{"id":7918,"date":"2020-09-04T08:00:00","date_gmt":"2020-09-03T22:00:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=7918"},"modified":"2020-09-10T11:06:01","modified_gmt":"2020-09-10T01:06:01","slug":"listening-in-on-us-china-relations","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/listening-in-on-us-china-relations\/","title":{"rendered":"Listening in on US\u2013China relations"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Steve Bannon, the former White House chief strategist, claims that US President Donald Trump has put together a \u2018<a rel=\"noreferrer noopener\" href=\"https:\/\/www.ibtimes.sg\/trump-4-horsemen-apocalypse-working-take-down-china-communist-party-48796\" target=\"_blank\">war council<\/a>\u2019 to take down the Chinese Communist Party (CCP) during the COVID-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There have been a series of rhetorical attacks directed at the CCP from high-ranking US officials since late June. National Security Adviser&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/chinese-communist-partys-ideology-global-ambitions\/\" target=\"_blank\" rel=\"noreferrer noopener\">Robert O\u2019Brien<\/a>, FBI Director&nbsp;<a href=\"https:\/\/www.fbi.gov\/news\/speeches\/the-threat-posed-by-the-chinese-government-and-the-chinese-communist-party-to-the-economic-and-national-security-of-the-united-states\" target=\"_blank\" rel=\"noreferrer noopener\">Christopher Wray<\/a>, Attorney General&nbsp;<a href=\"https:\/\/www.justice.gov\/opa\/speech\/attorney-general-william-p-barr-delivers-remarks-china-policy-gerald-r-ford-presidential\" target=\"_blank\" rel=\"noreferrer noopener\">William Barr<\/a>&nbsp;and Secretary of State&nbsp;<a href=\"https:\/\/www.state.gov\/communist-china-and-the-free-worlds-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mike Pompeo<\/a>&nbsp;have been dubbed the \u2018four horsemen of the apocalypse\u2019 tasked by Trump to overthrow the CCP. The Trump administration has taken&nbsp;<a href=\"https:\/\/www.eastasiaforum.org\/2020\/06\/15\/trump-spins-his-china-policy-for-re-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">concrete actions<\/a>&nbsp;to&nbsp;<a href=\"https:\/\/www.eastasiaforum.org\/2020\/05\/05\/us-china-trade-warring-and-decoupling-during-covid-19\/\" target=\"_blank\" rel=\"noreferrer noopener\">decouple bilateral relations<\/a>&nbsp;by closing the Chinese Consulate General in Houston, sending Health Secretary Alex Azar to Taiwan and attempting to ban Chinese social-media giants TikTok and WeChat in the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s reactions have been surprisingly conciliatory given its reputation for \u2018<a href=\"https:\/\/www.economist.com\/china\/2020\/05\/28\/chinas-wolf-warrior-diplomacy-gamble\" target=\"_blank\" rel=\"noreferrer noopener\">wolf warrior<\/a>\u2019 diplomacy and tit-for-tat actions against the United States. In an interview with&nbsp;<em>Xinhua<\/em>&nbsp;on 5 August, China\u2019s Foreign Minister&nbsp;<a href=\"https:\/\/www.fmprc.gov.cn\/mfa_eng\/zxxx_662805\/t1804328.shtml\" target=\"_blank\" rel=\"noreferrer noopener\">Wang Yi<\/a>&nbsp;firmly rejected the idea of a new Cold War and proposed easing current tensions through dialogue \u2018at any level, in any area and at any time\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two days later&nbsp;<a href=\"https:\/\/news.cgtn.com\/news\/2020-08-07\/Full-text-Yang-Jiechi-s-signed-article-on-China-U-S-relations-SLvrEc5n8s\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Yang Jiechi<\/a>, Director of the Office of Foreign Affairs of the CCP, published an article titled \u2018Respect History, Look to the Future and Firmly Safeguard and Stabilise China\u2013US Relations\u2019. Yang praised the legacy of US engagement with China \u2014 pioneered by the Nixon administration \u2014 and called for more \u2018mutually beneficial cooperation in all fields\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s goodwill diplomacy seems too little too late because no one in the Trump administration is taking it seriously. Beijing\u2019s call for dialogue is falling on deaf ears in Washington in part because any such communication is seen as \u2018diplomatic kowtowing\u2019 by the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But this interpretation of Chinese diplomacy seems overly simplistic. Chinese culture and history offer a better way to understand the three messages China intends to convey to salvage relations with the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, China does not want a&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.eastasiaforum.org\/2019\/12\/15\/the-chill-ahead-in-the-second-cold-war\/\" target=\"_blank\">Cold War<\/a>&nbsp;with the United States. Wang Yi remarked that \u2018China was not the former Soviet Union and it had no intention of becoming another United States\u2019.
