\/inquirer\/shifting-sands-of-diplomacy\/news-story\/21f8e1dd533f88726a11e8f6e30d0cc7\">has largely been dismissed<\/a>&nbsp;by western historians.<\/p>\n\n\n\n<p>But it indicates the extent of the regional ambition wrapped up in the Communist Party\u2019s control of history today, including how the Chinese empire once presided over myriad subservient tribute states.<\/p>\n\n\n\n<p>And this is crucial for its promotion of nationalism \u2013 an increasingly vital part of the party\u2019s own legitimacy as its economy falters.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Projecting power under Xi Jinping<\/h2>\n\n\n\n<p>Since&nbsp;<a href=\"https:\/\/www.nytimes.com\/2012\/11\/15\/world\/asia\/communists-conclude-party-congress-in-china.html\">becoming general secretary<\/a>&nbsp;of the Communist Party in 2012, President Xi Jinping has emphasised this \u201crejuvenation\u201d of China, recalling two earlier golden eras during the Tang and High Qing dynasties.<\/p>\n\n\n\n<p>At first, the Ministry of Foreign Affairs largely persisted with the traditional, polite diplomacy that had seen China\u2019s influence grow steadily and quietly, commensurate with its economic heft.<\/p>\n\n\n\n<p>But things changed as Xi\u2019s new team pushed aside officials\u00a0<a href=\"https:\/\/www.scmp.com\/topics\/xi-jinpings-anti-corruption-campaign\">viewed as corrupt<\/a>\u00a0or inadequately responsive to his demands to more forcefully assert China\u2019s rejuvenation, both at home and to the rest of the world.<\/p>\n\n\n\n<p>The Foreign Ministry was losing its influence as Xi\u2019s tight inner circle centralised decision-making. Foreign diplomats came to understand they needed to go to party insiders if they wanted to understand or seek to influence Chinese policies.<\/p>\n\n\n\n<p>A watershed moment came with the blockbuster success of the patriotic, Rambo-style film\u00a0<a href=\"https:\/\/www.bbc.com\/news\/blogs-china-blog-40811952\">Wolf Warrior 2<\/a>\u00a0in mid-2017.\u00a0<a href=\"https:\/\/www.aspistrategist.org.au\/chinese-evacuations-and-power-projection-part-2-a-movie-genre-is-born\/\">Its slogan<\/a>, taken from a Han dynasty saying, is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Whoever offends China will be punished, no matter how far they are.<\/em><\/p><\/blockquote>\n\n\n\n<p>At the end of the film, the red cover of a Chinese passport is displayed, accompanied by the\u00a0<a href=\"https:\/\/learningenglish.voanews.com\/a\/wolf-warrior-2-sets-box-office-records-in-china\/3994889.html\">message<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Citizens of the PRC: When you encounter danger in a foreign land, do not give up! Please remember, at your back stands a strong motherland.<\/em><\/p><\/blockquote>\n\n\n\n<p>At the huge exhibition accompanying the&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2017\/oct\/18\/xi-jinping-speech-new-era-chinese-power-party-congress\">19th party congress<\/a>&nbsp;a few months later, the foreign ministry proudly exhibited a&nbsp;<a href=\"https:\/\/www.theaustralian.com.au\/nation\/inquirer\/party-time-for-xi-jinping\/news-story\/a8353d69ba29e4bc1fa5a702e6fc313c\">new hotline system<\/a>&nbsp;that Chinese people abroad could use to call for help, \u201cno matter how far they are\u201d.<\/p>\n\n\n\n<p>The People\u2019s Liberation Army command&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-china-defence\/chinas-xi-restructures-military-consolidates-control-idUSKBN17L0D8\">was restructured<\/a>&nbsp;and equipped to project power, including through a&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/hisutton\/2019\/12\/15\/china-is-building-an-incredible-number-of-warships\/#1bb569ab69ac\">blue-water navy<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/world\/africa\/in-strategic-djibouti-a-microcosm-of-chinas-growing-foothold-in-africa\/2019\/12\/29\/a6e664ea-beab-11e9-a8b0-7ed8a0d5dc5d_story.html\">its first overseas base<\/a>&nbsp;in Djibouti, east Africa.<\/p>\n\n\n\n<p>And Xi ordered massive new resources for diplomacy,&nbsp;<a href=\"https:\/\/www.ft.com\/content\/2c750f94-2123-11e8-a895-1ba1f72c2c11\">doubling the foreign ministry budget<\/a>&nbsp;from 2013-18, and since then raising it by double digits annually.<\/p>\n\n\n\n<p>Top diplomat&nbsp;<a href=\"https:\/\/www.scmp.com\/news\/china\/policies-politics\/article\/2116978\/its-good-day-chinas-diplomats-foreign-policy-chief\">Yang Jiechi was also promoted<\/a>&nbsp;to the Politburo and a new Central Foreign Affairs Commission was established, underlining Xi\u2019s determination to elevate a more assertive foreign policy as a national priority.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Hawkish diplomats reinforce the message<\/h2>\n\n\n\n<p>China\u2019s international messaging also changed rapidly. At the party to celebrate the 70th anniversary of the Chinese Foreign Ministry last year, Minister Wang Yi&nbsp;<a href=\"https:\/\/www.theaustralian.com.au\/world\/the-times\/coronavirus-xi-wolf-envoys-sink-teeth-into-west\/news-story\/7191b4e464458adb9d746d2bab41b748\">urged the country\u2019s envoys to adopt a \u201cfighting spirit\u201d<\/a>&nbsp;in the face of international challenges.<\/p>\n\n\n\n<p>Although Twitter and Facebook are banned in China,\u00a0<a href=\"https:\/\/securingdemocracy.gmfus.org\/five-things-to-know-about-beijings-disinformation-approach\/\">diplomats quickly acquired<\/a>\u00a0accounts and followers, and began to use them to hammer the countries where they were posted.<\/p>\n\n\n\n<p>When diplomat Zhao Lijian returned from a posting to Pakistan last year,&nbsp;<a href=\"https:\/\/www.japantimes.co.jp\/news\/2020\/04\/01\/asia-pacific\/politics-diplomacy-asia-pacific\/china-diplomat-aggressive-foreign-policy\/#.XsYTXRMzYyk\">Reuters reported<\/a>&nbsp;that \u201ca group of young admirers\u201d at the Foreign Ministry cheered him.<\/p>\n\n\n\n<p>He had\u00a0<a href=\"https:\/\/www.japantimes.co.jp\/news\/2020\/04\/01\/asia-pacific\/politics-diplomacy-asia-pacific\/china-diplomat-aggressive-foreign-policy\/#.XsYTXRMzYyk\">catapulted into global attention<\/a>\u00a0by labelling the US as racist and in a Twitter spat,\u00a0<a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3018676\/susan-rice-calls-chinese-diplomat-zhao-lijian-racist-disgrace\">telling<\/a>\u00a0former National Security Advisor Susan Rice she was \u201ca disgrace\u201d and \u201cshockingly ignorant.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed-twitter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Truth hurts. The living conditions of African-Americans are worrisome. The median white family has 10 times as much wealth as the median black family. African-Americans are 2.5 times as likely to be in poverty as whites, about twice as likely to be in unemployment as whites.<\/p>&mdash; Lijian Zhao \u8d75\u7acb\u575a (@zlj517) <a href=\"https:\/\/twitter.com\/zlj517\/status\/1150632230080978945?ref_src=twsrc%5Etfw\">July 15, 2019<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>In January, Zhao was promoted to a Foreign Ministry spokesman, highlighting that his was the path to diplomatic success.<\/p>\n\n\n\n<p>In this new role, Zhao\u00a0<a href=\"https:\/\/edition.cnn.com\/2020\/03\/13\/asia\/china-coronavirus-us-lijian-zhao-intl-hnk\/index.html\">has tweeted to his 623,000 followers<\/a>\u00a0that US soldiers brought COVID to Wuhan when competing in the 2019 Military World Games.<\/p>\n\n\n\n<figure class=\"wp-block-embed-twitter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Zhao Lijian, a diplomat &amp; spokesperson for the Chinese Foreign Ministry, is now publicly pushing the conspiracy theory that US Army might have \u201cbrought the epidemic to Wuhan.&quot; <a href=\"https:\/\/t.co\/mPoILxJKyF\">pic.twitter.com\/mPoILxJKyF<\/a><\/p>&mdash; Edward Wong (@ewong) <a href=\"https:\/\/twitter.com\/ewong\/status\/1238123542627201032?ref_src=twsrc%5Etfw\">March 12, 2020<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>He\u00a0<a href=\"https:\/\/www.businessinsider.com.au\/china-clashes-with-new-zealand-for-supporting-taiwan-rejoining-who-2020-5?r=US&amp;IR=T\">rebuked<\/a>\u00a0New Zealand for seeking Taiwan\u2019s readmission to the World Health Organisation\u2019s annual global health assembly,\u00a0<a href=\"https:\/\/www.nytimes.com\/reuters\/2020\/05\/11\/world\/asia\/11reuters-china-taiwan-new-zealand-mofa.html\">calling on it to<\/a><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>immediately stop making wrong statements on Taiwan, to avoid damaging our bilateral relationship.<\/em><\/p><\/blockquote>\n\n\n\n<p>Qin Xiaoying, formerly director of the Communist Party\u2019s international propaganda department,\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-china-diplomacy-insight\/in-china-a-young-diplomat-rises-as-aggressive-foreign-policy-takes-root-idUSKBN21I0F8\">commented<\/a>\u00a0that now is<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>the first time since 1949 that \u2018new hawks\u2019 have the power to reshape China\u2019s diplomatic policy.<\/em><\/p><\/blockquote>\n\n\n\n<p>They have won their spurs by assiduously enlisting the support of countries that have received Chinese development loans to win votes in global bodies.<\/p>\n\n\n\n<p>For instance, when 22 nations, including Australia, urged the UN Human Rights Council to call on China to end its massive detention program of Uyghurs in Xinjiang, Beijing\u00a0<a href=\"https:\/\/thediplomat.com\/2019\/07\/which-countries-are-for-or-against-chinas-xinjiang-policies\/\">swiftly signed up<\/a>\u00a037 countries, including many with majority Muslim populations, to defend its rule there.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Changing the narrative on coronavirus<\/h2>\n\n\n\n<p>The COVID-19 pandemic soon provided those hawks with an even better opportunity to prove their loyalty and value to Xi.<\/p>\n\n\n\n<p>Wu Ken, the ambassador to Germany, provided a handy template to follow in December by warning that if Huawei was excluded from building Germany\u2019s 5G network, \u201c<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-12-14\/china-threatens-germany-with-retaliation-if-huawei-5g-is-banned\">there will be consequences<\/a>\u201d, and pointing to the importance of China\u2019s market for German cars.<\/p>\n\n\n\n<p>In late January and early February, Xi\u00a0<a href=\"https:\/\/theconversation.com\/how-vulnerable-is-xi-jinping-over-coronavirus-in-todays-china-there-are-few-to-hold-him-to-account-131760\">appeared to be on the back foot<\/a>\u00a0as the virus began to erode China\u2019s health and economy, and with it his own previously unquestioned authority.<\/p>\n\n\n\n<p>But as China began to receive criticism globally for its response to the virus, these newly assertive diplomats swung into action, proving their worth as front-line fighters.<\/p>\n\n\n\n<p>Cheng Jingye, the ambassador to Australia, attacked Canberra\u2019s call for an investigation into the cause of COVID,&nbsp;<a href=\"https:\/\/www.decanter.com\/wine-news\/china-australian-wine-diplomatic-row-437321\/\">asking<\/a>,<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Maybe also the ordinary [Chinese] people will say why should we drink Australian wine or to eat Australian beef?<\/em><\/p><\/blockquote>\n\n\n\n<p>Lu Shaye, the ambassador to France, was&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/15\/france-summons-chinese-envoy-after-coronavirus-slur\">summoned<\/a>&nbsp;by the French Foreign Ministry over a post on the embassy website claiming the French were \u201cleaving their residents to die of hunger and disease.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Politics above all else<\/h2>\n\n\n\n<p>The Foreign Ministry told Reuters this year, citing a Mao Zedong slogan:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>We will not attack unless we are attacked. But if we are attacked, we will certainly counter-attack.<\/em><\/p><\/blockquote>\n\n\n\n<p>This may even come at a cost to China economically.
