It\u2019s time for Beijing to consider a diplomatic reset"},"content":{"rendered":"\n<p>As the increasingly virulent anti-China rhetoric has made clear in recent months, China has not been very popular in countries like the US and Australia for its handling of the coronavirus pandemic.<\/p>\n\n\n\n<p>But new research shows just how extensive China\u2019s image problem is at the moment.<\/p>\n\n\n\n<p>Recent&nbsp;<a href=\"https:\/\/www.pewresearch.org\/global\/2020\/10\/06\/unfavorable-views-of-china-reach-historic-highs-in-many-countries\/\">surveys<\/a>&nbsp;conducted by the Pew Research Centre show a majority of people in 14 advanced economies now hold an unfavourable view of China.<\/p>\n\n\n\n<p>In nine of these countries, including the US, UK, Australia, South Korea and Germany, negative views of China have reached their highest level since Pew began polling in these countries more than a decade ago.<\/p>\n\n\n\n<p>In Australia, 81% of respondents said they viewed China unfavourably, up 24 percentage points from last year, while in the UK, 74% had negative views of China, up 19 points.<\/p>\n\n\n\n<p>Sweden (85%) and the Netherlands (73%) also showed dramatic spikes, rising more than 30 percentage points from 2017.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">A more assertive diplomatic approach<\/h4>\n\n\n\n<p>Significantly, the survey suggests that perceptions of&nbsp;<a href=\"https:\/\/www.pewresearch.org\/global\/2020\/10\/06\/unfavorable-views-of-china-reach-historic-highs-in-many-countries\/pg_2020-10-06_global-views-china_0-07\/\">how China has handled the pandemic<\/a>&nbsp;heavily influenced people\u2019s views of the country.<\/p>\n\n\n\n<p>As the pandemic has devastated economies and cost millions of lives around the world, it is understandable for people to feel resentment and anger towards China, regardless of whether it is reasonable or not.<\/p>\n\n\n\n<p>Moreover, these unfavourable views might persist for some time, because it is&nbsp;<a href=\"https:\/\/www.sciencedaily.com\/releases\/2007\/08\/070828110711.htm\">human nature<\/a>&nbsp;to remember negative things more strongly and in greater detail than positive things.<\/p>\n\n\n\n<p>However, these negative views of China might not be solely attributable to its handling of the crisis.<\/p>\n\n\n\n<p>China\u2019s diplomats have also become increasingly assertive in response to questions about the origins of the virus, pushing back with a so-called \u201c<a href=\"https:\/\/theconversation.com\/behind-chinas-newly-aggressive-diplomacy-wolf-warriors-ready-to-fight-back-139028\">wolf warrior diplomacy<\/a>\u201d.<\/p>\n\n\n\n<p>The Pew survey should be a warning call for the Chinese government to\u00a0<a href=\"https:\/\/www.scmp.com\/week-asia\/opinion\/article\/3092445\/china-if-you-think-everyones-against-you-its-time-reflect\">reflect on its foreign policy practices<\/a>, especially if China envisages pursuing more of an international leadership role in a post-pandemic world.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Emphasis on mutual respect<\/h4>\n\n\n\n<p>There are three lessons Chinese diplomats might want to consider.<\/p>\n\n\n\n<p>The first lesson is that good diplomacy is built on mutual respect. And China can earn respect from the world through persuasion \u2014 not coercion and propaganda.<\/p>\n\n\n\n<p>For example, an&nbsp;<a href=\"https:\/\/www.thehindu.com\/news\/national\/indian-media-is-free-says-in-mea-response-to-chinese-embassys-note-to-press-on-taiwan\/article32806814.ece\">open letter recently sent to Indian media<\/a>&nbsp;by the Chinese embassy in New Delhi regarding their coverage of Taiwan backfired spectacularly, with India\u2019s Ministry of External Affairs saying<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>there is a free media in India, that reports on issues that they see fit.<\/p><\/blockquote>\n\n\n\n<p>It is true some foreign media have biased and even distorted reports about China. But instead of trying to censor reports they see as biased, Chinese diplomats should instead make counterarguments, ideally in the same media outlets. Let the audience make a judgement call.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Empathy without strings attached<\/h4>\n\n\n\n<p>The second lesson is diplomacy should be based on empathy, especially during the pandemic or a similar humanitarian crises.<\/p>\n\n\n\n<p>China has attempted to demonstrate empathy by providing much-needed humanitarian assistance to other countries in the past, but how China conveys the messaging around this makes a big difference.<\/p>\n\n\n\n<p>It is undiplomatic and ridiculous, for instance, to solicit praise and compliments from foreign governments after providing assistance, which is precisely what\u00a0<a href=\"https:\/\/www.axios.com\/beijing-demanded-praise-in-exchange-for-medical-supplies-16f5183e-589a-42e5-bc25-414eb13841b0.html\">some Chinese diplomats<\/a>\u00a0have done during the pandemic.<\/p>\n\n\n\n<p>China\u2019s diplomats would be wise to keep in mind that humility is a respected virtue in traditional Chinese culture. And in international relations, soft power is more effective if it comes without strings attached.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">\u2018When they go low, we go high\u2019<\/h4>\n\n\n\n<p>The third lesson is about the art of diplomacy, which is, in essence, about government-to-government relationships between countries. Diplomats need to know what they should do, and more importantly, what they should not do, in order to maintain good relations with other countries.<\/p>\n\n\n\n<p>For example, the Chinese ambassador to Sweden, Gui Congyou, has attacked the local media and public figures frequently&nbsp;<a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3047004\/calls-chinas-ambassador-be-thrown-out-sweden-amid-diplomatic\">because<\/a>, as he put it, they \u201chave a habit of criticising, accusing and smearing China.\u201d<\/p>\n\n\n\n<p>Gui has been summoned to Sweden\u2019s foreign ministry more than\u00a0<a href=\"https:\/\/www.economist.com\/europe\/2020\/02\/20\/how-sweden-copes-with-chinese-bullying\">40 times in two years<\/a>\u00a0and several parties have called for him to be expelled from Sweden.<\/p>\n\n\n\n<p>And in Brazil, China\u2019s embassy&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2020\/mar\/19\/coronavirus-bolsonaro-son-china-row\">strongly protested<\/a>&nbsp;when Brazilian congressman Eduardo Bolsonaro, President Jair Bolsonaro\u2019s son, blamed China for the pandemic on Twitter.<\/p>\n\n\n\n<p>Ambassador Yang Wanming called it an \u201cevil insult\u201d and the embassy posited that Bolsonaro had contracted \u201ca mental virus\u201d while visiting the US.<\/p>\n\n\n\n<p>China\u2019s diplomats should understand that because of the differing political systems in other countries, it is sometimes normal for politicians and public figures to express controversial views concerning China.<\/p>\n\n\n\n<p>How and when to respond is part of the art of diplomacy. Sometimes, a quiet, measured response is more effective than public tit-for-tat bickering.<\/p>\n\n\n\n<p>This is not to suggest China should keep its head down when being bullied by other countries. A wise diplomat should know how to pick a fight with the right target at the right time. In addition, good diplomacy should be built on taking the moral high ground when possible.<\/p>\n\n\n\n<p>Michelle Obama\u2019s famous saying \u2014 \u201c<a href=\"https:\/\/www.cnbc.com\/2020\/02\/12\/michelle-obama-on-famous-catchphrase-when-they-go-low-we-go-high.html\">when they go low, we go high<\/a>\u201d \u2014 also applies to foreign policy.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Lessons for the West, too<\/h4>\n\n\n\n<p>These three lessons are not unique to China. The US image has also&nbsp;<a href=\"https:\/\/www.pewresearch.org\/global\/2020\/10\/06\/unfavorable-views-of-china-reach-historic-highs-in-many-countries\/pg_2020-10-06_global-views-china_0-08\/\">plummeted<\/a>&nbsp;internationally due to the Trump administration\u2019s handling of the COVID-19 pandemic, the Pew surveys show.<\/p>\n\n\n\n<p>Australian diplomats might also find these lessons useful for repairing their country\u2019s deteriorating relationship with China.<\/p>\n\n\n\n<p>China\u2019s first premier, Zhou Enlai,&nbsp;<a href=\"https:\/\/www.fmprc.gov.cn\/web\/wjb_673085\/gbclc_603848\/cgjl_660727\/t1095052.shtml\">famously said<\/a>,<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>There is no small thing in diplomacy.<\/p><\/blockquote>\n\n\n\n<p>These days, a more sensible and even-keeled approach to diplomacy is what would be best for China, as well as the rest of the world \u2014 not more heated rhetoric.<\/p>\n\n\n\n<p class=\"author label\">AUTHOR<\/p>\n\n\n\n<p><em><strong>Professor Kai He<\/strong> is a member of the Griffith Asia Institute.
