For the first time since the end of the Second World War (when US General Douglas MacArthur declared that the whole of the Pacific Ocean had become an \u2018American lake\u2019) a major power is challenging US power in the Pacific. For the past 75 years, US military preponderance \u2013 built on a series of fortified bases and an unrivalled mobile force in the north-west Pacific \u2013 has underpinned a stable regional security order. Now, China\u2019s investment\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/china-and-military-balance\" target=\"_blank\">in military technologies<\/a>\u00a0and\u00a0<a rel=\"noreferrer noopener\" href=\"http:\/\/sdsc.bellschool.anu.edu.au\/experts-publications\/publications\/6176\/chinas-new-navy-short-guide-australian-policy-makers\" target=\"_blank\">an ocean-going navy<\/a>, as well as the fortification of artificial islands in the South China Sea, is unsettling that order.\u00a0<\/p>\n\n\n\n<p>This new dynamic has seen resurgent interest in Pacific island countries.&nbsp; The US and its allies and partners (particularly Australia, New Zealand and Japan) have&nbsp;<a href=\"https:\/\/www.jstor.org\/stable\/26908767?seq=1#metadata_info_tab_contents\" target=\"_blank\" rel=\"noreferrer noopener\">stepped up engagement with island administrations<\/a>. Of&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2018-04-10\/china-military-base-in-vanuatu-report-of-concern-turnbull-says\/9635742\" target=\"_blank\" rel=\"noreferrer noopener\">particular concern<\/a>&nbsp;are reports that infrastructure loans could be used as leverage to secure a Chinese naval base in the Pacific islands. Regional democracies have promised to help protect the sovereignty of Pacific island states, and to ensure that island leaders are able to make decisions free from coercion.<\/p>\n\n\n\n<p>Amidst this geostrategic competition, Pacific island governments insist climate change is their&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/climate-change-frontlines\" target=\"_blank\">most pressing security concern<\/a>. Commander of Fiji\u2019s military, Rear Admiral Viliame Naupoto&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.smh.com.au\/world\/asia\/cool-rationality-replaced-by-us-china-fight-club-20190603-p51tvu.html\" target=\"_blank\">told the Shangri La Dialogue<\/a>&nbsp;in 2019: \u201cI believe there are three major powers in competition in our region \u2026 there is the US \u2026 there is China [and] the third competitor is climate change. Of the three, climate change is winning and climate change exerts the most influence on countries in our part of the world\u201d. In 2018, Pacific leaders signed a&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.forumsec.org\/2018\/09\/05\/boe-declaration-on-regional-security\/\" target=\"_blank\">regional security declaration<\/a>&nbsp;affirming climate change is the \u2018single greatest threat\u2019 to the region. Pacific island states have&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.un.int\/tuvalu\/statements_speeches\/pacific-islands-forum-statement-high-level-open-debate-un-security-council-\" target=\"_blank\">lobbied the UN Security Council<\/a>&nbsp;to address climate change, and called on countries to&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.climatechangenews.com\/2019\/08\/28\/pacific-leaders-set-new-bar-collectively-declaring-climate-crisis\/\" target=\"_blank\">strengthen commitments<\/a>&nbsp;under the Paris Agreement.
