And a big concern for the world."},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/ian-hall\/\">IAN HALL<\/a>  |  <\/p>\n\n\n\n<p>Sometime on Monday, an Indian army patrol skirmished with Chinese troops in the Galwan River Valley, high in the Himalayas.<\/p>\n\n\n\n<p>According to reports, no guns were involved, but the&nbsp;<a href=\"https:\/\/www.business-standard.com\/article\/current-affairs\/galwan-valley-clash-20-indian-soldiers-killed-in-face-off-with-china-120061700059_1.html\">fight left at least 20 Indian soldiers dead<\/a>&nbsp;from injuries caused by stones, makeshift clubs, and falls down the steep cliffs of the valley.<\/p>\n\n\n\n<p>Although standoffs and even fistfights between Chinese and Indian troops have been relatively common in recent years, there have been no deaths on the disputed border for decades.<\/p>\n\n\n\n<p>Such confrontations are usually defused by talks between commanders on the ground, leading to choreographed disengagements.<\/p>\n\n\n\n<p>In this case, it appears those processes have failed, and at a moment when relations between China and India &#8211; both nuclear armed states &#8211; are already tense.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Origins of the dispute<\/h2>\n\n\n\n<p>When India gained its independence in 1947, it inherited unsettled frontiers with several neighbours.<\/p>\n\n\n\n<p>That situation was exacerbated by Chinese leader Mao Zedong\u2019s decision to seize control of Tibet &#8211; which up to that point had been a buffer state &#8211; three years later.<\/p>\n\n\n\n<p>More than a decade of failed negotiations to agree a border followed, to the frustration of all. Then, in October 1962, in the midst of the Cuban Missile Crisis, Mao ordered a sudden attack on Indian forces.<\/p>\n\n\n\n<p>China decisively won this short \u201cpedagogic war\u201d &#8211; designed to teach New Delhi a lesson. It gained ground from India, but then withdrew its forces, bringing them back close to their starting positions.<\/p>\n\n\n\n<p>Since then, a \u201c<a href=\"https:\/\/indianexpress.com\/article\/explained\/line-of-actual-control-where-it-is-located-and-where-india-and-china-differ-6436436\/\">Line of Actual Control<\/a>\u201d (LAC) has, in effect, constituted the frontier.<\/p>\n\n\n\n<p>Several more fruitless rounds of talks to settle an official border have taken place. And there have been several military standoffs, including&nbsp;<a href=\"https:\/\/theprint.in\/india\/1975-arunachal-ambush-the-last-time-indian-soldiers-died-in-clash-with-china-at-lac\/442674\/\">one in 1975 that left four Indian soldiers dead<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Mounting tensions and the threat of war<\/h2>\n\n\n\n<p>The Galwan River Valley incident is by far the worst to occur on the LAC for some time. It also comes against a backdrop of several years of deteriorating relations between China and India, dating from the rise to power of Chinese President Xi Jinping.<\/p>\n\n\n\n<p>Since 2013, New Delhi has reported a&nbsp;<a href=\"https:\/\/jamestown.org\/program\/new-tensions-old-problems-on-the-sino-indian-border\/\">series of incursions<\/a>&nbsp;by Chinese troops into what it regards at its territory.<\/p>\n\n\n\n<p>The visits of both Chinese Premier Li Keqiang&nbsp;<a href=\"https:\/\/www.thehindubusinessline.com\/news\/border-row-may-cast-shadow-on-premier-lis-india-visit-experts\/article23103980.ece\">in May 2013<\/a>, and Xi&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2014\/sep\/16\/india-china-border-standoff-xi-visit\">in September 2014<\/a>, were overshadowed by such incidents.<\/p>\n\n\n\n<p>And in mid-2017, there was a ten-week standoff between Chinese and Indian troops in Bhutan, in a disputed area called&nbsp;<a href=\"https:\/\/warontherocks.com\/2018\/06\/doklam-one-year-later-chinas-long-game-in-the-himalayas\/\">Doklam (or Donglang)<\/a>.<\/p>\n\n\n\n<p>During that crisis, Beijing openly warned that if New Delhi did not pull back, it might go to war.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Disagreement over other issues<\/h2>\n\n\n\n<p>At the same time, China and India have quarrelled and competed over a number of other issues.<\/p>\n\n\n\n<p>New Delhi has emerged as a&nbsp;<a href=\"https:\/\/www.eastasiaforum.org\/2017\/06\/13\/why-india-boycotted-the-belt-and-road-forum\/\">vocal critic of Xi\u2019s Belt and Road Initiative<\/a>&nbsp;(BRI) and has tried to dissuade other states in South Asia and the Indian Ocean region from signing on to BRI projects.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/342367\/original\/file-20200617-94094-1e2ibk2.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"\" \/><figcaption class=\"wp-element-caption\">China and India disagree over more than their borders.&nbsp;Harish Tyagi EPA\/AAP<\/figcaption><\/figure>\n\n\n\n<p>India has complained about China\u2019s trade practices, pointing to a growing trade deficit with its northern neighbour, as well as Beijing\u2019s alleged attempts to influence the policies of smaller states such as Nepal.<\/p>\n\n\n\n<p>Meanwhile, India has&nbsp;<a href=\"https:\/\/asia.nikkei.com\/Opinion\/India-grows-keener-on-the-Quad-as-relationship-with-China-worsens\">strengthened security ties<\/a>&nbsp;with the United States, Japan and Australia among others &#8211; to&nbsp;<a href=\"https:\/\/www.globaltimes.cn\/content\/1190654.shtml\">Beijing\u2019s obvious irritation<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The biggest test yet<\/h2>\n\n\n\n<p>There can be little doubt that what just happened in the Galwan River Valley constitutes the biggest test yet faced by Narendra Modi\u2019s government.<\/p>\n\n\n\n<p>India\u2019s prime minister has long been portrayed as a \u201cstrongman\u201d. This image has been burnished by&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-asia-47366718\">retaliatory strikes<\/a>&nbsp;against Pakistani targets for cross border terrorism in 2016 and 2019, as well as by his government\u2019s apparent resilience during the Doklam crisis.<\/p>\n\n\n\n<p>Indian public opinion is already&nbsp;<a href=\"https:\/\/www.theatlantic.com\/international\/archive\/2020\/04\/india-china-pandemic-coronavirus-distrust\/610273\/\">angry with China over COVID-19<\/a>&nbsp;and in the wake of the deaths on the LAC,&nbsp;<a href=\"https:\/\/twitter.com\/MatthewBevan\/status\/1273022442022281217\">some media outlets<\/a>, as well as&nbsp;<a href=\"https:\/\/www.timesnownews.com\/india\/article\/galwan-face-off-while-congress-demands-befitting-retaliation-sp-wants-clarification-on-actual-situation\/607305\">opposition politicians<\/a>, are calling for retaliation.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/342368\/original\/file-20200617-94101-1s55umo.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"\" \/><figcaption class=\"wp-element-caption\">There have been protests in India after the Himalayan clash.&nbsp;Sanjeev Gupta EPA\/AAP<\/figcaption><\/figure>\n\n\n\n<p>Modi\u2019s options are, however, constrained.<\/p>\n\n\n\n<p>If he backs down, or even concedes the area around Galwan River Valley that some think Chinese soldiers are now occupying, he&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/06\/16\/china-india-were-both-looking-back-down-border-crisis-then-soldiers-died\/?utm_campaign=wp_monkeycage&amp;utm_medium=social&amp;utm_source=twitter\">could face a political backlash<\/a>&nbsp;from Indian voters.<\/p>\n\n\n\n<p>If he orders some kind of military response, he risks a wider war. There have been persistent reports of&nbsp;<a href=\"https:\/\/www.livemint.com\/news\/world\/troop-build-up-along-india-china-border-but-no-violence-says-indian-army-11590909430368.html\">troop build-ups<\/a>&nbsp;right along the 3,500 kilometre frontier with China.<\/p>\n\n\n\n<p>There is no guarantee a limited action would not escalate into something bigger, nor that India\u2019s friends and partners, including the US, would support such a move.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">All eyes now on China<\/h2>\n\n\n\n<p>Much depends on what Beijing hopes to gain.<\/p>\n\n\n\n<p>If Xi is simply seeking to humiliate India for perceived transgressions &#8211; and warn it off deepening ties with its security partners &#8211; he may now order his troops to pull back, having made his point.<\/p>\n\n\n\n<p>But if he wants to redraw the border and send a message to others &#8211; in Taiwan, Japan, Southeast Asia, or elsewhere &#8211; that China is determined to take what it claims &#8211; then deescalating the situation will be very difficult for New Delhi.<\/p>\n\n\n\n<p class=\"Author label\"><strong>AUTHOR<\/strong><\/p>\n\n\n\n<p><em><strong>Professor Ian Hall<\/strong> is the Deputy Director Research at the <a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\">Griffith Asia Institute<\/a><\/em>. <\/p>\n\n\n\n<p>This article first appeared at <a href=\"https:\/\/theconversation.com\/how-might-coronavirus-change-australias-pacific-step-up-136517\">The Conversation<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>China and India\u2019s deadly Himalayan clash is a big test for Modi.
