In peacetime, the defence organisation\u2019s difficulties with recruitment are&nbsp;<a href=\"https:\/\/www.theaustralian.com.au\/nation\/defence\/defence-says-recruiting-retaining-personnel-a-major-challenge\/news-story\/68dd15eb0feea8aa369dede5b47f6b68\">an ongoing saga<\/a>, occasionally surfacing in headlines like \u2018Sailor shortage strands Australian warship HMAS Perth in dry dock for two years\u2019. With less drama, ASPI\u2019s&nbsp;<a href=\"https:\/\/www.aspi.org.au\/report\/cost-defence-aspi-defence-budget-brief-2019-2020\">Marcus Hellyer<\/a>&nbsp;revealed real problems reaching workforce objectives; since 2016, the number of Australian Defence Force personnel has risen by only 600 against a target of 1,730.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In wartime, it\u2019s even worse. In both world wars, Australia\u2019s defence workforce reached capacity. At the end of the day, Australia has a small population, yet it has big ambitions and wants to punch above its weight. Constraints from a workforce of limited size are inevitable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It may get worse. Australia is a small country living in,&nbsp;<a href=\"https:\/\/www.aspi.org.au\/report\/living-giants-finding-australias-place-more-complex-world\">as Coral Bell termed it<\/a>, a neighbourhood of giants. Unexpected events can make it smaller, as happened with the pandemic and the&nbsp;<a href=\"https:\/\/minister.homeaffairs.gov.au\/davidcoleman\/Pages\/Coronavirus-and-Temporary-Visa-holders.aspx\">government\u2019s call<\/a>&nbsp;to temporary visa holders to leave.&nbsp;<a href=\"https:\/\/www.ceda.com.au\/Digital-hub\/Blogs\/CEDA-Blog\/March-2020\/COVID-19-crisis-How-temporary-migrants-are-being-left-behind\">Hundreds of thousands<\/a>&nbsp;who were in the workforce at the start of 2020 have left and it\u2019s been suggested that&nbsp;<a href=\"https:\/\/www.theaustralian.com.au\/nation\/covid19-australias-great-exodus-revealed\/news-story\/643e22b0b3023a177e9dacaa03b8c830\">about 600,000<\/a>&nbsp;will be gone by year\u2019s end.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An\u00a0<a href=\"https:\/\/www.theaustralian.com.au\/nation\/covid19-australias-great-exodus-revealed\/news-story\/643e22b0b3023a177e9dacaa03b8c830\">former immigration official recently said<\/a>, \u2018We could be on the verge of the biggest percentage and absolute decline in our population since 1788\u2019. It may take years to get back to the population size Australia had four months ago. All of this\u00a0<a href=\"https:\/\/www.eastasiaforum.org\/?p=247264\">will accelerate<\/a>\u00a0the demographic ageing of Australia\u2019s overall workforce.
